2014-06-16 Board Meeting Minutes1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES June 16, 2014 The Board of County Commissioners for Lewis County, Washington, met in regular session on Monday, June 16, 2014, at 10:00 a.m. Commissioners F. Lee Grose, Edna J. Fund, and P.W. “Bill” Schulte were in attendance. Chairman Grose determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Fund moved to approve the minutes from the 10:00 a.m. meeting held on Monday, June 9, 2014. Commissioner Schulte seconded the motion. Motion Carried 3-0 PUBLIC COMMENT Ron Averill, Centralia, Lewis County representative on the Governing Board of the Timberland Regional Support Network, reported a 40% to 50% increase in the number of patients and have been dealing with DSHS to get additional funding in order to provide better care. Cowlitz and Grays Harbor Counties may join us in forming our own region; our Regional Support Area would be predominantly rural counties. EMPLOYEE RECOGNITION Chairman Grose recognized William Teitzel and Holly Spanski for becoming Certified Public Officials. NOTICE Commissioner Schulte made a motion to approve the Notice Agenda item one. Commissioner Fund seconded the motion. 1. Notice of Hearing: Regarding the 2nd 2014 Budget Amendment. Hearing will be held on Monday, June 30, 2014 on or after 10:00 am. Resolution No. 14-181 Becky Sisson, Budget Office, stated this is a notice of public hearing for the 2nd 2014 budget amendment for Current Expense and various funds. NOH will be published in the east county journal on June 18th and 25th. The hearing will be on June 30, 2014. Increasing expenditures in the amount of $2,888,288, increasing revenue in the amount of $1,399,755 and use of fund balance of $1,488,533. Motion Carried 3-0 CONSENT Commissioner Fund made a motion to approve the Consent Agenda items two through five. Commissioner Schulte seconded the motion. 2 2. Resolution No. 14-182 Approval of warrants for payment. Chairman Grose stated this Resolution approves 181 regular warrants for a total payment against the County in the amount of $235,745.56. 3. Resolution No. 14-183 appointing a member and reappointing members to the Chehalis River Basin Flood Control Zone District Advisory Committee. Commissioner Fund stated we have three individuals that we are appointing to the Chehalis River Basin Flood Control Zone District Advisory Committee. Dave Muller is filling a vacant position on the committee and Julie Balmelli-Powe and Steve Koreis with term ending March 2014. 4. Resolution No. 14-184 Bid award for the Bishop Road Improvement Project. Tim Elsea, Director of Public Works, stated a Call for Bids was made on May 12, 2014. The project was advertised for three consecutive weeks in the East County Journal and the Daily Journals of Commerce (Seattle and Portland). The project was also listed on Lewis County's website. Public Works received three responsive bids for this project on June 3, 2014. Lakeside Industries, Inc. provided the lowest responsive bid of $1,068,999.00. The Engineer's Estimate for this project was $1,003,394.08. The lowest responsive bid is above the Engineer's Estimate by less than 7%. Public Works staff recommends acceptance of the low bid provided by Lakeside Industries, Inc. 5. Resolution N0. 14-185 Approving Contract Amendment #9 to Program Agreement #1163-27316 between the Division of Behavioral Health and Recovery and Lewis County. April Kelley, Social Services, stated this Resolution approves contract Amendment #9 to Program Agreement #1163-27316 between the Division of Behavioral Health and Recovery and Lewis County. The Division of Alcohol and Substance Abuse (DASA) contracts with County governments to coordinate, subcontract, and monitor treatment and prevention programs at the local level. These funds are then contracted with local treatment agencies to provide the services directly. This contract amendment will increase funding to a previous contract period to cover over expenditures. The Period of this contract is from July 1, 2013 – June 30, 2015 for services that were performed in the 2011-2013 biennium. The amendment start date is July 1, 2013 and will increase the contract by $30,000.00 to total a maximum program agreement amount of $2,802,216.00 Motion carried 3-0 Item 6 has been pulled from the Agenda Resolution No. 14-186 Approving a contract with the Lewis County Shelter Program for the Transitional Housing Program. 3 Hearing Hearing: Traffic Ordinance 216-Tennessee Road and Shorey Road Chairman Grose announced the hearing and asked for a staff report. Tim Elsea, Director of Public Works, stated this hearing is for a Traffic Ordinance lowering the maximum speed limit on Tennessee Road and a portion of Shorey Road in Lewis County from 50 mph to 40 mph. RCW 46.61.415 gives local authorities the authority to lower the maximum speed limits. We received requests to lower speed limits often. We do an investigation that includes traffic count and a speed study. Erik Martin has conducted a traffic engineering study on both of the road ways. Erik Martin, Public Works, stated the portion of Shorey Rd we are considering is from mile post 1.582 to Hwy 603. The northern portion of Shorey Road is already at 35 miles per hour. This was initiated by citizen comments and we have been studying the Road for a while now and the conclusion was that 40 mph is the prudent speed. Due to the number of accidents and the nature of the road we felt that 40 mph was a good speed for the portion of the road. There have been 12 injury accident and 18 property damage accident over the past ten year on that part of Shorey road. Tennessee Road was initiated by citizen comments and we have also been looking at Tennessee Road for a while now. This change would affect the entire length of Tennessee Road, Pleasant Valley Road on the north end and the Winlock City limits on the south end. We did utilize a web based applications called US limits. This road was over a critical limit for accidents. Commissioner Grose asked if there were any questions. There were none. He closed the question and answer portion of the hearing and opened the formal hearing. Tim Elsea and Erik Martin asked that their previous comments be adopted into the record. Commissioner Grose asked if anyone else would like to testify. There was none. He closed the hearing and asked for a motion. Commissioner Schulte moved to approve Traffic Ordinance No. 216. Commissioner Fund seconded the motion. Traffic Ordinance No. 216 An Ordinance Fixing the Maximum Speed at which Vehicles May be Operated over Shorey and Tennessee Roads in Lewis County, Washington; Defining Offenses and Providing Penalties for the Violations Thereof. Motion Carried 3-0 4 There being no further business, the Commissioners’ public meeting adjourned at 10:23 am on June 16, 2014. The next public meeting will be held Monday, June 23, 2014.
