2021-05-25 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes May 25, 2021 Present: Commissioner Stamper,Commissioner Pollock, Commissioner Swope Recorder: Rieva Lester Commissioner Stamper called the meeting to order at 2 p.m.,determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT None. CONSENT ITEMS Commissioner Pollock made a motion to approve minutes from the May 18,2021, meeting as well as Resolution 21-201. Commissioner Swope seconded. Resolution 21-201:Approval of warrants/claims against the various county departments. Chief accountant Grace Jimenez,representing the Auditor's Office,said warrants numbered 841,958 through 842,226 and direct disbursements 3480, 3481, 3483 and 3486 were issued in May 14 for payments against the county totaling$3,713,931.88.She noted a skip in sequence for warrants numbered 841,896 through 841,957,which were issued on behalf of Special Purpose Districts. Grace noted there had been a scrivener's error in the resolution as warrant 3486 was listed twice.The second reference to warrant 3486 was deleted. Motion passed 3-0. DELIBERATION ITEMS Commissioner Swope made a motion to approve Resolutions 21-202 through 21-204. Commissioner Pollock seconded. 1 • Resolution 21-202:Approve Amendment A to the MOU#Birdseyemedical-MassVacCovid-19 between Bird's Eye Medical and Lewis County to provide COVID-19 vaccines to residents of Lewis County. Public Health and Social Services Director JP Anderson discussed the resolution. He said the resolution extends the contract period to July 20, 2021. Resolution 21-203: List the bids received and contractor selected for the 2021 Countywide Base Stabilization Project, CRP 2192A. Public Works Director Josh Metcalf discussed the resolution. He said Ground Up Road Construction of Milton,Wash., submitted the lone bid at$100,889.40. He noted that the bid was considerably less than the engineer's estimate for the project, which was$128,582.80. Resolution 21-204:Approve a temporary easement on McCormick Creek Road right of way to the State of Washington, Department of Transportation,by authorizing signature thereon. Real Estate Services Manager Martin Roy discussed the resolution. He said the easement would run through May 31, 2027. He said the state DOT wants to use county right of way for a planting project. Motion passed 3-0. HEARINGS Resolution 21-206: Lewis County 2021 budget amendment for the American Rescue Plan Fund No. 1420. Commissioner Stamper introduced the hearing. County Manager Erik Martin gave the staff report. He said the resolution will amend the county budget. He said notice of the hearing was published in the Chronicle on May 13 and 15 and showed an increase in expenditures and revenues totaling$7.8 million.Since its publication, Erik said,the expenditures and revenues have increased by$38,194. Erik outlined potential allocations for the funds. Commissioner Stamper asked if there were any questions.There were none. Commissioner Stamper then closed the question-and-answer portion of the hearing. Erik asked that his previous comments be adopted into the record. Commissioner Stamper asked if anyone wanted to speak for or against the resolution. No one spoke. 2 Commissioner Stamper closed the hearing. Commissioner Pollock made a motion to approve Resolution 21-206. Commissioner Swope seconded. Motion passed 3-0. COVID-19 JP Anderson said Lewis County is above the state rate for cases and hospitalizations.JP said the area's vaccination rates lag behind the state's rates.JP said the county will have a mobile vaccination clinic at the Packwood Flea Market, planned for Memorial Day weekend. ANNOUNCEMENTS Peter Lahmann invited the public to a Centralia Clean Team cleanup effort planned for May 29. He also invited the public to a May 31 historical vigil at the Freedom Walk in Centralia. Linda Williams discussed a vacancy on Cemetery 9. Commissioner Pollock discussed an upcoming Memorial Day event in Boistfort. Colonel Averill said a Memorial Day event will take place at the Veteran's Museum. PRESS CONFERENCE No questions.
