LEWIS COUNTY, WASHINGTON
IN THE MATTER OF: RESOLUTION NO. 22-064
REAPPOINT FIVE INDIVIDUALS AND APPOINT ONE
INDIVIDUAL TO THE CRIMINAL JUSTICE
TREATMENT ACCOUNT PANEL (CJTA)
WHEREAS, the Lewis County Board of County Commissioners (BOCC) established
the Criminal Justice Treatment Account (CJTA) Panel via Resolution 19-194 per
RCW 71.24.580 on July 8, 2019, to bring together representatives from named
sectors in order to provide a balanced view on developing a CJTA work plan and
how state funding from Health Care Authority should be allocated; and
WHEREAS, membership on the Panel is comprised of eight members to fill
required sectors, and members serve three-year terms; and
WHEREAS, the terms for five members -- Andrew Toynbee, Chris Sweet,
Stephanie Miller, J.P. Anderson and Sam Groberg -- expired Dec. 31, 2021, and all
five members have indicated a willingness to continue serving as CJTA members;
and
WHEREAS, a recommendation has been made to also appoint Fabiola Gonzalez
with the Eugenia Center as the CJTA Treatment Provider; and
WHEREAS, this will leave two vacancies -- one for a representative from the
Prosecuting Attorney's Office and the other for an additional Treatment Provider --
as the term for each expired Dec. 31, 2021; and
WHEREAS, it is in the best public interest to reappoint and appoint these CJTA
members.
NOW THEREFORE BE IT RESOLVED that the BOCC hereby reappoints five CJTA
members and appoints one CJTA member for terms expiring December 31, 2024,
leaving two vacancies to be filled at a later date.

Background
In accordance with RCW 71.24.580, The Criminal Justice Treatment Account
(CJTA) Panel was established to bring together representatives from named sectors
in order to provide a balanced view on developing a CJTA work plan and how state
funding from Health Care Authority should be allocated.
Propose:
Re-appointment of the following individuals to the Criminal Justice Treatment
Account Panel. Membership terms are for three years, and end on December 31,
2024. Required sector and/or agency representation on the CJTA panel is set forth
