Ordinance 1334: Amendments to Chapter 17.110 (State Environmental Policy Act) of county code: Mindy Brooks outlined the proposed SEPA process for Type V rezone applications: Application 1. Property owner applies for rezone. 2. County determines whether application is complete. 3. Notice of application provided to the public. 4. Public has 15 days to provide written comments. 5. Applicant has up to 90 days to revise application. SEPA 1. County Manager makes a SEPA 2. Notice of SEPA determination 3. Public has 14 days to provide written comment on SEPA determination 4. Following public comment, public has 7 days to appeal SEPA determination Planning Commission 1. Holds at least one workshop 2. Holds public hearing 3. Makes a recommendation to the Board of County Commissioners BOCC 1. Holds public hearing 2. Makes a final decision 3. Submits final decision to Department of Commerce 4. Public has 21 days in which to file a procedural appeal and 90 days to file a substantive appeal Mindy and Lee Napier discussed the additional comment periods that still exist even with the proposed change. American Rescue Plan Act (ARPA) – Becky Butler said the application for the Fox Theatre project has been reviewed and approved. Commissioner Swope made a motion to approve $500,000 in ARPA funds for the Fox Theatre. Commissioner Grose seconded. Motion passed 3-0. Youth Advocacy Center (YAC) funding: Becky and Meja Handlen said there is $100,000 in one-tenth of 1 percent funding available that could be used to provide a one-year contract for a coordinator. Commissioner Grose made a motion to approve $100,000 in one-tenth of one percent funding for the Youth Advocacy Center. Commissioner Swope seconded. Motion passed 3-0. Becky said it’s unclear under which office or department the proposed new position would fall. Calendars Commissioner Pollock said she would attend the Aug. 15 Fire Commissioners meeting in Toledo. Commissioner Grose said he will attend the Morton Loggers Jubilee over the coming weekend. Commissioner Swope said he will be out of the area Thursday and Friday. He noted that a fair appreciation picnic is planned for Aug. 11. The commissioners said they would move the Aug. 10 Directors’ Update / ESC meeting to Aug. 15. Meeting ended at 9:24 a.m.
