BOARD MEETING MINUTES
May 12, 2014
The Board of County Commissioners for Lewis County, Washington, met in regular
session on Monday, May 12, 2014, at 10:00 a.m. Commissioners F. Lee Grose, Edna
J. Fund, and P.W. “Bill” Schulte were in attendance. Chairman Grose determined a
quorum, called the meeting to order and proceeded with the flag salute. Commissioner
Fund moved to approve the minutes from the 10:00 a.m. meeting held on Monday, May
5, 2014. Commissioner Schulte seconded the motion.

Chairman Grose spoke about a WSAC Conference that he was at last week and the
how they are working very diligently on a fiscal sustainability initiative to present to the
legislature.
PUBLIC COMMENT
Bryan McConaughy, Puget Sound Energy, stated the County of Lewis is now part of
his territory so he is spending the day to introduce himself to the community and
becoming more familiar with it.
NOTICE
Commissioner Schulte made a motion to approve the Notice Agenda items one
through three. Commissioner Fund seconded the motion.
1. Call for Bids: For the Bishop Road Improvement Project. Bids are due to the
Clerk of the Board on June 3, 2014. Resolution No. 14-148
Tim Elsea, Director of Public Works, stated this contract will provide for the
improvement of 1.1 miles of Bishop Road by widening, intersection safety
improvements at Interstate Avenue, paving with hot mix asphalt (HMA), and adding
safety improvements, and other work in accordance with the Contract Plans, and the
2014 WSDOT standard Specifications.
2. Notice: Public auction of surplus county property will be held at 8:00 a.m. on
May 30, 2014 at Ritchie Brothers in Chehalis, WA. A complete list of items is
available from the Lewis County Department of Public Works, Fleet Division.

Tim Elsea, Director of Public Works, stated we are selling surplus vehicles at the
Ritchie Brothers Auction on May 30, 2014.
3. Notice of Hearing: Regarding Ordinance 1254 renewing the moratorium
involved in the production, processing, and retail sale of marijuana and related
products. Hearing will be held on or after 10:00 a.m., on Monday, June 2, 2014.

Lee Napier, Director of Community Development, stated this Resolution sets a
hearing date to renew the moratorium upon establishments involved in the production,
processing and retail sale of marijuana and related products. Set a hearing date to

retail sale of marijuana and related products. The moratoria is adopted pursuant to the
authority of RCW 36.70A.390. This is the method by which local governments may
preserve the status quo, so that new plans and regulations will not be rendered moot by
intervening development. The County will need an additional six-month period to
conduct an appropriate land use analysis and to develop appropriate recommendations
for the Lewis County Planning Commission to consider regarding the issues.

CONSENT
Commissioner Fund made a motion to approve the Consent Agenda items four
through seven. Commissioner Schulte seconded the motion.
4. Resolution No. 14-151 Approval of warrants and payroll for payment.
Chairman Grose stated this Resolution approves 211 regular warrants for a total
payment against the County in the amount of $734,135.41. This Resolution also
approves 199 Payroll/Benefits warrants and 450 automatic deposits dated May 5, 2014
is approved for a total payment against the County in the amount of $324,625.15.
5. Resolution No. 14-152 Reappointment and appointment of members to the
Lewis County Solid Waste Advisory Committee.
Tim Elsea, Director of Public Works, stated the Lewis County Solid Waste Advisory
Committee (SWAC) currently has three members whose terms expire on June 1, 2014.
Don Bradshaw, a citizen representing the Winlock area; Lee Coumbs, an elected official
for the City of Centralia; and Terry Harris, an elected official for the City of Chehalis,
each desire to continue serving on the SWAC for another three-year term. The term for
Greg Schoenbachler, a current SWAC member representing the organics waste
recycling Industry, also expires on June 1, 2014. Mr. Schoenbachler has declined his
reappointment to the SWAC. The SWAC By-Laws and RCW 70.95.165 state that the
SWAC should represent a balance of interests among citizens, public interest groups,
business, the waste management industry, and local elected officials. Samantha

Fleischner, Site Manager of Silver Springs Organics, has expressed an interest in
joining the SWAC and filling the position held by Greg Schoenbachler. Current SWAC
members have recommended that Samantha Fleischner be appointed a new member.
These appointments, if approved by the Board of County Commissioners will expire
June 1, 2017.
6. Resolution No. 14-153 Approving the Rural Arterial Program Project
Agreement for construction proposal amendments between Lewis County and
the County Road Administration Board (CRAB) for Centralia Alpha Road
Improvement Project.
Tim Elsea, Director of Public Works, stated approving Rural Arterial Program Project
Agreement for Construction Proposal Amendments between Lewis County and the
County Road Administration Board for Centralia Alpha Road Improvements Project-
CRP 2084 and North Fork Road Realignment Project-CRP 2158. The Centralia Alpha
Road Improvements Project is priority #10 and North Fork Road Realignment Project is
priority #14 on Lewis County's 2014-2019 Amended Six-Year Transportation
Improvement Program (TIP). These projects qualified for additional Rural Arterial Trust
Account (RATA) funding through the Rural Arterial Program (RAP) in the amount of
$300.00 for Centralia Alpha Road Improvements Project, and $204,232.00 for North
Fork Road Realignment Project. Both projects are currently under contract with CRAB,
with Centralia Alpha Road Improvements Project previously receiving $999,700.00 and
North Fork Road Realignment Project previously receiving $751,068.00 of RATA
funding. The addition of this funding fully funds the RATA portion of the Centralia Alpha
Road Improvements Project with CRAB. The North Fork Road Realignment Project will
receive an additional $1,644,700.00 from CRAB as part of future RAP funding cycles.
7. Resolution No. 14-154 Bid award for the 2014 Countywide Base Stabilization
Project.
Tim Elsea, Director of Public Works, stated public Works received two responsive
bids for this project on May 6, 2014. Ground Up Road Construction, Inc. provided the
lowest responsive bid of $142,199.52. The Engineer's Estimate for this project was
$154,220.98. The lowest responsive bid is below the Engineer's Estimate by less than
1%. Public Works staff recommends acceptance of the low bid provided by Ground Up
Road Construction, Inc.

There being no further business, the Commissioners’ public meeting adjourned at 10:16
a.m. on May 12, 2014. The next public meeting will be held Monday, May 19, 2014.
