LEWIS COUNTY, WASHINGTON
IN THE MATTER OF: RESOLUTION NO. 21-174
THE CLOSURE OF A PORTION OF SENN ROAD
OFF CENTRALIA ALPHA ROAD NEAR CHEHALIS,
WASHINGTON
WHEREAS, Lewis County Public Works has received a request from a property
owner along Senn Road to close the road to through traffic near the intersection
with Centralia Alpha Road; and
WHEREAS, RCW 47.48.010 allows the Board of County Commissioners (BOCC) to
close and / or restrict the use of county roads for such a definite period as it shall
determine if the roadway is being improved and the use of that portion of the
roadway needs closed or restricted; and
WHEREAS, Lewis County Public Works has taken a survey of the citizens on Senn
Road, and they are in agreement to close the intersection of Senn and Centralia
Alpha Roads; and
WHEREAS, Lewis County Public Works has reviewed the design options for the
intersection of Senn and Centralia Alpha Roads; and
WHEREAS, the design of an intersection would be prohibitively expensive to
construct as to meet current road standards; and
WHEREAS, on March 31, 2021, the report of the County Road Engineer on the
matter of the proposed closure of Senn Road to through traffic near the
intersection of Senn and Centralia Alpha Roads was filed with the office of the
BOCC; and
WHEREAS, the report and all related materials having been reviewed by the
BOCC and found appropriate for further proceedings; and
WHEREAS, a hearing was set for April 27, 2021, by Resolution 21-144, dated
April 13, 2021, and all required notices were given to the public.
NOW THEREFORE BE IT RESOLVED that, pursuant to RCW 47.48.010,
beginning at the start of construction of CRP 2084 Centralia Alpha Road project,
for an indefinite period or till such times the Board orders its reopening, Senn
Road described above in Section 11, Township 13 North, Range 1 West W.M. shall
be closed to all traffic.

ENGINEERS REPORT
CLOSURE OF THE SENN ROAD INTERSECTION AT CENTRALIA ALPHA ROAD
Greg Jones, an adjacent property owner, became aware of our plans to reconstruct Centralia Alpha Road
along with the intersection of Senn Road from our survey crew and voiced his opinion in favor of the
Senn Road Intersection closure to our survey crew. Lewis County Public Works received a formal
written request to close the Senn Road intersection to thru traffic as part of the CRP 2084 Centralia
Alpha Road project from Greg Jones, dated May 15,2020 (Exhibit A).
I have evaluated his request and the following are Findings of Fact:
FIRST: We contacted all the owners along Senn Road by mail with a stamped, return address
envelope and a survey on the proposed closure. The response to the closure survey is shown
graphically in Exhibit B. The results show that a super-majority of respondents are in favor of
closing the Senn Road-Centralia Alpha intersection. Those closest to the closure and most
affected by said closure are unanimously in favor of the intersection closure.
SECOND: The existing intersection is at such a sharp angle that trucks and large vehicles cannot
turn onto Senn Road from the east (Exhibit C). The existing grades and landing currently do not
meet design standards and would likely not be able to meet all of current design standards for a
County Road intersection without substantial cost for improvements to alignment and grade.
THIRD: There is a fish culvert on Jested Creek near the Senn Road intersection that would be
required to be reconstructed as part of the intersection work. The fish culvert is considered to
be a fish barrier. The culvert would have to be designed and installed to Washington State
Department of Fish and Wildlife fish culvert standards. If the intersection is closed then the
existing culvert would be removed, the streambed rebuilt, turnaround constructed on the North
side of Jested Creek, and the exiting portion of Senn Road on the south side of Jested Creek
would become the adjacent property's driveway (Exhibit D).
FOURTH: The additional cost to reconstruct the intersection to standard and provide a new fish
culvert vs. closing Senn Road intersection by removing the existing culvert, providing a turn
around and restoring the stream is approximately$500,000.
Therefore, it is my opinion that it is in the public interest to honor the adjacent property owners request
to close the Senn Road intersection at Centralia Alpha Road as part of our CRP 2084 Centralia Alpha
Road project. Said closure would begin when construction of CRP 2084 begins.

It is my recommendation, along with another land owner on the Senn Road, to make it a dead
end road with a turn around,just north of the culvert. The culvert could be removed, instead
of replacing it with a very expensive fish pipe, and fish cannot get to it anyway because of
downstream blockages.
