BOARD MEETING MINUTES
March 24, 2014
The Board of County Commissioners for Lewis County, Washington, met in regular session
on Monday, March 24, 2014, at 10:00 a.m. Commissioners F. Lee Grose, Edna J. Fund,
and Bill Schulte were in attendance. Chairman Grose determined a quorum, called the
meeting to order and proceeded with the flag salute. Commissioner Schulte moved to
approve the minutes from the 10:00 a.m. meeting held on Monday, March 17, 2014.
Commissioner Fund seconded the motion.

PROCLAMATION
Commissioner Schulte made a motion to approve the Proclamation Agenda item one.
Commissioner Fund seconded the motion. Chairman Grose read the Proclamation into
the record.
1. Proclamation: Proclaiming the Morton/White Pass Boys (MWP) Basketball
Team as WIAA 2B State Champions.
Motion Carried 3-0
PUBLIC COMMENT
Ron Averill, Centralia, voiced concern about consent item number two regarding the Inter-
local agreement between the City of Tacoma, City of Chehalis, and Lewis County. He
understands that this is an exploratory agreement and there are outs of this agreement
should the investigation prove to be fruitless. There are those of us in the community that
do not think this is a good idea. There are a lot of questions that the public needs to know.
NOTICE
Commissioner Schulte made a motion to approve the Notice Agenda item two.
Commissioner Fund seconded the motion.
2. Call for Bids: For the King Road Rehabilitation Project. Bids are due to the Clerk
of the Board by 11:00 a.m. on Tuesday, April 15, 2014. Resolution No. 14-101
Tim Elsea, Director of Public Works, stated this contract will allow Lewis County to
improve 2.14 miles of King Road in Lewis County by widening and reconstructing roadway,
crushed surfacing base, top course, Bituminous Surface Treatment (BST), installing flexible
guide posts, traffic control, constructing culverts, placing guardrail, and other work, all in
accordance with the Contract Provisions and the Standard Specifications. The King Road
project is listed as number six on Lewis County's previously adopted 2014-2019 Six-Year
Transportation Improvement Program. Sealed bids for the King Road Rehabilitation
Project, CRP 1937 shall be submitted to the Clerk of the Board of Lewis County

Commissioners (351 N.W. North Street, Room 210, CMS-01, Chehalis, Washington 98532),
by or before 11:00 a.m. on Tuesday, April 15, 2014, and will be opened on or after 11:30
a.m. on April 15, 2014. Bids submitted after 11:00 a.m. will not be considered for this
project. This contract will be available for viewing on Lewis County’s website after the
successful execution of the Bid Call.

CONSENT
Commissioner Fund made a motion to approve the Consent Agenda items three through
five. Commissioner Fund seconded the motion.
1. Resolution No. 14-102 Approval of warrants and payroll for payment.
Chairman Grose stated this Resolution approves 75 regular warrants for a total payment
against the County in the amount of $242,645.70. This Resolution also approves 243
Payroll/Benefits warrants dated March 20, 2014 for a total payment against the County in
the amount of $218,932.00.
2. Resolution No. 14-103 Approving an inter-local between the City of Tacoma, the
City of Chehalis and Lewis County granting the City of Chehalis and the County
an option to purchase the City of Tacoma rail line between the Port of Chehalis
and Maytown.
Commissioner Schulte stated approving an inter-local agreement between the City of
Tacoma, City of Chehalis, and Lewis County granting Chehalis and the County an option to
purchase the City of Tacoma rail line between the Port of Chehalis and Maytown. The
proposed inter-local agreement grants the County and Chehalis an option for up to three (3)
years to purchase the Tacoma rail line between the Port of Chehalis and Maytown (the
“Chehalis Extension”) for $3 million. The $3 million is split up into two parts; one would be a
$1 million loan paid for by proceeds from the railroad lessee and not from tax dollars and
the other would be a $2 million dollar grant from the Federal Government. In 2006, the City
of Centralia were going to purchase this line for $7 million and they were turned down from
the State. We want to do a detailed business plan and analyze it. The agreement requires
Chehalis and the City to fund an option earnest money deposit of $150,000 within five days
of execution of the agreement. If the agreement is terminated within the first two years, the
entire deposit will be refunded. If the agreement is not terminated in the first two years, the
City of Chehalis and the County must deposit an additional $100,000 at the end of the
second year. If the agreement is terminated after the second anniversary, the City and
County will forfeit $50,000 and be refunded the remainder.
Chairman Grose stated he wants it clear that this is an exploratory agreement and not an
agreement to purchase.
Dennis Dawes, Mayor for the City of Chehalis, stated we have come to a time in our
local economy where we have to think outside the box. We need to find things that we can

do to generate something in our local economy. We have a chance to look at something
local. There is a lot of work that has to go into this and we need to take a closer look. Is
our local community worth the time and effort to study this. His answer is yes.
Commissioner Fund stated last year the Commissioners took a ride on the railroad to see
for ourselves of what it is like. We have looked at Larry McGee tentative report of what we
are looking at. There is a lot of questions and, hopefully, through this process they can be
answered.
3. Resolution No. 14-104 Rescinding Resolution 14-094 and approving a revised
Local Agency Agreement and Federal Aid Prospectus with the WA State DOT for
the Bishop Road Improvements Project.
Tim Elsea, Director of Public Works, stated rescinding Resolution 14-094 and approving
a revised Local Agency Agreement and Federal Aid Prospectus between Lewis County and
the Washington State Dept. of Transportation for the Bishop Road Improvements Project,
CRP-2134. This project is listed as priority number nine in Lewis County’s 2014-2019 Six-
year Transportation Improvement Program (TIP) adopted via Resolution No. 13-542 on
November 18, 2013. The project is funded through the Surface Transportation Program
(STP-US) at 86.5% ($692,000), with a 13.5% matching requirement ($108,000). This
funding allocation was approved by the Transportation Strategy Council (TSC) Board and
entered into the meeting record of the February 19, 2013, TSC meeting. An increase in the
amount of $260,000 with a match of $40,000 additional construction funds were approved
by the TSC on February 18, 2014, and will be included in the Amended TIP being approved
by hearing on March 24, 2014. Washington State Department of Transportation Local
Programs has requested Lewis County revise the Local Agency Agreement that was
approved by the BOCC on March 10, 2014 by Resolution 14-094 to reflect the increased
funding.

Bid Opening
Karri Muir, Clerk of the Board, stated this bid opening is for legal printing from July 1,
2014 to June 30, 2015. RCW 32.72.075 requires competitive prices to be applied to identify
the official county publication. We received two bids;
The Chronicle, 1.20 column inch at 8-point type is $6.00 for 10 lines and the cost for the
legal sample is $46.80 per day.
Devaul Publishing, The East County Journal, 1.20 column inch at 8-point type is $6.40 and
the cost to publish the sample is $48.00 per day.
Bids will be reviewed and the bid will be awarded on Monday April 7, 2014.
Hearing
Commissioner Grose announced the hearing and went over the procedures. He asked
staff for a report.

Tim Elsea, Public Works Director, stated a Public Hearing was held providing an
opportunity for any person to appear and be heard, either for or against the adoption of the
amended programs. The amended 2014-2019 six-year Transportation Improvement
Program (TIP) must be adopted prior to the County’s budgeting of added or changed
projects. The amended six-year 2014-2019 TIP and 2014 ACP adjusts the construction
funding categories to reflect changes due to additional grant funding from the Surface
Transportation Program (STP-US) and Bridge Replacement Advisory Committee (BRAC),
and updates information and funding sources for all projects.
Chairman Grose asked if anyone would like to speak and there were none. He closed the
question-and-answer period and opened the formal hearing

seconded the motion.

There being no further business, the Commissioners’ public meeting adjourned at 10:41
a.m. on March 24, 2014. The next public meeting will be held Monday, March 31, 2014.
