2021-03-23 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS (BOCC) Business Meeting minutes March 23,2021 Present: Commissioner Stamper, Commissioner Pollock, Commissioner Swope Recorder: Rieva Lester Commissioner Stamper called the meeting to order at 2:01 p.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT None. Commissioner Stamper made a motion to add to the day's agenda Resolution 21-116 to issue a request for qualifications (RFQ) for professional security services at the Lewis County Law and Justice Center. Commissioner Pollock seconded. Motion passed 3-0. Scott Smitherman introduced the Lewis County 911 Communications Employee of the Year Landon Cruickshank. NOTICE ITEMS Commissioner Pollock made a motion to approve Resolutions 21-106 and 21-116. Commissioner Swope seconded. County Manager Erik Martin noted that Resolutions 21-109 and 21-110 had been tabled until the March 30,2021, Business Meeting. Resolution 21-106: Notice of hearing regarding the proposed vacation of a portion of the Branch of E. J. Lentz Road North No.405A. The hearing will take place in the Commissioners' Hearing Room at or after 2 p.m.April 20, 2021. Real Estate Services Manager Martin Roy discussed the resolution. He said neighboring property owners have requested the vacation. 1 Resolution 21-116: Issue a request for qualifications (RFQ)for professional security services at the Lewis County Law and Justice Center. Emergency Services Deputy Director Andy Caldwell discussed the resolution. He said the notice will be printed March 25 and that qualifications will be due to the Clerk of the Board by 3 p.m. April 15. Motion passed 3-0. CONSENT ITEMS Commissioner Swope made a motion to approve minutes from the March 16,2021, meeting as well as Resolution 21-107. Commissioner Pollock seconded. Resolution 21-107:Approval of warrants/claims against the various county departments. Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 839,441 through 839,650 and direct disbursements numbered 3108, 3109, 3130, 3159, 3204 through 3209, 3211 through 3217 and 3237 were issued in March for payments against the county totaling $2,083,733.93. She said payroll Automatic Deposits numbered 23,777 through 23,851 dated March 12 were approved for payments against the county totaling$58,260.02. Suzette noted a skip in sequence for warrants 839,362 through 839,440, which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Pollock made a motion to approve Resolutions 21-108 and 21-111 through 21-115. Commissioner Swope seconded. Resolution 21-108: Approve Stewardship Agreement No. 17-SA-11060300-020 Modification 4 (Four) between Lewis County and the USDA Forest Service, Gifford Pinchot National Forest that adds funding in the amount of$13,955.64 and changes the performance period from December 31, 2020,to December 31, 2023. Noxious Weed Control Bill Wamsley discussed the resolution. He said the modification adds funding in the amount of$13,955.64 and changes the performance period from December 31, 2020, to December 31, 2023. Resolution 21-111: Approve Amendment C between Lewis County and Equity Institute to provide additional funds and extend timeline for Eviction Rental Assistance Program. 2 Public Health and Social Services Director JP Anderson discussed the resolution. He said the amendment adds$30,000 to the contract and extends the contract through June 30, 2021. Resolution 21-112: Approve Amendment B between Lewis County and The Salvation Army to add funds through the housing assistance unit Eviction Rental Assistance Program Grant. Public Health and Social Services Director JP Anderson discussed the resolution. He said the amendment adds$298,022 to the contract and extends the contract through June 30, 2021. Resolution 21-113: Approve a Professional Services Agreement for COVID-19 drive-thru vaccination events between Lewis County and Providence Health &Services Washington. Public Health and Social Services Director JP Anderson discussed the resolution. He said the contract allows Providence to hold mass vaccination clinics with costs not to exceed $2,000,000. Resolution 21-114: The proposed acquisition of additional right of way for Lincoln Creek Road, Centralia. Real Estate Services Manager Martin Roy discussed the resolution. He said a culvert-replacement project on Lincoln Road requires the acquisition of property rights from three nearby landowners. Martin said FEMA has provided funding for the project. He noted that the road is down to one lane due to flooding problems. Resolution 21-115: The proposed vacation of a portion of the John W. Berry Road No. 293. Real Estate Services Manager Martin Roy discussed the resolution. He noted that neighbors have requested the county vacate the road. Motion passed 3-0. COVI D-19 JP Anderson said Health is moving to weekly updates instead of daily. He discussed additional funding the government is providing in an effort to curb the pandemic. ANNOUNCEMENTS None. 3 PRESS CONFERENCE Commissioner Swope said he is tracking possible fixes at the state level for the state Supreme Court's recent Blake decision. Andy Caldwell said there had been Facebook announcements the previous week indicating there were additional vaccines available and that people could merely show up at the Fairgrounds to claim those. He said that is not the proper process,and he encouraged citizens to visit the county or state websites for vaccination distribution information.
