BOARD MEETING MINUTES
October 26, 2015
The Board of County Commissioners (BOCC) for Lewis County, Washington, met in
regular session on Monday, October 26, 2015, at 10:00 a.m. Commissioners Edna J.
Fund, Gary Stamper, and P.W. “Bill” Schulte were in attendance. Chair Fund, called
the meeting to order, determined a quorum, and proceeded with the flag salute.
Commissioner Stamper moved to approve the minutes of the 10:00 a.m., Monday,
October 19, 2015 Business Meeting. Commissioner Schulte seconded the motion.
Motion carried 3-0.
EMPLOYEE
Commissioner Fund stated this was the weekly United Way campaign donation
employee drawing. The winner was Dianne Dorey.
NOTICE
Commissioner Schulte moved to approve the Notice Agenda item one.
Commissioner Stamper seconded the motion.
1. Call for Bids: Regarding a used temporary modular office structure and
rejecting all bids for the lease or purchase of a new or used temporary
modular structure. Bids are due to Clerk of the Board by 11: 00 a.m., on
November 10, 2015. Resolution No. 15-294
Tim Fife, Public Works, stated on August 31, 2015 Lewis County Board of County
Commissioners approved by Resolution 15-245, a call for bids for the lease or purchase
of a new or used Temporary Modular Office Structure-Project No. PWBLDG. Three (3)
bids were received and opened on September 15, 2015. All bids exceeded the
engineer's estimate and the apparent low bidder withdrew their bid. RCW 43.19.1911(1)
allows for the rejection of all bids if a compelling reason exists.
Sealed bids for the lease or purchase of a used temporary modular office structure shall
be submitted to the Clerk of the Board of Lewis County Commissioners (351 N.W. North
Street, Room 210, CMS-01, Chehalis, Washington 98532), by or before 11:00 AM on
Tuesday, November 10, 2015 and will be opened on or after 11:30 AM on November
10, 2015. Bids submitted after 11:00 AM will not be considered for this project. Contract
documents will be available for viewing on Lewis County's website after the successful
execution of the bid call.
Motion carried 3-0.

CONSENT
Commissioner Schulte moved to approve the Consent Agenda items two through five.
Commissioner Stamper seconded the motion.
2. Resolution No. 15-295 Approval of warrants and payroll for payment.
Suzette Smith, Auditor’s Office, stated 117 regular warrants for a total payment
against the County in the amount of $511,884.31. This also approves 237
Payroll/Benefits warrants dated October 20, 2015 for a total payment against the
County in the amount of $269,037.00.
3. Resolution No. 15-296 Authorize initial placement of casual administrative
assistant.
Archie Smith, Human Resources, stated this is a standard operating procedure. Do
to the implementation of the new emergency management system and the transition of
emergency management from the Sheriff’s Office to the BOCC the Emergency Manager
has requested a casual employee to help assist with some duties. We are looking at
hiring an Administrative Assistant position placing this position as a grade 16 on the
current Lewis County Salary Grid.
4. Resolution No. 15-297 Approve Contract Amendment “E” to the Consolidated
Homeless Grant (CHG).
April Kelley, Social Services, stated his contract provides funding for emergency
shelter and services to families and individuals at-risk of or experiencing homelessness
in Lewis County. This amendment removes funds from the HEN portion of this grant.
Lewis County Social Services is the lead agency for the CHG. Lewis County contracts
with local service providers in Lewis County to provide these services.
Contract is from July 1, 2014 - December 31, 2015
5. Resolution No. 15-298 Approve contracts with Community Allied Behavioral
Health (CABH), True North ESD 113, Eugenia Center and Fresh Start.
April Kelley, Social Services, stated the Division of Behavioral Health and Recovery
Services (DBHR) contracts with county governments to coordinate, subcontract, and
monitor treatment and prevention programs. These funds are then contracted with local
treatment agencies to provide substance abuse disorder treatment and support
services. The period of these contracts is from July 1, 2015 – March 31, 2016.
A total maximum program agreement amount of $284,292.00.
CABH: $70,000.00
True North, ESD 113: $45,000.00
Eugenia Center: $70,000.00

Eugenia Center CJTA: $62,792.00
Fresh Start: $36,500.00
Motion carried 3-0.
HEARING
Hearing: 2015 Budget Amendment
Chair Fund, called for staff report and went over the hearing process.
Steve Walton, Budget Administrator, stated copies of the detailed budget
amendment are at the front of the room. This will be a hearing on the 4th 2015 Budget
Amendment for Current Expense/General Fund and Other Funds. Notice of this public
hearing was published in The East County Journal on October 14th and 21st. The
amendment increases expenditures in the amount of $3,888,432 and increases revenue
in the amount of $3,866,727 resulting in a use of reserves in the amount of $21,705.
The Current Expense/General Fund portion of this Amendment is $17,805. The
majority of this amendment total is due to the reallocation of debt service funds with the
bulk of it stemming from the refinancing of bonds that saves the county money in
interest.
Chair Fund, asked if there were any questions. There were none. She closed the
question and answer portion of the hearing and opened the formal hearing.
Steve Walton asked that his previous comments be adopted into the record.
Chair Fund, asked if there was anyone who would like to speak for or against the 2015
4th Budget Amendment. There was no one. She closed the hearing.
Commissioner Schulte moved to approve Resolution No. 15-299. Commissioner
Stamper seconded the motion.
Resolution No. 15-299 Lewis County 2015 Budget, Emergency and Supplemental
Appropriations to and Transfers within Current Expense and Other Funds.
Motion Carried 3-0.
There being no further business, the BOCC’s business meeting adjourned at 10:15 a.m.
on October 26, 2015. The next public meeting will be held Monday, November 2, 2015.
