2021-10-04 County Manager UpdateCounty Manager Update October 4, 2021 11:02 a.m. Present: Commissioner Pollock, Commissioner Swope, Lara McRea, Steve Wohld, Connie Riker, Becky Butler, Austin Majors, Josh Metcalf, Chris Panush, Lee Napier, Katie Conradi, County Manager Erik Martin (11:14 a.m.), Daleyn Coleman (11:18 a.m.) Guests: Nic Scott, Eric Rosane Recorder: Rieva Lester Budget Becky Butler reviewed topics for the commissioners’ all-day budget meetings planned for Oct. 6. Internal Services update Southwest Washington Fair (SWWF) staffing: Connie Riker discussed a proposed reorganization for the Lewis County Parks and Recreation department. She said she is proposing the following: • Create a Customer service specialist position at 115, down from a 117. • Move the Administrative Assistant Sr. position to an Administrative Assistant 2 position, increasing it from a 118 to a 119. • Move the Building and Grounds Supervisor out from under Facilities to under Parks and Rec and increase the position from a 117 to a 122. Becky asked whether the Building and Grounds Supervisor would continue to be a union-represented position. Becky said there were talks about waiting to implement the changes until Jan. 1 for accounting purposes. Steve Wohld said the Fair would like permission to fill the vacant customer service specialist position at the 115 rate. Erik Martin joined at 11:14 a.m. Commissioner Swope made a motion to allow Parks and Recreation to fill the vacant customer service specialist position at the 115 rate effective immediately. Commissioner Pollock seconded. Motion passed 2-0. The commissioners said they would support the additional changes effective Jan. 1, 2022. Daleyn Coleman joined at 11:18 a.m. Broadband RFP Erik Martin said the county has received a few RFPs so far for its broadband project. He said he would create a panel to review the RFPs. He said the panelists would include himself, Mindy Brooks, Becky, Josh Metcalf, Eric Eisenberg and others. Board committees and appointments The commissioners said they would like to make the following changes: • BOCC: Move Commissioner Pollock to chair and Commissioner Swope to vice chair • Solid Waste Disposal District: Move Commissioner Pollock to vice chair • Risk: Update the Risk Pool representatives, including the safety officer and civil deputy The commissioners said they would further discuss the committees and appointments during the Oct. 11 County Manager Update. COVID-19 Erik said JP Anderson is working on an RFP for a cold weather shelter. Commissioner Pollock said she believes preference should be given to sites outside of the flood zone. Calendars / vacation Erik said he would be out of the office a portion of the following week due to a conference. Meeting ended at 11:34 a.m.
