2021-01-04 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes January 4,2021 Present: Commissioner Stamper, Commissioner Pollock, Commissioner Swope Recorder: Rieva Lester Commissioner Stamper called the meeting to order at 10:01 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT None. NOTICE ITEMS Commissioner Pollock made a motion to approve Resolutions 21-001 through 21-003. Commissioner Swope seconded. Resolution 21-001: Pertaining to competitive bidding: dispensing with advertisement and formal sealed bidding with respect to purchases and leases under$50,000 (fifty thousand dollars) and notice of Lewis County vendor list and solicitation. Chief accountant Suzette Smith, representing the Auditor's Office, spoke to the resolution. She noted that the competitive bidding resolution is an annual resolution and that the amounts have increased for the 2021. Resolution 21-002: Establishment of 2021 county road construction projects by County Forces. Public Works Director Josh Metcalf spoke to the resolution. He said RCW 36.77 requires the publication of the projects. He provided a brief overview of projects included on the list. Resolution 21-003: A call for bids for the proposed sale of surplus property located off Independence Road near Rochester, Wash. Bids are due to the Clerk of the Board by 11 a.m. Feb. 9. Public Works Director Josh Metcalf spoke to the resolution. He said the two parcels are owned by the county and have been deemed surplus. He said one property is roughly .50 acres and the other 1 measures roughly 2 acres.Josh said Thurston County, which has first right of refusal, was not interested in the properties. Motion passed 3-0. CONSENT ITEM Commissioner Swope made a motion to approve Resolution 21-004. Commissioner Pollock seconded. Resolution 21-004: Approval of warrants/claims against the various county departments. Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 836,517 through 836,631 and 836,665 through 836,916 as well as direct disbursements 2666, 2769, 2793 through 2795, 2803 through 2812, 2816, 2817, 2819 through 2821, 2823, 2839, 2845, 2847, 2870, 2897, 2899, 2900 through 2902, 2904, 2905, 2909 through 2912, 2914 through 2922, 2924, 2927, 2928, 2969 and 2970 were issued in December for payment against the county totaling $2,680,749.26. She said payroll/tax deposit warrants numbered 795,811 through 795,813 and Automatic Deposits 20,289 through 20,880 also were approved for payments totaling$1,041,994.15. Suzette noted a skip in sequence for warrants 836,490 through 836,516 and 836,632 through 836,664, which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Pollock made a motion to approve Resolutions 21-005 through 21-008 as well as Resolutions 21-010 through 21-013. Commissioner Swope seconded. Resolution 21-005: Listing of the bids received and contractor selected for the 2021 Traffic Paint Proposal. Public Works Director Josh Metcalf spoke to the resolution. He said the county received two bids but that one was deemed non-responsive. He said Alpine Products of Auburn, Wash., was the low apparent bidder with a winning bid of$549,173.09. Resolution 21-006:Approve Master Interlocal Agreements between Lewis County and the cities of Centralia and Vader. Public Works Director Josh Metcalf spoke to the resolution. He said the interlocal agreements are for five-year periods and allow the county to help cities with their various needs. 2 Resolution 21-007: Ratify a consultant supplement over$40,000 for an active Public Works project. Public Works Director Josh Metcalf spoke to the resolution. He said the agreement changes the contract with Northwest Hydraulic Consultants by a total of$232,000. Resolution 21-008:Approve an agreement between Lewis County and Equity Institute to provide case management in the amount of$195,000. Public Health and Social Services Director JP Anderson spoke to the resolution. He said funding is being provided for case management services for Spanish-speaking individuals. He said the contract runs through September 2022.JP said he feels Commerce will provide additional funding in the future. Resolution 21-010: Approve a Memorandum of Agreement between Lewis County and Washington State University Extension. County Manager Erik Martin and WSU Director Patrick Shults spoke to the resolution. Erik discussed the previous year's move to house employees under the WSU umbrella rather than under the county umbrella. Erik said the 2021 contract is for$182,739.23. Patrick said the agreement is similar to the one passed in 2020. Resolution 21-011: Approve a mileage rate change for Lewis County. Chief accountant Suzette Smith, representing the Auditor's Office, spoke to the resolution. She said the IRS has set the 2021 mileage rate at 56 cents per mile. Resolution 21-012: Extend the local declaration of a state of emergency in response to the COVID-19 virus in Lewis County. Emergency Management Deputy Director Andy Caldwell spoke to the resolution. He said the emergency declaration provides continuity for funding the county receives from Commerce. He said it also allows the county to make purchases. Commissioner Pollock made a motion to strike Section 5 and replace it with Section 6. Commissioner Swope seconded. Motion passed 3-0. Resolution 21-013: Concurring in the Lewis County Superior Court's Contract with CORE Health for Substance Use Disorder& Behavioral Health Treatment for Lewis County Drug Court& Family Recovery Court programs. 3 Drug Court Manager Stephanie Miller spoke to the resolution. She said CORE Health will provide substance use disorder and behavioral health treatment for the Lewis County Drug Court & Family Recovery Court programs. Motion passed 3-0. HEARING Resolution 21-014:The proposed vacation of a portion of the Loren LaBree Road No. 328 (Order of Vacation No. 21-001). Commissioner Stamper introduced the hearing. Real Estate Services Manager Martin Roy gave the staff report. He said the BOCC directed the County Road Engineer to examine the whether a portion of Loren LaBree Road No. 328 should be vacated and abandoned. He said the County Road Engineer determined that the portion of Loren LaBree Road No. 328 is not useful to the County road system. Commissioner Stamper asked if there were any questions.There were no questions. Commissioner Stamper then closed the question-and-answer portion of the hearing. Martin asked that his previous comments be adopted into the record. Commissioner Stamper asked if anyone wanted to speak for or against the resolution. No one spoke. Commissioner Stamper closed the hearing. Commissioner Swope made a motion to approve Resolution 21-014. Commissioner Pollock seconded. Motion passed 3-0. COVID-19 JP Anderson said the county saw 87 new cases over the weekend. He noted that cases will now be reported by zip code. He said the county will provide updates about vaccines on the county website. JP said 150 to 200 first responders are on track for the first wave of vaccines. ANNOUNCEMENTS Ron Averill said the Farm Bureau will meet the night of Jan. 6. 4 The commissioners thanked county crews and emergency personnel for their response to the recent flooding.
