Anderson, Casey Mauermann, Lara McRea, Larry Grove, Marnie Larson, Patrick Shults, Sherri Dokken, Katie Conradi Guests: Nic Scott, Eric Rosane Recorder: Tammy Martin ESC Capital projects: Building names, parking lots, wayfinding, lighting upgrades: Steve Wohld said the names to the parking lots will be changing so they will be easier to locate for the public. The juror parking lot will be first. Steve said some lots will be secured with fencing. DIRECTORS’ UPDATE Public Works Director Josh Metcalf discussed a notice regarding the establishment of 2022 county road construction projects by County Forces. Matt Jaeger discussed a resolution to approve interlocal agreements between Lewis County and area emergency response agencies regarding technology services. Public Works Director Josh Metcalf discussed a resolution to ratify an agreement with HDR Engineering Inc. for preparation of a combined water and sewer infrastructure needs assessment. Chief Chris Sweet discussed a resolution to accept an Agreement for Use of Jail Facilities between the Lewis County Sheriff's Office/County and Thurston County Sheriff's Office and City of Olympia/Jail. Chief Chris Sweet discussed a resolution to accept interlocal agreements for use of Jail Facilities between the Lewis County Sheriff's Office/County and the Cities of Centralia, Chehalis, Napavine, PeEll, Winlock, Toledo, Mossyrock, Morton and Tenino. Director of Human Resources Chris Panush discussed a resolution to approve medical rates to be paid by Lewis County for union represented employees in the Sheriff Support Services Guild and Teamsters 252 representing the Assessors, Combined, Juvenile Detention, Juvenile Probation, Prosecuting Attorney's Clerical, and Supervisors groups and AFSCME (American Federation of State, County and Municipal Employees) representing the Community Development and Public Works employees. Becky Butler discussed a resolution to approve a financial contribution agreement between Lewis County and Lewis County Seniors organization for senior nutrition program support during calendar-year 2022. Tammy Martin discussed a resolution to establish the Chair and Vice Chair for the Lewis County Board of County Commissioners for 2022. Tammy Martin discussed a resolution to approve 2022 “lodging tax” contracts with various organizations for funding from Tourism Promotion Fund No. 1980 for tourism-related activities. Commissioner Grose has questions and concerns regarding allocations for LTAC. County Manager Erik Martin discussed a resolution to alter voting boundaries in Lewis County. Commissioner Swope made a motion to move one notice item, two consent items, eight deliberation items and one hearing item to the Tuesday, Dec. 21, 2022, BOCC agenda. Commissioner Grose seconded the motion. Motion passed 3-0. COVID-19: Cases, response, supplies, services, policies, funding and allocation: John Abplanalp said cases were decreasing based on the previous week’s numbers. Planning Commission vacancies: Lee Napier said there are 3 open positions with the Planning Commission. One position to be filled by a resident in Lewis County District 1 for a 4 year term, one position to be filled by a resident from Lewis County District 3 and an at-large position to be filled by any Lewis County resident for a 3 year term, with a 3 term limit. Commissioner Pollock asked for the clerk to recruit for applicants to the Lewis County Planning Commission. Announcements: Chief Sweet said the Lewis County Sheriff’s Office is partnering with the United Way and Walmart for the annual shop with a cop program. Chris Panush said it is incredibly generous of Lewis County employees to donate Christmas gifts to the Salvation Army for the Giving Tree. Matt Patana asked for everyone to be aware of icy sidewalks and stairways. Any requests should be sent to facilities. Becky Butler asked for all offices and departments to be aware of budgets. Any budget amendments need to be brought to Becky as soon as possible. J.P. Anderson said United Way has started its annual giving campaign. J.P. invited everyone to participate in the spirit of giving. Commissioner Grose said the spirit of volunteers is what makes Lewis County a great place to live. Commissioner Swope said he will not be able to attend the State Auditor Office exit conference due to a schedule conflict with voting issues for Lewis Mason Thurston Area Agency on Aging. Meeting ended at 9:52 a.m.
