2022-03-01 BOCC Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes March 1, 2022 Present: Commissioner Pollock,Commissioner Swope,Commissioner Grose Recorder:Tammy Martin Commissioner Pollock called the meeting to order at 10:02 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT Tom Layton said the citizens of Toledo have formed a concerned citizen group.There will be a meeting at the New Life Assembly Church Sunday, March 6, 2022, at 2 p.m. His largest area of concern with the application of biosolids is the monitoring before and after the biosolids have been applied.The WAC guidelines allow for the application of hazardous materials and because it is not monitored, he is concerned about the contaminate build-up and the effects of those contaminates. NOTICE ITEM Commissioner Swope made a motion to approve Resolution 22-048 and 22-049. Commissioner Grose seconded. Resolution 22-048: Issuing a request for proposals(RFP)to find a company to provide various items of playground equipment and installation. Proposals are due at Lewis County Parks&Recreation on South Gold Street in Centralia by 4 p.m. March 9,2022. Parks&Recreation Director Connie Riker discussed the resolution.Connie said the equipment is for five county parks. Connie noted there was a scrivener's error in the RFP packet.The legal notice did have the correct date.The sealed bids must be delivered by March 9, and opened March 10. Commissioner Pollock said the Board would approve the resolution once the correction had been made to the RFP packet. Resolution 22-049: Call for bids for the material purchase of a precast concrete split box culvert for future installation at Crumb Road. Bids are due to the Clerk of the Board by 12:15 p.m. March 24, 2022. 1 Public Works Director Josh Metcalf discussed the resolution.This is just for procurement.The project will be completed this summer. Motion passed 3-0. CONSENT ITEMS Commissioner Swope made a motion to approve minutes from the February 22,2022, Business Meeting as well as Resolution 22-050. Commissioner Grose seconded. Resolution 22-050:Approval of warrants/claims against the various county departments. Chief accountant Grace Jimenez, representing the Auditor's Office, said warrants 852,018 through 852,149 were issued in February for payments against the county totaling$1,162,542.80. Grace noted a skip in sequence for warrants 851,974 through 852,017, which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Swope made a motion to approve Resolutions 22-051 and 22-054. Commissioner Grose seconded. Resolution 22-051:Approve Professional Services Contract Amendment A#E01-0121-21-A between Lewis County and ESD 113 for Student Success Navigator Program. Public Health&Social Services Director J.P.Anderson discussed the resolution.This extends the contract through December 31, 2022.This program helps overcome academic barriers to those being served. Resolution 22-052: Approve an interlocal agreement for cooperative procurement between Lewis County and Lincoln County. Deputy Prosecuting Attorney Kevin McDowell discussed the resolution. Kevin said the RFP for prosecution management software was issued and a contractor was selected.This interlocal allows for Lincoln County to piggyback on the bidding and RFP process per the Local Cooperation Act and RCW 39.34. Resolution 22-053:Appoint Katherine Humphrey to the Lewis County Noxious Weed Control Board as the Representative for Weed District 1. 2 WSU Program Coordinator Charles Edmonson discussed the resolution.There is a vacancy for Weed District 1. Resolution 22-054:The proposed acquisition of additional right of way for Centralia Alpha Road MP 15.79 in Onalaska. Martin Roy discussed the resolution.This is for a culvert replacement on a voluntary basis.Two property owners are affected. Motion passed 3-0. HEARING Resolution 22-055: Approve a franchise to Northwest Open Access Network to install,construct, operate and maintain telecommunications facilities in Lewis County road rights of way. Commissioner Pollock introduced the hearing. Martin Roy gave the staff report. Commissioner Pollock asked if there were any questions. No questions were asked. Commissioner Pollock then closed the question-and-answer portion of the hearing. Martin Roy asked that his previous comments be adopted into the record. Commissioner Pollock asked if anyone wanted to speak for or against the resolution. There was no public testimony. Commissioner Pollock closed the hearing. Commissioner Swope made a motion to approve Resolution 22-055. Commissioner Grose seconded. Motion passed 3-0. COVI D-19 Commissioner Swope said the mask mandate ends March 12, 2022. ANNOUNCEMENTS None. 3 PRESS CONFERENCE No questions.
