BOARD MEETING MINUTES
April 27, 2015
The Board of County Commissioners (BOCC) for Lewis County, Washington, met in
regular session on Monday, April 27, 2015, at 10:00 a.m. Commissioners Edna J.
Fund, P.W. “Bill” Schulte, and Gary Stamper, were in attendance. Chair Fund
determined a quorum, called the meeting to order and proceeded with the flag salute.
Commissioner Stamper moved to approve the minutes from the 10:00 a.m. meeting
held on Monday, April 20, 2015. Commissioner Schulte seconded the motion.
Motion Carried 3-0.
EMPLOYEE RECOGNITION
The BOCC introduced Dave Sherman and recognized him for 20 years of service to
Lewis County and his retirement at the end of this month.
NOTICE
Commissioner Schulte moved to approve the Notice Agenda item one.
Commissioner Stamper seconded the motion.
1. Notice: Declaration of certain vehicles and equipment as surplus property and
notice of intent to sale. Public Auction will be held at 8:00 a.m., May 19, 2015,
at Ritchie Brothers Auction, Chehalis, WA. Items may be previewed Monday
thru Friday beginning May 11, 2015. Resolution No. 15-131
Tim Elsea, Director of Public Works, stated Lewis County Code 3.30 requires that the
BOCC declare county property surplus to allow for its disposal, and advertise notice of
disposal of surplus property. The items listed on Exhibit “A” are no longer useful to
Lewis County. The attached list of vehicles and equipment have reached their useful life
and have been replaced or scheduled for replacement. We recommend this surplus
equipment be sold at auction on May 19, 2015. The advertising for surplus property and
sale will be completed by Lewis County in accordance with the surplus property
ordinance. Items listed on Exhibit “A” will be sold at Ritchie Bros Auction on May 19,
2015.

CONSENT
Commissioner Schulte moved to approve the Consent Agenda, items two through
five. Commissioner Stamper seconded the motion.
2. Resolution No. 15-132 Approval of warrants and payroll for payment.
Chair Fund stated this Resolution approves 247 regular warrants for a total payment
against the County in the amount of $940,006.36. This Resolution also approves payroll
warrants dated April 20, 2015, for a total payment against the County in the amount of
$268,589.00.

3. Resolution No. 15-133 Agreement between Lewis County and U.S. Department
of Commerce Economic Development Administration (EDA).
Commissioner Schulte stated the EDA is providing a grant in the amount of $30,000
to pay for 50% of the feasibility study and business plan for the potential purchase of the
Tacoma Rail Line.
4. Resolution No. 15-134 Proposed acquisition of right of way for Pe Ell
McDonald Road bridge repair project.
Tim Elsea, Director of Public Works, stated this resolution authorizes the acquisition
of additional right of way for a scour repair project on Pe Ell McDonald Road Bridge Mile
Post (MP) 8.68. To protect Pe Ell McDonald Road Bridge MP 8.68 at Stillman Creek, it
is necessary to do scour repair work. The repair project will require additional road right
of way from three adjacent property owners. RCW 8.08 authorizes counties to acquire
property under the threat of eminent domain when deemed necessary by the BOCC.
Pursuant to the requirements of RCW 8.08, this resolution instructs the County
Engineer to acquire right of way as shown on the attached Exhibit Map from three
property owners along Pe Ell McDonald Road for the project in Section 14, Township 12
North, Range 4 West, W.M. All such acquisitions shall be in accordance with adopted
procedure as per Resolution 14-160 and under its eminent domain authority.
5. Resolution No. 15-135 Approving a grant to complete design and construction
of the Packwood Airport runway.
Lee Napier, Director of Community Development, stated Lewis County has the
opportunity to complete the design and construct runway improvements with financial
assistance from the Federal Aviation Authority (FAA) and Department of Transportation
(DOT) Aviation Division. Lewis County has the opportunity to complete the design and
construct the runway improvements with financial assistance from the Federal Aviation
Authority (FAA) and Department of Transportation (DOT) Aviation Division. Community
Development requests approval to submit to both the FAA and DOT Aviation Division
grant applications. The runway improvement will ultimately be constructing and
widening the current 38-foot width to the FAA standard 60-foot width, replace the
Medium Intensity Runway Edge Light (MIRL) system and providing a Runway Safety
Area (RSA) that meets current FAA design standards.
Motion Carried 3-0.
HEARING
CDBG-Citizen input on community development and housing needs
Commissioner Fund announced the hearing and asked for a staff report.
Danette York, Director of Health and Social Services, stated the purpose of this
public hearing is to review community development and housing needs, inform citizens

of availability of funds and eligible uses of the state Community Development Block
Grant (CDBG) and receive comments on proposed activities, particularly from lower
income persons residing in Lewis County. Hearing notice was published on April 16,
2015 in The Chronicle and April 15, 2015 in the East County Journal. CDBG handouts
were available at the front of the room. $100,874 is proposed to be available for the
fiscal year July 1, 2015 – June 30, 2016 to Lewis County who will subcontract with
Community Action Council of Thurston, Lewis and Mason Counties (referred to as
CAC). Funds are to be used to fund public services that principally benefit low and
moderate income persons in Lewis and Mason counties. Thurston County is no longer
eligible for funding under this grant. This hearing also serves to receive comments on
the county’s and CAC’s past performance and use of the funds for fiscal year July 1,
2014 – June 30, 2015.
Chair Fund asked if there were any questions. There were none. She closed the
question and answer portion of the hearing and opened the formal hearing.
Danette York asked that her previous comments be adopted into the record.
Ron Averill, Centralia, stated this grant used to be administered by Thurston County
and the population grew so large that they are no longer eligible for the funding. Lewis
County does benefit from this grant.
Chair Fund asked if anyone else would like to testify. There was none. She closed the
hearing.
There being no further business, the BOCC’s business meeting adjourned at 10:20 a.m.
on April 27, 2015. The next public meeting will be held Monday, May 4, 2015.
