Agenda change
Commissioner Swope made a motion to add to the Nov. 9, 2021, Business Meeting the following:
Resolution 21-394: Approve Defense and Indemnity for Sheriff Robert Snaza and his marital community,
and for Chief Deputy Kevin Engelbertson and his marital community, if any.
Commissioner Pollock seconded.
Motion passed 2-0.
2022 employer medical contributions
Steve Wohld requested clarification regarding the board’s recent decision regarding 2022 employer
contributions for non-represented employees’ medical rates. He noted that employees will begin paying
the 2022 rates from their December 2021 paychecks.
Commissioner Pollock clarified that the BOCC’s intent is to increase the employer contributions in
December 2021.
Resolution 21-380
Connie Riker discussed Resolution 21-380, which the BOCC approved on Nov. 9, 2021. She noted that
the resolution had contained an error, listing the upcoming rodeo year as 2021 instead of 2022.
Commissioner Swope made a motion to approve a nunc pro tunc correction for Resolution 21-380 to
correct the scrivener’s error.
Commissioner Pollock seconded.
Motion passed 2-0.
Civil Service
Rieva Lester noted that the county has a vacancy on its Civil Service panel. The commissioners directed
staff to proceed with steps to fill the vacancy.
Board of Equalization timeline
Tammy Martin said the Board of Equalization requires the BOCC’s authorization to extend its timeline
for hearing property tax appeals.
Commissioner Swope made a motion to authorize the Board of Equalization to extend its timeline for
hearing property tax appeals, as per RCW 84.48.010.
Commissioner Pollock seconded.
Motion passed 2-0.
Drug Court testing services
Eric Eisenberg said Drug Court is issuing an RFP for drug testing services, similar to the process it took
the previous year. He noted that the contract amount will be less than $50,000. The commissioners said
the process could take place outside of the commissioners’ resolution process since the amount is lower
than the amount that would trigger the need for a resolution.

The commissioners said Commissioner Pollock would represent Lewis County at the Nov. 9 Energy
Coalition meeting.
The commissioners said Commissioner Pollock would represent Lewis County at the Nov. 15 Fire
Commissioners’ meeting.
Executive session discussions
At 9:08 a.m., Commissioner Pollock announced that the Board would be going into executive session
under RCW 42.30.110(1)(i) for 20 minutes to discuss the following:
• Payne et al and Evers
• McPeak
• Potential litigation regarding landlord / tenant issues and residential tenancy
• Mandates
Executive session started at 9:10 a.m.
At 9:30 a.m., the Board extended executive session for 3 minutes.
At 9:33 a.m., the Board extended executive session for 3 minutes.
At 9:36 a.m., the Board extended executive session for 2 minutes.
Executive session ended at 9:38 a.m. Commissioner Pollock noted that no decisions had been made.
