2022-02-28 BOCC Wrap-UpBOCC Wrap-Up February 28, 2022 9:02 a.m. Present: Commissioner Pollock, Commissioner Swope, Commissioner Grose, County Manager Erik Martin, Chris Panush, Connie Riker, Katie Conradi, Lara McRea, Lee Napier, Mindy Brooks, Sherri Dokken, Becky Butler, Alison Puckett, Semere Huckleberry, Wes Rethwill, Austin Majors Guest: Nic Scott Recorder: Tammy Martin Commissioner Grose made a motion to add Resolution 22-048 to the March 1, 2022, Business Meeting. Commissioner Swope seconded. Motion passed 3-0. Biorefinery extension: The Commissioners all agreed to extensions as needed. Planned Growth Committee Chair recommendation: Lee Napier spoke about the Planned Growth Committee. Commissioner Pollock agreed to chair the position. 2022 Parades: May 1 is the first parade in Lewis County and the Commissioners agreed to use the same parade announcement as 2021. Goals for 2022: Commissioner Pollock said her goal for 2022 is to focus on long-range strategic planning. Fish Recovery Board vacancy: All three Commissioners said they support appointing Marylynne Kostick to the Lower Columbia Fish Recovery Board. Historical Society Board vacancy: All three Commissioners said they support appointing Bill Teitzel to the Lewis County Historical Society. Legislative update: Commissioner Pollock is concerned about the property tax exemption House Bill 1819. Commissioner Pollock said this would shift tax responsibilities onto other entities. Commissioner Swope asked if there had been any updates about the transportation bill. Commissioner Pollock said there was a $12 million budget for all 39 counties for county roads and the Transportation package focuses on large multi-use roadways. Income tax ban: All three Commissioners were not in favor of an income tax and they agreed there was not a need for a proclamation. Covid-19: J.P. Anderson said new guidance will be provided at a media event by the governor today Feb. 28, 2022. J.P. said there was a vote against requiring a COVID-19 vaccine mandate for school entry. Calendars: There is a memorial scheduled for Dave Campbell on Thursday March 10, 2022, at 11:00 a.m., at the United Methodist Church in Chehalis. Correspondence: Commissioner Swope was concerned about flooding in Lewis County. Erik Martin said graphing updates predict flooding on the Cowlitz at Randle. Commissioner Grose met with area residents of Toledo about bio-solids. Commissioner Grose has been researching no-spray policies from other counties and found none charged fees. Commissioner Grose would like to repeal the resolution or change the resolution to reflect no fees. Approval of minutes: The commissioners approved minutes for the week of Jan. 31, 2022, and Feb. 7, 2022. Commissioner Grose made a motion to approve a motion to add approval of minutes, Commissioner Swope seconded. Motion passed 3-0. Commissioner Swope asked for more input to provide to county employees about phishing attacks and to reiterate the importance of vigilance. Meeting ended at 9:30 a.m.
