BOARD MEETING MINUTES
March 17, 2014
The Board of County Commissioners for Lewis County, Washington, met in regular
session on Monday, March 17, 2014, at 10:00 a.m. Commissioners F. Lee Grose,
Edna J. Fund, and Bill Schulte were in attendance. Chairman Grose determined a
quorum, called the meeting to order and proceeded with the flag salute. Commissioner
Schulte moved to approve the minutes from the 10:00 a.m. meeting held on Monday,
March 10, 2014. Commissioner Fund seconded the motion.

PROCLAMATION
Commissioner Schulte made a motion to approve the Notice Agenda item one.
Commissioner Fund seconded the motion. Chairman Grose read the Proclamation
into the record.
1. Proclamation: Proclaiming the W.F. West Girls Basketball Team as WIAA 2A
State Champions.
Motion Carried 3-0
PUBLIC COMMENT
Ron Averill, Centralia, stated the Legislative Session ended last Thursday. One item
that fell through the crack was the extension of the time limit for the VSP project. The
plan will sunset in 2015 and part of that plan was that farmers would not have to start
planning until there was money available to help fund the process. There was money
put into the Capital Budget to accomplish the task but unfortunately there was no
Capital Budget. While we still have a little time we need to watch closely to what is
happening in Thurston and Chelan Counties as they will act as a model in the future.
CONSENT
Commissioner Schulte made a motion to approve the Consent Agenda items two
through five. Commissioner Fund seconded the motion.
2. Resolution No. 14-097 Approval of warrants for payment.
Chairman Grose stated this Resolution approves 256 regular warrants for a total
payment against the County in the amount of $1,378,264.79.
3. Resolution No. 14-098 Approving the agreement to purchase five wetland
mitigation credits between Lewis County and WCEI Chehalis MB, LLC.

Tim Elsea, Director of Public Works, stated Lewis County Public Works has a
continuing need to construct Public Works projects in the upper Chehalis Water
Resource Inventory Area (WRIA) 23 that may negatively affect aquatic resources. The
Department of Ecology and the U.S. Army Corps of Engineers allows and encourages
the use of wetland credits as a way to mitigate damage to aquatic resources. The small
wetlands that are generally associated with projects fail at a rate of between 60 and 80
percent. The Corps of Engineers and the Department of Ecology strongly recommend
the use of wetlands credits. The County Engineer and the Prosecuting Attorney's Office
have reviewed the purchase agreement between Lewis County and WCEI Chehalis MB,
LLC to purchase five wetland credits and recommend approval for a total of $875,000.
The credits will be purchased out of ER&R, Fund 501, and will be held until needed for
county road improvement projects that negatively affect aquatic resources. Credits will
be sold to the Road Fund, 117, at the time they are used, replenishing the ER&R Fund.
4. Resolution No. 14-099 Appointing a member to the Lewis County Solid Waste
Advisory Committee.
Tim Elsea, Director of Public Works, stated the Lewis County Solid Waste Advisory
Committee (SWAC) currently has one member representing business whose term
expires in June 2014. Due to his work schedule and pending retirement, John Carver
the current member representing business, has declined his re-appointment to the
SWAC. The SWAC By-Laws and RCW 70.95.165 state that the SWAC should
represent a balance of interests among citizens, public interest groups, business, the
waste management industry, and local elected officials. Mr. Elizaga attended the
Executive Advisory Committee meeting for the Solid Waste Disposal District in October
2013 as a representative for the City of Morton. Mr. Elizaga also attended the February
2014 SWAC meeting as a citizen indicating his interest in serving as a full-time member
of SWAC. He is on the Morton City Council, but as an employee of Hampton Affiliates,
will represent business as a SWAC member . The SWAC does not have representation
from East Lewis County and Mr. Elizaga would fulfill that capacity. This appointment will
go into effect immediately and will expire June 1, 2017. All SWAC members have
endorsed Mr. Elizaga.
5. Resolution No. 14-100 Dissolving the petty cash fund established for the Public
Works Department and returning the monies to the Lewis County Treasurer.
Tim Elsea, Director of Public Works, stated Resolution No. 03-404 established a
Petty Cash Fund, under Road Fund 117, in the control of the Administrative Division of
the Public Works Department in the amount of $100.00. In 2007, due to lack of
administrative staffing, the Petty Cash Fund was removed from the custody of the
Public Works Department and is in the custody of the Budget/Fiscal Office. It has been
determined that the passage of time has rendered this Petty Cash Fund obsolete. This
Fund should be dissolved and the monies should be returned for re-deposit at the Lewis
County Treasurer's Office into Fund 117.

There being no further business, the Commissioners’ public meeting adjourned at 10:28
a.m. on March 17, 2014. The next public meeting will be held Monday, March 24, 2014.
