Lobbyist RFQ
Erik Martin said previous commissioners had expressed an interest in hiring a lobbyist to advocate for
projects the county is working on. The commissioners said they’d like to discuss the matter with ESC and
then potentially hire a lobbyist for 2023.
Strategic planning
Erik said the contract with Tanner LLC is scheduled to be approved via resolution April 26. He said he
would work with Tanner to schedule meetings to work on the scope.
Communications – CGI videos
Erik said Austin Majors has been approached about a partnership between CGI Digital and NACO. He
said CGI is offering to make videos promoting the county free of charge. He said the company would sell
ads for the videos. The commissioners asked for additional information.
American Rescue Plan Act (ARPA)
Funding / planning: Becky Butler said she will meet with Jill Anderson to discuss who will submit the
application for the Bishop Road project.
Erik said Greg Lund has approached him regarding a grassroots effort to address the local housing crisis.
911 update
Combined User Committee / planning: Erik said DELTAWRX has helped outline how a new governing
board would be organized – including who would serve on the policy board and who would serve on the
operational board – should 911 switch to a new form of government. He said the group needs to
address asset division, cost allocation and fees. He said the group will meet again May 11. Erik said he is
trying to gauge how well the information regarding the group’s work is being shared with the various
entities involved, noting that communication is key.
Radio services manager position: Erik said he is proposing that the county hire someone to manage
contractors and work on the county’s infrastructure needs.
He requested permission to freeze two radio positions – a radio services administrator position and a
radio technician position – and to create a Radio Services Manager position at a Grade 129.
Erik noted that the move likely will cost more than the previous setup but that the county has not
received applications for the two vacant positions he is looking to freeze.
Erik said he has identified a contractor, who already is working for the county under a limited contract.
Commissioner Grose made a motion to freeze the radio services administrator position, freeze the
radio technician position and approve the creation of a radio services manager position at a Grade
129. Commissioner Pollock seconded. Motion passed 2-0.
