Budget planning: Becky Butler discussed budget planning regarding property tax. She said the county
can choose to collect the full 1 percent. She said the county banked capacity for 2021. Becky said she
would have Dianne Dorey discuss rate options in October.
Becky said Dianne has reported that the county has seen $334 million in new construction, excluding the
wind farm project, which reflects a huge increase over the previous year’s total of $245 million mark.
Becky discussed the need for a technology fund and policy.
2021 budget amendment: Becky said budgets are being balanced in Munis. She said offices and
departments have struggled to upload their budgets due to staffing shortages, etc.
Becky said Meja Handlen will be bringing forth resolutions related to additional funding for rental
assistance.
Becky said she will continue to meet regarding Budget planning and management.
Becky said a budget amendment hearing has been scheduled for Oct. 19. She identified items that will
be included in the amendment.
Citizen Budget Committee: Becky said she has started meeting with the Citizens Budget Committee.
OpenGov: Becky said she is working with some volunteers to understand OpenGov, which will go live
soon. She said there will be a capital improvement portal component too.
Munis: Becky said work is being done to create an HR portal in Munis.
American Rescue Plan Act planning: Becky said the Polco documents will be available for review. Becky
said the county’s next report will be due at the end of October.
Budget meetings: Becky said she is scheduling all-day budget meetings. She said many of the funding
requests are related to FTEs.
