Josh Metcalf discussed the proposed vacation of a portion of 1st and Pine Streets and adjacent alleys in
Dryad.
Josh Metcalf discussed a notice of hearing regarding a franchise to Toledo Telephone Co., Inc. to install,
construct, operate and maintain telecommunications facilities in Lewis County rights of way.
JP Anderson discussed a resolution to approve Amendment A #HRCES2023-A between Lewis County and
Housing Resource Center to Provide Year-Round Emergency Shelter Services.
JP Anderson discussed a resolution to approve a memorandum of understanding (MOU) Amendment E
between Housing Resources Center and Lewis County. JP said he would provide information about bed
use.
JP Anderson discussed a resolution to approve an agreement between Lewis County and The Salvation
Army to provide Emergency Shelter Services for Unsheltered Individuals in Lewis County.
Josh Metcalf discussed a resolution to execute a contract with the State Department of Commerce to
fund the construction of a new water reservoir for Water District No. 1.
Josh Metcalf discussed a resolution to execute a Subrecipient Agreement between Lewis County and
Lewis County Water District #1 for the New Water Reservoir project.
Josh Metcalf discussed a resolution to initiate county road construction projects and assigning County
Road Project (CRP) numbers.
Rocky Lyon discussed a resolution to ratify Community Litter Clean-up Program Grant Agreement and
Amendment between the Washington State Department of Ecology and Lewis County Solid Waste
Utility, a Division of Lewis County Department of Public Works.
Rocky Lyon discussed a resolution to ratify Agreement No. SWMLSWFA-2021-LeCSWU-00068 with the
WA State Department of Ecology for moderate risk waste, recycling programs and other clean-up
programs.
Eric Eisenberg discussed a resolution to approve a grant agreement with the Washington State Office of
Public Defense for public defense costs related to representation of eligible individuals or potentially
eligible individuals for resentencing hearings and/or vacating previous convictions pursuant to State v.
Blake. Eric noted he will meet with the OPD to discuss possible changes to their proposed contract.
Chris Panush discussed a resolution to establish the rate of pay for a non-union extra help Deputy
Coroner effective January 1, 2022.
Mindy Brooks discussed a hearing for Ordinance 1332 of the County of Lewis, to amend Chapter 2.11,
Planning Section and Commission, of the Lewis County Code.
Erik Martin discussed a hearing for the Lewis County 2021 budget, emergency and supplemental
appropriations to and transfers within current expense and other funds.
Erik Martin and Matt Hyatt discussed a public hearing regarding plans to alter voting boundaries in Lewis
County.
Commissioner Swope made a motion to move two notice items, two consent items, 10 deliberation
items and three hearings to the Tuesday, Dec. 14, 2021, BOCC agenda.
Commissioner Grose seconded the motion.
Motion passed 3-0.
COVID-19
JP Anderson said the most recent weekly report, for the week of Nov. 7-Dec.4 shows 182 new cases (an
increase over the previous reporting week), 13 new hospitalizations (an increase) and 5 new deaths (a
decrease).
The commissioners asked JP to provide information on the following at the next Board of Health
meeting:
• Length of hospital stays.
• Number of tests being administered weekly at the testing site at the former Sears building.
• How quickly students are able to return to school.
Announcements
Lee Napier reminded the group that the Tour of Lights Christmas-decorating contest is Dec. 15.
Josh Metcalf thanked county employees for their generosity
Connie Riker said the courts plan to continue using the fairgrounds for jury trials. The commissioners
said they had no need for follow-up discussion.
JP said the COVID-19 site has had the following overnight stays:
• August: 17
• September: 21
• October: 6
• November: 6
