Present: Commissioner Pollock, Commissioner Swope, Commissioner Grose

Commissioner Pollock called the meeting to order at 10 a.m., determined a quorum and then proceeded
with the flag salute.
PUBLIC COMMENT
Gretchen Fritsch discussed concerns regarding county code Chapter 17 regarding housing, specifically
short-term rentals.She said short-term rentals are a booming business in Packwood. She said she feels
short-term rentals should be defined and addressed within county code.
Packwood resident Amy Besunder said she has concerns regarding the large number in short-term
rentals in the Packwood area.She said short-term rentals are creating garbage, noise and housing
pricing problems. She asked that the county limit the number of short-term rentals and to act quickly.
Packwood resident Cathy Lilienthal discussed a recent meeting regarding short-term rentals.She said
she too has concerns regarding the disconnect—and subsequent problems—created by the large
number of short-term rentals in Packwood.
NOTICE ITEM
Commissioner Grose made a motion to approve Resolution 22-044. Commissioner Swope seconded.
Resolution 22-044: Notice of hearing regarding a franchise to Paradise Estates Community Club,to
install,construct,operate and maintain water facilities in Lewis County rights of way.The hearing will
take place at or after 10 a.m. March 15,2022, in the Commissioners'Hearing Room.
Public Works Director Josh Metcalf discussed the resolution. Martin said Paradise Estates Community
Club has submitted a franchise to install,construct,operate, and maintain water facilities in Lewis
County road rights of way.
Motion passed 3-0.

ANNOUNCEMENTS
Small Business Administration (SBA) Public Information Officer Barbara Nitis discussed SBA loans
available in response to the recent floods.She said the deadline for economic injury loans is Nov. 15,
and the deadline for physical damage loans is April 18.
Ericka Katt discussed the FEMA process.
Commissioner Swope said he would work remotely the rest of the week.
Peter Lahmann said a ribbon-cutting ceremony for the Rotary Club's 100th anniversary will take place at
noon Feb. 22.
