Commissioner Pollock called the meeting to order at 10 a.m., determined a quorum and then proceeded
with the flag salute.
PUBLIC COMMENT
None.
STATE-OF-THE-LIBRARY UPDATE
Timberland Regional Library Executive Director Cheryl Heywood provided a state-of-the-library update.
She said some of the highlights for Lewis County included the following:
• Board of trustees approved purchase of property in Randle, and the land likely will be purchased
by the end of the year
• Pop-up services continued at Mineral Fire Hall and were added at Morton church
• TRL purchased "Playaways" for all ages
• Added online resources, including ABC Mouse
• Centralia and Packwood libraries renovated
• Pop-up library launched in Toledo
• Exterior of Salkum library will be repainted by end of the year
Commissioner Swope said some Centralia residents have expressed concerns regarding vagrants
gathered outside the library. Cheryl urged any parents with concerns to reach out to the site manager.
NOTICE ITEMS
Commissioner Swope made a motion to approve Resolutions 22-056 and 22-057. Commissioner Grose
seconded.
Resolution 22-056: Issue a Request for Proposals(RFP)for Long-Range Strategic Planning Services for
Lewis County. Proposals are due to County Manager Erik Martin by 5 p.m. March 28,2022.

Public Works Director Josh Metcalf discussed the resolution. He said oil shortages delayed the county's
ability to perform chipseal work for Vader in 2021 so the entities are extending their interlocal
agreement.
Resolution 22-060 Approve a professional services agreement between Lewis County and Hillier,
Scheibmeir, Kelly&Satterfield, P.S. for Hearing Examiner services.
Community Development Director Lee Napier discussed the resolution. She said the agreement is for a
five-year contract for Hearing Examiner services.
Resolution 22-061 Approve the Twenty-third Supplement Agreement between West Consultants Inc.
and Lewis County, acting as Fiscal Agent for the Chehalis River Basin Flood Authority, and authorize
the Director of Community Development to sign on behalf of Lewis County.
Community Development Director Lee Napier discussed the resolution. She said the one-year contract
is tied to the Early Flood Warning System.
Resolution 22-062: Approve Agreement#22-46108-18 Amendment B between Washington State
Department of Commerce Community Services and Housing Division and Lewis County.
Public Health and Social Services Director JP Anderson discussed the resolution. He discussed the
agreement, which covers case management and services for those who are homeless or at risk of being
homeless.
Resolution 22-063: Approve Agreement#E02-0158-22, Criminal Justice Treatment Account (CJTA)
Funded Treatment and Recovery Support Services, between Eugenia Center and Lewis County Public
Health & Social Services.
Public Health and Social Services Director JP Anderson discussed the resolution. He said services are
being taken back over by the Eugenia Center.
Resolution 22-064 Reappoint five individuals and appoint one individual to the Criminal Justice
Treatment Account Panel (CJTA).
Public Health and Social Services Director JP Anderson discussed the resolution. He said the individuals
being reappointed include Andrew Toynbee, Chris Sweet, Stephanie Miller,J.P. Anderson and Sam
Groberg. JP said Fabiola Gonzalez also is being appointed and that two vacancies remain.
Resolution 22-065:Approve Defense and Indemnity for Sage Albright and her marital community, if
any.
