2014-01-27 Board Meeting Minutes 1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES January 27, 2014 The Board of County Commissioners for Lewis County, Washington, met in regular session on Monday, January 27, 2014 at 10:00 a.m. Commissioners F. Lee Grose, Edna J. Fund, and Bill Schulte were in attendance. Chairman Grose determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Schulte moved to approve the minutes from the 10:00 a.m. meeting held on Monday, January 13, 2014. Commissioner Fund seconded the motion. Motion Carried 3-0 PUBLIC PRESENTATION Bill Gannon, Centralia, presented a framed map of Lewis County that he wanted to donate to the County. The map is a 1909 map of Lewis County updated in 1914. The BOCC thanked Mr. Gannon for the map. NOTICE Commissioner Fund made a motion to approve the Notice Agenda items one and two. Commissioner Schulte seconded the motion. 1. Call for Bids: Regarding the proposed sale of timber on County-owned property near Randle, WA. Bids are due February 25, 2014 on or before 11:00 am. Resolution No. 14-024 Tim Elsea, Public Works Director, stated on March 22, 2013 the Area 7 Kiona Shop (Randle) suffered a severe fire, which left the structure unusable. Lewis County now plans to construct a new shop building on a more suitable site on the west side of the property. The relocation of the new proposed structure will require removing approximately 3 acres of timber from this area of the property. Proceed from the logging will go back into the ER&R fund and will help with the cost of the building. 2. Notice: Publishing the Small Works Roster for Lewis County. Resolution No. 14-025. Tim Elsea, Public Works Director, stated this Resolution is for the purpose of publishing the Small Works Roster for Lewis County and appointing the Public Works Director as approving authority for category changes. The attached resolution will allow opening the Small Works Roster to obtain applications from businesses interested in 2 having their business placed on one or more of the rosters. The Small Works Roster allows the County and agencies holding inter-local agreements to contract with contractors on the established list for projects less than $300,000.00. The Small Works Roster will remain open per RCW 39.04.155. Motion Carried 3-0 CONSENT Commissioner Schulte made a motion to approve the Consent Agenda items three through fifteen. Commissioner Fund seconded the motion. 3. Resolution No. 14-026 Approval of warrants and payroll for payment. Chairman Grose stated this Resolution approves 16 special purpose warrants in the amount of $18,170.57 and 268 regular warrants in the amount of $738,165.88 for a total payment against the County in the amount of $756,336.45. This also approves 248 Payroll/Benefit warrants dated January 17, 2014 for a total payment against the County in the amount of $225,609.00. 4. Resolution No. 14-027 Appointing Commissioner Fund to the Community Action Council. Chairman Grose stated this Resolution appoints Commissioner Edna J. Fund to the Community Action Council for a three year term. This was a seat held by former Commissioner Ron Averill. 5. Resolution No. 14-028 Appointing members to the Distressed Counties Fund/Rural Economic Development Public Facilities Committee for 2014. Chairman Grose stated this Resolution is for the appointment of members to the .09 Fund. P.W. Resolution No. 14-029 Approving the 2014 Tourism contracts for use of Hotel/Motel tax. Chairman Grose stated a month ago we approved expenditures for the Hotel/Motel tax fund and this Resolution is the contracts for the funding. 7. Resolution No. 14-030 Cancellation of taxes. 3 Laura Rider, Treasurer Office, stated this Resolution is per RCW 84.56.240 and is for a cancellation of taxes. 8. Resolution No. 14-031 Approving a contract between Lewis County Coroner’s Office and Northwest Forensic Pathologists, P.S., for autopsy services. Chairman Grose stated a couple of years ago we were spending a large amount of money on autopsies. The Coroner has worked out an agreement with Northwest Forensic Pathologists to complete autopsy service for the County on a contract basis. 9. Resolution No. 14-032 Renewing the prisoner housing agreements between the Lewis County Sheriff’s Office and the Thurston County Sheriff’s Office and Olympia City Jail. Kevin Hanson, Jail Administrator, stated the Resolution approves two interagency contract amendments between the Lewis County Sheriff’s Office and the Thurston County Sheriff’s Office and another with the Olympia City Jail. The changes in the contracts include inmate medical care, prisoner housing rates, and transportation of prisoners. Both contracts include a 5% daily bed increase. The Olympia City Jail reduced their monthly contract numbers by two and the Thurston County Sheriff’s Office expects to continue with their high population. 10. Resolution No. 14-033 Accepting a grant agreement with the WA State Military Department for the 2013 FEMA Emergency Management Performance Grant. Ross McDowell, Emergency Management, stated we apply for this grant every year and it is used to supplement our emergency management functions. This grant has allowed us to update our emergency management division. 11. Resolution No. 14-034 Accepting a deed for additional right of way for Harrison, Ave, Centralia. Tim Elsea, Public Works Director, stated a recent project by the Port of Centralia to improve the Harrison Avenue/Kuper Road intersection required acquisition of additional right of way for Harrison Avenue. The Port of Centralia acquired the additional property for road right of way and is now conveying the property to Lewis County to become part of Harrison Avenue right of way. This resolution would accept the deed from the Port of Centralia for additional Harrison Ave road right of way. 12. Resolution No. 14-035 Proposed acquisition of additional right of way for Jackson Hwy. South, Toledo. 4 Tim Elsea, Public Works Director, stated Jackson Hwy. South, southwest of Toledo, requires a culvert replacement. This project will require additional right of way from four property owners. RCW 8.08.010 authorizes Counties to acquire property under the threat of eminent domain when deemed necessary by the Board of County Commissioners. Pursuant to the requirements of RCW 8.08, this resolution instructs the County Engineer to acquire right of way from owners of four properties along Jackson Hwy. South for the project. 13. Resolution No. 14-036 Approving the seventh supplemental agreement with West Consultants. Lee Napier, Director of Community Development, stated this Resolution is for the approval of a Seventh Supplement to Personal Services Agreement between WEST Consultants, Inc. and Lewis County. Lewis County is acting as the fiscal agent for the Chehalis River Flood Authority. The services as agreed by contract with WEST Consultants, Inc. will be paid from said funds through Lewis County, acting as the fiscal agent for the Flood Authority. The existing agreements with WEST need to be supplemented and modified to include the additional work with additional $58,585.00 compensation for the same. 14. Resolution No. 14-037 Appointing members to the Lewis County Disabilities Advisory Board. Danette York, Director of Health and Social Services, stated this is a housekeeping item. We have a Developmental Disabilities Advisory Board and through the course of their business they realized that they have four members serving that were never officially or formally appointed. This Resolution appoints Mike Wind, Shannon Baumel, Sarildia Rousseau, and Tammy Schultz to the Lewis County Developmental Disabilities Advisory Board effective December 1, 2012 through November 30, 2015 15. Resolution No. 14-038 Approving CD-MH-TC Sales and Use Tax contracts with Centralia College to provide parenting in Recovery, Strengthening Families, and Nurturing Parenting classes. Danette York, Director of Health and Social Services, stated this approves a CD-MH- TC Sales & Use Tax contract between Lewis County and Centralia College. Centralia College Child and Family Studies Division was awarded $30,000 per year for two years to provide Parenting in Recovery, Strengthening Families, and Nurturing Parenting classes throughout the rural areas of Lewis County. Motion Carried 3-0 5 HEARING Chairman Grose announced the hearing and went over the procedures. He asked staff for a report. Lara Seiler, Budget Office, stated she is requesting approve of the 4th 2013 budget amendment. Notice of Public Hearing was published in the East County Journal on January 15th and 22nd. This amendment includes a $120,000.00 increase to the facilities fund to cover unanticipated cost for utilities supplies and professional services. There is also a $5,000.00 increase for medical professional services in the juvenile department, an expenditures increase of $4,000.00 to the tourism promotion fund for maintenance repairs at the Lewis County Museum, and a $100.00 increase in expenditures for the Gambling and Fraud Enforcement Fund. The total budget amendment for all funds was noticed as an expenditure increase of $100,000.00 and a decrease in fund balance of $100,000.00. Changes since the noticed amount resulted in a total increase of expenditures of $149,100.00 and $120,100.00 in revenue. The total new amount of this budget is revenue increase of $120,100 and expenditure increased by $249,100.00 and a decrease in fund balance of $129,000.00. Chairman Grose asked if anyone would like to speak. There were none. He closed the question and answer period and opened the formal hearing Lara Seiler asked that her previous comments be adopted into the record. Commissioner Schulte stated he would like this opportunity to congratulate Lara on her promotion to Public Works. You will be missed and hard to replace. Chairman Grose stated we really appreciate the work that both Lara Seiler and Becky Sisson has done in the absence of Dawna Truman. This is not easy work and we appreciate your work on this. Chairman Grose asked if anyone would like to speak. There were none. He closed the formal hearing and asked for a motion. Commissioner Fund moved to approve Resolution No. 14-013. Commissioner Schulte seconded the motion. Resolution No. 14-039 Lewis County 2013, Emergency and Supplemental Appropriations to and Transfers within Current Expense and Other Funds Motion Carried 3-0 There being no further business, the Commissioners’ public meeting adjourned at 10:27 a.m. on January 27, 2014.
