IN THE MATTER OF: RESOLUTION NO. 22-016
APPROVING ERIKA KATT, DEM PLANNER, AS THE
LEWIS COUNTY COMMUNITY EMERGENCY
COORDINATOR AND WILLIAM TEITZEL AS THE
ALTERNATE COMMUNITY EMERGENCY
COORDINATOR FOR 2022-2024 HAZARDOUS
MATERIAL INCIDENTS
WHEREAS, U.S. Code Title 42, Chapter 116, Section 11003 a-g and the provisions
of SARA Title III (or EPCRA), 1986, require the designation of a Lewis County
Community Emergency Coordinator (CEC) to implement the provisions of
Emergency Support Function (ESF) #10 - Hazardous Materials Emergency
Response Plan of the Lewis County Comprehensive Emergency Management Plan
(CEMP); and
WHEREAS, it is in the best interest of the citizens of Lewis County to provide for
the duties of a CEC and Alternate to coordinate hazardous materials planning; and
WHEREAS, it is the best interest of Lewis County to appoint a CEC and Alternate
to implement the provisions of ESF #10 - Hazardous Material Emergency
Response Plan and receive notice of spills occurring in Lewis County; and
WHEREAS, the Local Emergency Planning Committee (LEPC) has made a
recommendation to the Board of County Commissioners that Emergency
Management Planner Erika Katt be appointed to the position of CEC and William
Teitzel as CEC Alternate.
NOW THEREFORE BE IT RESOLVED that Emergency Management Planner Erika
Katt is hereby appointed as the Lewis County Community Emergency Coordinator
and William Teitzel is appointed as the Lewis County Community Emergency
Coordinator Alternate for 2022-2024.

The Lewis County Local Emergency Planning Committee (LEPC) recommends that Erika Katt be
considered for appointment as the Lewis County Community Emergency Coordinator(CEC)and William

Alternate,for 2022—2024.
In combination,these two appointments will provide for Lewis County's responsibility to be in
