Business Meeting minutes
January 4, 2022
Present: Commissioner Pollock, Commissioner Swope, Commissioner Grose
Recorder: Rieva Lester
Commissioner Pollock called the meeting to order at 10 a.m., determined a quorum and then proceeded
with the flag salute.
PUBLIC COMMENT
Rieva Lester noted that Kyle Wheeler had submitted a written comment to be included in the record.
CONSENT ITEMS
Commissioner Swope made a motion to approve minutes from the December 28, 2021, Business
Meeting as well as Resolution 22-001. Commissioner Grose seconded.
Resolution 22-001:Approval of warrants/claims against the various county departments.
Chief accountant Grace Jimenez, representing the Auditor's Office, said warrants 849,987 through
849,994 and 850,035 through 850,243, as well as direct disbursements 4329 through 4332, were issued
in December for payments against the county totaling$1,358,263. Grace noted a skip in sequence for
warrants 849,995 through 850,034, which were issued on behalf of Special Purpose Districts.
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Grose made a motion to approve Resolutions 22-002 and 22-003. Commissioner Swope
seconded.
Resolution 22-002: List the bids received and contractor selected for the Community Development
Tenant Improvement Project#31-2102.
Capital Facilities Manager Doug Carey discussed the resolution. Doug said the county received five bids
for the project and that Construct Inc. of Tumwater was the apparent low bidder at$2,177,000. Doug

said the original estimate was roughly$1.4 million but that additional items were needed,and the scope
was changed. He said additional costs included those for a topping slab, sheet metal headers,steel work
for brick, etc. Doug described the change-order process.
Resolution 22-003:Approve an agreement from the Washington State Office of Public Defense in the
amount of$117,669 for use in the calendar year 2022.
Office Assistant Tammy Martin discussed the resolution. She said the grant provides funding for Jan. 1-
Dec. 31, 2022.
Motion passed 3-0.
HEARINGS
Resolution 22-004:Approve a franchise to Toledo Telephone Co. Inc.to install,construct,operate and
maintain telecommunications facilities in Lewis County road rights of way.
Commissioner Pollock introduced the hearing.
Real Estate Services Manager Martin Roy gave the staff report.
Martin said Lewis County Code 12.20 and RCW 36.55 require that all utility installations in county road
rights of way be authorized by a franchise from Lewis County. He said Toledo Telephone Co. Inc. is
looking to extend an existing franchise to install,construct,operate and maintain telecommunications
facilities in Lewis County rights of way. Martin said Resolution 21-432,dated December 14, 2021, set
Jan.4, 2022,as the hearing date. He said the nonexclusive franchise would be a five-year agreement.
Commissioner Pollock asked if there were any questions.There were no questions.
Commissioner Pollock then closed the question-and-answer portion of the hearing.
Martin asked that his previous comments be adopted into the record.
Commissioner Pollock asked if anyone wanted to speak for or against the resolution.
No one chose to speak.
Commissioner Grose lost virtual connection and left the meeting sometime before 10:14 a.m.
Commissioner Pollock closed the hearing.
Commissioner Swope made a motion to approve Resolution 22-004. Commissioner Pollock seconded.
Motion passed 2-0.

COVID-19
JP Anderson said the state will provide at-home tests for the local health department to disburse.
Chris Panush said he will propose a COVID-19 decision tree during the following day's Directors' Update.
