2021-03-09 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes March 9, 2021 Present: Commissioner Stamper, Commissioner Pollock Absent: Commissioner Swope Recorder: Rieva Lester Commissioner Stamper called the meeting to order at 2 p.m.,determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT Former Commissioner Edna J. Fund offered a reminder about the Office of the Chehalis Basin's public meeting scheduled for 6 p.m. March 9. NOTICE ITEM Commissioner Pollock made a motion to approve Resolution 21-082. Commissioner Stamper seconded. Resolution 21-082:The proposed sale of timber on county-owned property located off Independence Road near Rochester,Wash. Real Estate Services Director Martin Roy discussed the resolution for the legal notice. He said the county acquired the 2.50-acre property in the Rochester area around 1910. He said the neighboring property recently was logged, creating a potential safety hazard for the county-owned property. He said the gross value is estimated at $76,551 and that the county's net revenue is estimated at$54,000. Motion passed 2-0. CONSENT ITEMS Commissioner Pollock made a motion to approve minutes from the March 2, 2021, meeting as well as Resolution 21-083. Commissioner Stamper seconded. 1 Resolution 21-083:Approval of warrants/claims against the various county departments. Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 838,847 through 839,100 were issued in February and March for payments against the county totaling$641,086.44. She noted that the resolution had included a scrivener's error in the recital identifying the number of warrants approved and that the number had been corrected to read "254" instead of"255." Suzette noted a skip in sequence for warrants 838,823 through 838,846, which were issued on behalf of Special Purpose Districts. Motion passed 2-0. DELIBERATION ITEMS Commissioner Pollock made a motion to approve Resolutions 21-084 through 21-088. Commissioner Stamper seconded. Resolution 21-084: Approve Amendment B between Lewis County and Housing Resource Center to add funds for Isolation & Quarantine hotel facility in the amount of$50,000. Community Health Services and Contracts Coordinator Meja Handlen discussed the resolution. She said the resolution would add funding to an extend an existing MOU with the Housing Resource Center to help Lewis County residents who are homeless or unable to isolate or quarantine during the pandemic. Resolution 21-085: Approve an Interlocal Agreement between Lewis County and City of Vader regarding work by county crews and authorizing signatures thereon. Public Works Director Josh Metcalf discussed the resolution. He said the project is part of the county's chipseal program and that the city has asked the county to chipseal four roads and that the project total is$31,549. Resolution 21-086:Approve a SRFB Grant Agreement between RCO and Lewis County for the Berwick Creek at Labree Fish Passage Design Project,SRFB Project No. 20-1103P. Public Works Director Josh Metcalf discussed the resolution. He said the project totals$119,622 and covers design and permitting work. Resolution 21-087: Ratify a consultant agreement over$50,000 with PBS Engineering and Environmental Inc.for the Annual Wetland and Stream Services 2021 consultant contract. 2 Public Works Director Josh Metcalf discussed the resolution. He said the annual contract supports wetland and stream work and will not total more than $100,000. Resolution 21-088: List the bids received and contractor selected for the Cousins Road MP 3.15 Culvert replacement Project, CMP 1502. Public Works Director Josh Metcalf discussed the resolution.Josh said Steele Trucking provided the lowest—and winning—bid of$484,874. He said the engineer's estimate was$664,018. Motion passed 2-0. COVID-19 Community Health Services and Contracts Coordinator Meja Handlen discussed a mass vaccination event planned for March 11 at the Southwest Washington Fairgrounds. ANNOUNCEMENTS None. PRESS CONFERENCE Reporter Claudia Yaw asked if the commissioners planned to look at language identifying possession of a controlled substance as a felony or as a misdemeanor and whether the commissioners were concerned about fallout should they choose to identify it as a felony. Commissioner Stamper and County Manager Erik Martin noted that the commissioners would further discuss the matter during a meeting for which the topic would be listed on the agenda.
