BOARD MEETING MINUTES
May 4, 2015
The Board of County Commissioners (BOCC) for Lewis County, Washington, met in
regular session on Monday, May 4, 2015, at 10:00 a.m. Commissioners Edna J.
Fund, P.W. “Bill” Schulte, and Gary Stamper, were in attendance. Chair Fund
determined a quorum, called the meeting to order and proceeded with the flag salute.
Commissioner Stamper moved to approve the minutes from the 10:00 a.m. meeting
held on Monday, April 27, 2015. Commissioner Schulte seconded the motion.
Motion Carried 3-0
Proclamation
Commissioner Schulte moved to approve the Proclamation Agenda item one.
Commissioner Stamper seconded the motion. Chair Fund read the proclamation into
the record.
1. Proclamation: Proclaiming the first week of May as “National Correctional
Officers and Employees Week” in Lewis County.
Kevin Hanson, Jail Administrator, stated the jail is a 356-bed facility which was
remodeled in 2004, with 53 full-time employees 46 uniformed corrections officers and
seven support staff. The average daily population is approximately 200 inmates.
Motion Carried 3-0.
Commissioner Schulte moved to approve the Proclamation Agenda item two.
Commissioner Stamper seconded the motion. Commissioner Stamper read the
proclamation into the record.
2. Proclamation: Proclaiming the month of May as “Drug Court Month” in Lewis
County.
Commissioner Schulte stated several years ago the BOCC passed the drug court
1/10 of 1 percent tax. In that time the drug court budget has over tripled. They provide
wonderful and very important treatment which has been very successful.
Tracy Mitchell, Court Commissioner, thanked everyone for the continued support of
the Therapeutic Courts. She is proud of all of the team members, most of whom
receive little or no extra compensation in wages for the work they do with the citizens of
Lewis County. She then thanked the BOCC for recognizing the county’s therapeutic
courts.
Motion Carried 3-0.

NOTICE
Commissioner Schulte moved to approve the Notice Agenda item three and four.
Commissioner Stamper seconded the motion.
3. Notice of Hearing: Reviewing and applying for a Community Development
Block Grant (CDBG) General Purpose from the state Department of
Commerce. The Public Hearing will be held on or 10:00 a.m. Monday, May 18,
2015. Resolution No. 15-136
Tim Elsea, Director of Public Works, stated the upcoming Public Hearing to be held
on May 18, 2015, will review an application for Community Development Block Grant
(CDBG) General Purpose from the state Department of Commerce. The hearing for the
grant application will be noticed in The Chronicle on May 5 and 12, 2015. Public Works
and the Public Health Department recommend holding a public hearing on May 18,
2015, and if there are no substantial comments on the application, authorize the
Director of Health to sign and oversee the grant application. Please note that the
resolution follows CDBG recommended wording in order to ensure eligibility. A public
hearing is required as part of the application process.
4. Notice of Hearing: Regarding a proposed vacation of Mountain View Drive,
Packwood, WA. The Public Hearing will be held on or after 10:00 a.m. Monday,
June 1, 2015. Resolution No. 15-137
Tim Elsea, Director of Public Works, stated Resolution 14-332, passed by the BOCC
on December 15, 2014, declared its intent to vacate a portion of Mountain View Drive,
Packwood, and instructed the County Engineer to examine the road and report his
opinion on the vacation, as required by RCW 36.87.010. The two property owners
adjoining that portion of the Mountain View Drive have requested the vacation. Utility
companies known to service the general area have been notified and have acquired all
the necessary easements for their utilities lying within the area to be vacated. The
County Engineer has prepared his report on the matter, which is hereby submitted.
Acceptance of the report and passing the attached resolution would set a June 1, 2015
hearing date for consideration of the matter.

CONSENT
Commissioner Schulte moved to approve the Consent Agenda, items five through
seven. Commissioner Stamper seconded the motion.
5. Resolution No. 15-138 Approval of warrants for payments.
Chair Fund stated this Resolution approves 265 regular warrants for a total payment
against the County in the amount of $606,643.45.

6. Resolution No. 15-139 Cancellation of warrants.
Suzette Smith, Auditor’s Office, stated one warrant is to be cancelled this month.
This warrant was sent to the Lewis County PUD. The warrant will be voided and will not
be resubmitted.
7. Resolution No. 15-140 Award of a contract for exterior masonry cleaning and
restoration services for the Historic Lewis County Courthouse.
Michael Strozyk, Director of Central Services, stated Lewis County is the recipient of
an award from the Department of Archaeology and Historic Preservation's Courthouse
Grant Program. One of the tasks associated with this award is the preservation of the
neo-classical masonry exterior of this historic structure. This contract will provide: tuck
pointing of identified brick fields, to help maintain exterior building envelope and to
minimize erosion of mortar joints; repair of cracked cast masonry units, to prevent
spalling; replacement of failed caulk joints, where required; and cleaning of the entire
exterior facade of the building (excludes sidewalks). It is recommended that the BOCC
award the contract for cleaning and restoration services for the Historic Lewis County
Courthouse to D&R Masonry Restoration, Inc. of Milwaukie, OR.
Motion Carried 3-0.
There being no further business, the BOCC’s business meeting adjourned at 10:20 a.m.
on May 4, 2015. The next public meeting will be held Monday, May 11, 2015.
