State law, RCW 46.08.065, generally requires all vehicles owned or controlled by the
county to be marked while used in public business or operated on the public highways.
RCW 46.08.065 authorizes county boards of county commissioners to provide by rule or
ordinance for exceptions to the marking requirements with respect to vehicles "used for
law enforcement, confidential public health work, and public assistance fraud or support
investigative purposes, [and] for vehicles leased or rented ... on a casual basis for a
period of less than ninety days..." RCW 46.08.065(1), (3). The proposal to be heard

exceptions to the marking requirements imposed by RCW 46.08.065.
