Board Meeting Minutes 01/12/20151 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES January 12, 2015 The Board of County Commissioners (BOCC) for Lewis County, Washington, met in regular session on Monday, January 12, 2015, at 10:00 a.m. Commissioners Edna J. Fund, P.W. “Bill” Schulte, and Gary Stamper were in attendance. Chair Fund determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Schulte moved to approve the minutes from the 10:00 a.m. meeting held on Monday, January 5, 2015. Commissioner Stamper seconded the motion. Motion Carried 3-0 NOTICE Commissioner Schulte made a motion to approve the Notice Agenda items one through three. Commissioner Stamper seconded the motion. 1. Notice of Hearing: Regarding proposed action to adopt a new section to Title 10 of the Lewis County Code specifying exceptions to the requirement to mark county vehicles. Hearing will be held on or after 10:00 a.m., on Monday, January 26, 2014. Resolution No. 15-011 Chair Fund stated the purpose of the public hearing is to take public testimony or written comment concerning a proposed ordinance specifying exceptions to the general requirement in state law to mark vehicles operated by local government agencies on public highways or used by local government agencies in the conduct of public business. 2. Notice of Hearing: Regarding the 5th, 2014 Budget Amendment. Hearing will be held on or after 10:00 a.m., on Monday, January 26, 2015. Resolution No. 15-012 Steve Walton, Budget Administrator, stated there is a need to hold a public hearing for the purpose of amending the 2014 budget for Current Expense and various funds. The hearing will be held on or after 10:00 a.m. on January 26, 2015 to consider an amendment to various departments within the 2014 budget for Current Expense and various funds, increasing expenditures in the amount of $28,000, and a decrease in fund balance in the amount of $28,000. 3. Notice of Hearing: Considering proposed Ordinance 1261 which repeals and replaces Lewis County Code 5.15 Music Festivals. Hearing will be held on or after 10:00 a.m., on Monday, February 2, 2015. Resolution No. 15-013 2 Lee Napier, Director of Community Development, stated this Resolution sets a hearing date to consider adopting proposed Ordinance 1261 which repeals and replaces the code provisions found in Lewis County Code Title 5.15 Music Festivals. The new language replaces the current code provisions outlined in LCC Title 5.15- Music Festivals and establishes the minimum health, sanitary, safety, and police standards which are necessary to protect the general public and those persons attending the music festivals. Motion Carried 3-0 CONSENT Commissioner Schulte made a motion to approve the Consent Agenda items four through seven. Commissioner Stamper seconded the motion. 4. Resolution No. 15-014 Approval of warrants and payroll for payment. Chair Fund stated this Resolution approved warrants dated December of 2014 for a total payment against the County in the amount of $227.34. This Resolution also approves 283 regular warrants for a total payment against the County in the amount of $609,843.51. This Resolution approves 198 payroll warrants and 451 automatic deposits dated January 5, 2015 for a total payment against the County in the amount of $3,495,222.40. 5. Resolution No. 15-015 Approving a petty cash fund for the Sheriff’s Office Correction Bureau reception area. Kevin Hanson, Chief of Corrections, stated this Resolution is for petty cash in the Jail reception area. We found the need due to the increasing amount of Public Disclosure Requests at the jail. It would be used for change, not for purchasing. 6. Resolution No. 15-016 Approving a service agreement between the Lewis County Sheriff’s Office and Steck Memorial Clinic, P.S., to provide inmate medical services. Kevin Hanson, Chief of Corrections, stated we have been under contract with Steck Memorial Clinic to provide medical services to the inmates at the Lewis County Jail. This is a renewal of that contract. 7. Resolution No. 15-017 Approval of the initial placement of extra help Planning Manager on the Lewis County Salary Grid. Daleyn Coleman, Human Resources, stated due to the vacancy of a technical position in the Lewis County Community Development Department, the Director of Community Development is requesting to hire a casual Planning Manager. The Lewis County Salary 3 Grid (13 Step M Grid) maximum pay for a casual employee would not be competitive to hire a skilled Planning Manager. The Director of Community Development is requesting that the Casual Planning Manager be placed at Grade 28 on the Lewis County Salary Grid (13 Step M Grid). Motion Carried 3-0 RFQ Candy Hallom, Administrative Assistant to the Board of County Commissioners, stated Lewis County is seeking firms or teams qualified to design and conduct a feasibility study and develop a business plan for the potential purchase and operation of a publicly-owned, short-line railroad. A request for qualifications was noticed on December 15, 2014. We received three RFQs. Each summittal was required to provide five (5) copies; a Contractor Information (FORM “ATTACHMENT A”); a Letter of Interest; provide a description of the firm’s experiences working with County or other Government agencies; resumes of key team members; a Scope of Work and Project Proposal, including a proposed schedule; up to three (3) examples of similar projects; and Client References (FORM “ATTACHMENT B”). We received the following RFQ’s. • Engineered Rail Solutions, LLC • Ecological Land Services, INC. • CDM Smith HEARINGS HEARING - Non-exclusive franchise to Hampton Lumber Mills Chair Fund announced the hearing and asked for a staff report. Larry Unzelman, Real-estate Services Manager, stated a non-exclusive franchise would be awarded to Hampton Lumber Mills, Washington, Inc., to construct, operate and maintain stormwater facilities within Klasey Road right of way in Lewis County, WA. Lewis County Code 12.20 and RCW 36.55 require that all utility installations on county road rights of way be authorized by a franchise from the County. An application for the franchise has been received from Hampton Lumber Mills, Washington, Inc., to construct, operate and maintain stormwater facilities within Klasey Road right of way in the County. Ron Averill, Centralia asked where is the stormwater going? Larry Unzelman stated near the end of Klasey Road the stormwater is piped to a piece of property that Hampton own, across the road from the mill site. 4 Chair Fund asked if there were any questions. There were none. She closed the question and answer portion of the hearing and opened the formal hearing. Larry Unzelman asked that his previous comments be adopted into the record. Chair Fund asked if anyone else would like to testify. There was none. She closed the hearing and asked for a motion. Commissioner Schulte moved to approve Resolution 15-018. Commissioner Stamper seconded. Resolution No. 15-018 A nonexclusive franchise to the Hampton Lumber Mills, Washington, Inc. to construct, operate and maintain storm water facilities on Klasey Road Right-of-Way; and setting forth conditions accompanying a grant of a nonexclusive franchise; and providing for County administration and regulation of the nonexclusive franchise. There being no further business, the Commissioners’ public meeting adjourned at 10:20 a.m. on January 5, 2015. The next public meeting will be held Monday, January 12, 2015.
