Board Meeting Minutes 08/03/20151 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES August 3, 2015 The Board of County Commissioners (BOCC) for Lewis County, Washington, met in regular session on Monday, August 3, 2015, at 10:00 a.m. Commissioners Edna J. Fund, Gary Stamper, and P.W. “Bill” Schulte were in attendance. Chair Fund, called the meeting to order, determined a quorum, and proceeded with the flag salute. Commissioner Stamper moved to approve the minutes of the 10:00 a.m., Monday, July 27, 2015 Business Meeting. Commissioner Schulte seconded the motion. Motion carried 3-0. PUBLIC COMMENTS Susan DeLaire introduced herself as the new report for Business to Business. EMPLOYEE RECOGNITION The BOCC Recognized Daleyn Coleman for becoming a Certified Public Official. PROCLAMATION Commissioner Stamper moved to approve the Proclamation Agenda item one. Commissioner Schulte seconded the motion. 1. Proclamation: Proclaiming the week of August 2-8, 2015 as “Farmer’s Markets Week Sheila Gray, WSU Extension, introduced Rachel Ritten who is the manager for the Community Farmers Market located in Chehalis. Rachel Ritten provided some facts about the last season with the market to show how the Farmers Market in Chehalis is doing. Motion carried 3-0 NOTICE Commissioner Schulte moved to approve the Notice Agenda items two and three. Commissioner Stamper seconded the motion. 2. Call for Bids: Regarding the 2015-2016 Debris Removal project. Bids are due to the Clerk of the Board on or before 11:00 a.m. on August 18, 2015. Resolution No. 15-223. 2 Tim Fife, Public Works, stated this contract provides for the improvement of various sites, in Lewis County by grinding and or chipping woody debris and loading it into Contracting Agency supplied hauling vehicles and other work in accordance with the Contract Plans, Provisions, and the Standard Specifications. Sealed bids for the 2015-2016 Debris Removal project shall be submitted to the Clerk of the Board of Lewis County Commissioners (351 N.W. North Street, Room 210, CMS-01, Chehalis, Washington 98532), by or before 11:00 a.m. on Tuesday, August 18, 2015 and will be opened on or after 11:30 a.m. on August 18, 2015. Bids submitted after 11:00 a.m. will not be considered for this project. Contract documents will be available for viewing on Lewis County’s website after the successful execution of the Bid Call. 3. Notice: Regarding the necessary acquisition of additional road right of way for the Highway 603 Project. Resolution No. 15-224 Tim Fife, Public Works, stated the Lewis County Transportation Improvement Plan includes the Highway 603 Stabilization Project. On February 24, 2014, the Board of County Commissioners (BOCC) passed Resolution 14-066, instructing the County Road Engineer to acquire all necessary right-of-way for the Highway 603 project under its eminent domain authority. Offers to acquire additional right of way were made to all owners of land required for the project. RCW 8.25.290 requires that notices and publications be made prior to the BOCC taking final action to authorize condemnation of the property. Motion carried 3-0 CONSENT Commissioner Schulte moved to approve the Consent Agenda items four and five. Commissioner Stamper seconded the motion. 4. Resolution No. 15-225 Approval of warrants for payment. Suzette Smith, Auditors Office stated this Resolution approves 178 regular warrants for a total payment against the County in the amount of $474,183.86. 5. Resolution No. 15-226 Approving a master inter-local with the Winlock School District. Tim Fife, Pubic Works, stated this Resolution will allow Lewis County to enter into a Master Inter-local Agreement with Winlock School District, which will govern reimbursable work performed by Public Works forces for which the municipality does not have the capability to perform. This Master Inter-local Agreement will be for a period of five years and expire on December 31, 2020. It appears to be in the best public interest to authorize the execution of the Master Inter-local Agreement in order to streamline the administrative process and allow use of reimbursable work orders for routine work done by County crews for the Winlock School District. 3 Motion Carried 3-0. There being no further business, the BOCC’s business meeting adjourned at 10:16 a.m. on August 3, 2015. The next public meeting will be held Monday, August 10, 2015.
