BOARD MEETING MINUTES
April 21, 2014
The Board of County Commissioners for Lewis County, Washington, met in regular
session on Monday, April 21, 2014, at 10:00 a.m. Commissioners F. Lee Grose, Edna
J. Fund, and Bill Schulte were in attendance. Chairman Grose determined a quorum,
called the meeting to order and proceeded with the flag salute. Commissioner Fund
moved to approve the minutes from the 10:00 a.m. meeting held on Monday, April 14,
2014. Commissioner Schulte seconded the motion.
Motion Carried 3-0
Public Comment
Ron Averill, Centralia, as the Lewis County representative on the Timberland Regional
Support Network (TRSN), stated the governing board meeting discussed the
reorganization of the mental health care in the State of Washington. The TRSN Board
would like Commissioner Fund to become part of the statewide re-organization advisory
committee.
Commissioner Fund stated there are knowledgeable people on that group and she will
be happy to join it. Commissioner Fund, Danette York, and April Kelly recently
participated in a Washington Association of Counties conference call on this topic.
Employee Recognition
Chairman Grose stated Lewis County is proud to have a dedicated group of more than
20 volunteers who educate and inspire our local community to care for the earth, and
make Lewis County a better place to live. The Lewis County Master Recyclers (MRC)
volunteers and their coordinator Debbie Burris were recognized for being named the
Washington State Recycling Association’s Recycler of the Year for non-profits. Also,
Melanie Case, of Lewis County Waste Management Services, was honored as one of
the people who can sometimes get left out of the limelight in these conversations,
because she is always working events, coordinating events, planning events, applying
for grant funding so that we can have events, and finally cheerleading the successes of
the volunteers she supports. She is the person who put the MRCs in for the WSRA
Recycler of the Year awards. Melanie, it is a pleasure and an honor that Lewis County
is represented by such an energetic, kind, thoughtful, and creative professional.
PROCLAMATION
Commissioner Schulte made a motion to approve the Proclamation Agenda item one.
Commissioner Fund seconded the motion. Commissioner Fund read the
Proclamation into the record.

1. Proclamation: Proclaiming the month of April as “Sexual Assault
Awareness Month” in Lewis County.
Motion Carried 3-0
CONSENT
Commissioner Fund made a motion to approve the Consent Agenda items two
through six. Commissioner Schulte seconded the motion.
2. Resolution No. 14-124 Approval of warrants and payroll for payment.
Chairman Grose stated this Resolution approves 388 regular warrants for a total
payment against the County in the amount of $1,803,932.01. This Resolution also
approves 244 Payroll/Benefits warrants dated April 18, 2014 for a total payment against
the County in the amount of $219,872.00.
3. Resolution No. 14-125 Appointment of members to the Lewis County Board of
Equalization.
Commissioner Schulte stated this Resolution is for the appointment of Peggy Laso
and Johnny Dunnagan as full-time members of the Lewis County Board of Equalization
(BOE) and Paulette Blankenship as alternate member of the BOE to serve a term
expiring on June 30, 2015.
4. Resolution No. 14-126 Approving an inter-local agreement between Lewis
County and WA State Department of Natural Resources (WSDNR), Aquatic
Resources Division-Rivers District for noxious weed control.
Sheila Gray, WSU Extension, stated this Resolution is for the approval of an Inter-local
Agreement (ILA 14-243) with the Washington State Department of Natural Resources
(WSDNR), Aquatic Resources Division- Rivers District for the management of invasive
Noxious Weeds. The agreement is for the period April 2014 through June 30, 2015.
Funding for the project is $22,993.00.
5. Resolution No. 14-127 Accepting a Washington State Historic Courthouse
Rehabilitation Grant.
Michael Strozyk, Director of Central Services, stated the county formally needed to
accept the matching grant funding from the Washington State Department of
Archaeology and Historic Preservation for Lewis County Historic Courthouse
Restoration Projects. The project main focus is exterior masonry rehabilitation including
the following:
1) Re-point exterior mortar at brick masonry as needed to prevent water
penetration.

2) Re-point exterior mortar at cast stone as needed to prevent water penetration.
3) Replace deteriorated cast stone window balustrade at location identified.\
4) Clean exterior masonry elements.
Estimated project costs is $162,500.00 of which $75,000.00 is reimbursable under this
program. Grant effective date is March 1, 2014 and sunsets June 30, 2015.
1) Resolution No. 14-128 Authorizing the Director of Lewis County Public Health
& Social Services to apply for a Community Development Block Grant (CDBG).
Danette York, Director of Health and Social Services, stated Lewis County has been
requested to serve as the recipient of the 2014 CDBG Public Services Grant. The
application requires that the governing authority authorize an individual as the “Chief
Administrative Official” to sign the application material.

HEARING
Hearing: Revisions to WRIA 25/26 Watershed Management Plan
Commissioner Grose announced the hearing and went over the procedures. He asked
staff for a report.
Jeff Breckel, Executive Director of the Lower Columbia Fish Recover Board,
stated today he is presenting some revisions that the planning unit is proposing in
regard to water supply and stream flow provisions in the Cowlitz River Basin. This is a
product of a little over two years of hard work. This watershed plan was adopted in
2006 by the Board of County Commissioners of Wahkiakum, Cowlitz, Lewis, and
Skamania Counties and it addresses water supplies, quality, stream flow, and fish
habitat. In 2009, the Department of Ecology initiated work on an administrative rule to
implement the water supply and stream flow provisions. In 2010, they went into
hearings and there was a fairly sharp response from the public that there was
something not right, in particular the amount of water being set aside to meet the future
needs of the communities. At that point of time, the planning unit went to the
Department of Ecology and said let’s stop rulemaking as allow us to see if we can spot
what the problem is. They met for three years and looked at each watershed. He then
presented a handout showing what the planning unit came up with. These changes
have to be approved by all four Counties. We have had hearings in Wahkiakum and
Skamania County and we have a hearing in Cowlitz County tomorrow. Once all the
hearings are complete, we will convene a meeting of the Boards of County
Commissioners from all four counties. At that point in time the revisions can be
adopted, reject them, or you can remand them back to the planning unit for further
consideration.

Omroa Bhagwandin, Onalaska asked if the conclusions are based on a population
growth expectation negative or did the population growth that effects the use change in
anyway?
Jeff Breckel stated the population projections are for a fairly sizable increase in
population growth.
Chairman Grose asked if anyone would like to speak and there were none. He closed
the question-and-answer period and opened the formal hearing

There being no further business, the Commissioners’ public meeting adjourned at 10:47
a.m. on April 21, 2014. The next public meeting will be held Monday, April 28, 2014.
