BOARD MEETING MINUTES
August 17, 2015
The Board of County Commissioners (BOCC) for Lewis County, Washington, met in
regular session on Monday, August 17, 2015, at 10:00 a.m. Commissioners Edna J.
Fund, Gary Stamper, and P.W. “Bill” Schulte were in attendance. Chair Fund, called
the meeting to order, determined a quorum, and proceeded with the flag salute.
Commissioner Stamper moved to approve the minutes of the 10:00 a.m., Monday,
August 10, 2015 Business Meeting. Commissioner Schulte seconded the motion.
Motion carried 3-0.
PROCLAMATION
Commissioner Schulte moved to approve the Proclamation Agenda item one.
Commissioner Stamper seconded the motion. Commissioner Fund read the
Proclamation into the record.
1. Proclamation: Honoring the 2015 Southwest Washington Fair “Little Miss Friendly
Program”.
The BOCC recognized the 2014 Little Miss Friendly Aubrie Morey, Centralia. The five
2015 finalists; Rachel Gray, Chehalis; Courtney Pinkerton, Chehalis; Kassandra Richey,
Centralia; Zoe Rone, Centralia; Cameron Sheets, Chehalis. The BOCC also
recognized Miss Lewis County, Audrey Hansen.
Motion carried 3-0.
NOTICE
Commissioner Schulte moved to approve the Notice Agenda item two.
Commissioner Stamper seconded the motion.
2. Call for Bids: Regarding the Packwood Airport Runway Improvement Project. Bids
are due to the Clerk of the Board by 11:00 a.m. on September 9, 2015. Resolution
No. 15-234
Lee Napier, Director of Community Development, stated this Resolution will give
notice that an Invitation for Bids has been issued for the Packwood Airport, Runway 01-
19 Improvement Project. This project is for runway improvements including runway
reconstruction, access road realignment, fencing installation, runway lighting
replacement, stormwater conveyance improvement, wind cone and Airport Beacon
replacement, and a lighting vault replacement. Sealed bids for the Packwood Airport,
Runway 01-19 Improvement shall be submitted to the Clerk of the Board of Lewis
County Commissioners (351 N.W. North Street, Room 210, Chehalis, Washington
98532), by or before 11:00 a.m. on Wednesday, September 9, 2015 and will be opened

on or after 11:30 a.m. on September 9, 2015. Bids submitted after 11:00 a.m. will not be
considered for this project.
Motion carried 3-0.
CONSENT
Commissioner Schulte moved to approve the Consent Agenda items three through
six. Commissioner Stamper seconded the motion.
3. Resolution No. 15-235 Approval of warrants for payment.
Amanda Miggliacio, Auditors Office, stated this Resolution approves 136 regular
warrants for a total payment against the County in the amount of$798,415.69.
4. Resolution No. 15-236 Approving a grant agreement with the Port of Chehalis
to accept funding under RCW 82.14.370 “Distressed Counties Fund”.
Commissioner Schulte stated this is a grant agreement with the Port of Chehalis to
accept funding. It is the last $100,000 to finish the railroad spur at the Port of Chehalis.
Randy Mueller, Port of Chehalis, stated this is a partnership with EDC, Lewis County,
and the Port of Chehalis to get a railroad spur repaired at the Port of Chehalis. We were
in mid-construction this summer when we encounter some pretty poor soil at the project
site so there was additional excavation required and more clean fill added. This funding
will get the project complete.
5. Resolution No. 15-237 Approving a program agreement with the Washington
State Department of Health and Social Services (DSHS, Developmental
Disability Administration (DDA), to provide services to individuals with
developmental disabilities.
Danette York, Director of Health and Social Services, state the purpose of this
contract is to fund employment and related services for people in our county with
developmental disabilities. The DDA has traditionally contracted with counties to provide
these services in our local communities. This contract is in the amount of $890,583.00.
The duration of the contract is July 1, 2015 through June 30, 2016.
6. Resolution No. 15-238 Approving an agreement with the Lewis County Water
District No. 2 and executing a contract to fund a water system plan update
with the State Department of Commerce.
Tim Elsea, Director of Public Works, stated Lewis County Water District No. 2 is
needing to update their Water System Plan. Lewis County Public Works made
application per Resolution 15-123 on behalf of LCWD#2 for a Community Development
Block Grant Planning Only Grant (CDBG POG) in April 2015. The project is to update
their water system plan.

Commerce announced the award in June 2015. A contract for $24,000 to LCWD#2 to
update their water system plan was received in July 2015.
Motion carried 3-0.
There being no further business, the BOCC’s business meeting adjourned at 10:19 a.m.
on August 17, 2015. The next public meeting will be held Monday, August 24, 2015.
