BOARD MEETING MINUTES
September 22, 2014
The Board of County Commissioners for Lewis County, Washington, met in regular
session on Monday, September 22, 2014; at 10:00 a.m. Commissioners F. Lee
Grose, Edna J. Fund, and P.W. “Bill” Schulte were in attendance. Chairman Grose
determined a quorum, called the meeting to order and proceeded with the flag salute.
Commissioner Fund moved to approve the minutes from the 10:00 a.m. meeting held
on Monday, September 15, 2014. Commissioner Schulte seconded the motion.
Motion Carried 3-0
EMPLOYEE RECOGNITION
The BOCC recognized Karen Witherspoon for completing two years as President of the
County Planning Directors Association. Thank you, Karen, for your positive leadership.
PUBLIC COMMENT
Mike Coday spoke regarding the Dynamic Software Program.
Rick Straw, Matrix Coffee House, invited the BOCC to attend a program on October 11,
2014. The program will speak to the issue of crude oil and its environmental impact on
Lewis County.
NOTICE
Commissioner Schulte made a motion to approve the Notice Agenda items one
through three. Commissioner Fund seconded the motion.
1. Request for Proposals: For professional services for the structural design
of Lewis County’s Lincoln Creek Bridge No. 31 Replacement Project.
Proposals are due on or before 5:00 p.m., on October 8, 2014. Resolution
No. 14-250
Tim Elsea, Director of Public Works, stated this is a notice to consultants that Lewis
County Public Works is requesting proposals for professional services for the structural
design of Lewis County's Lincoln Creek Bridge No. 31 Replacement Project, CRP
2159F. The existing 49-ft three-span concrete bridge was built in 1954. The structure's
pier 2 is partially undermined and the bridge is currently restricted to one lane. A
temporary repair has been completed. The bridge repair was originally Federally funded
as a scour project and was recently converted to a Federally funded replacement
project. Lewis County is seeking structural consultant expertise for replacement of this
bridge. Design proposals are being solicited to fulfill WSDOT Local Agency Guidelines
for consultant selection. Proposals for this project are due no later than 5:00 p.m. on

October 8, 2014 to Lewis County Public Works, Attn: Tim Fife, 2025 NE Kresky Avenue,
Chehalis, WA 98532.
2. Notice: Accepting a bid on Tax Title Property located at 1124 F Street,
Vader, WA. Resolution No. 14-251
Tim Elsea, Director of Public Works, stated this is a 0.40 acre vacant parcel located
at 1124 F Street, Vader. The property was offered for sale at auction by the Treasurer
due to tax delinquencies. The property did not sell at the tax sale and was subsequently
deeded by the Treasurer to Lewis County. RCW 36.35.150 allows for the property to be
disposed of by private negotiations providing that the final sale price is no less than the
principal amount of unpaid taxes, $1,200.52. An adjacent property owner has now
offered to purchase the property for $2,464.56, the amount of the tax delinquency
including penalties, interest and Treasurer's costs. This resolution would accept the bid
subject to conditions of LCC 3.30.390 which requires that the proposed sale be noticed
in a legal newspaper of general circulation at least once a week for two consecutive
weeks.
3. Notice of Hearing: Regarding the 2015 Preliminary Budget. Hearing will be
held on or after 10:00 a.m., on October 6, 2014. Resolution No. 14-252
Steve Walton, Budget Administrator, stated this is a notice that copies of the 2015
preliminary budget will be available, after Wednesday, September 24th, 2014 to any
citizen at the East Campus of Centralia Community College in Morton, the Centralia
Community College in Centralia as well as the Packwood, Salkum, Mountain View,
Winlock, Chehalis and Centralia Timberland Libraries, and at the Budget Office in the
Historical Courthouse or online at lewiscountywa.gov. Notice is also given that the
Board of County Commissioners will meet on Monday, October 6, 2014 at 10:00 a.m. at
the Lewis County Courthouse for the purpose of taking public comment on the Lewis
County Preliminary Budget for 2015.

CONSENT
Commissioner Fund made a motion to approve the Consent Agendas items four
through seven. Commissioner Schulte seconded the motion.
4. Resolution No. 14-253 Approval of warrants for payment.
Chairman Grose stated this Resolution approves 165 regular warrants for a total
payment against the County in the amount of $790,517.60.
5. Resolution No. 14-254 Approving Sheriff Steve Mansfield as the Lewis
County Community Emergency Coordinator until December 31, 2014, and
Chief Civil Deputy Stacy Brown as alternate until December 31, 2015, for
the Hazardous Material Incidents.

Sheriff Steve Mansfield stated the Lewis County Local Emergency Planning
Committee (LEPC) recommends that Sheriff Steve Mansfield be considered for
appointment as the Community Emergency Coordinator (CEC) for Lewis County until
his term in office expires December 31, 2014. The LEPC also requests consideration of
Chief Civil Deputy Stacy Brown to be appointed the Community Emergency Coordinator
Alternate, until December 31, 2015.
6. Resolution No. 14-255 Approving of supplement agreement No. 2 to the
BergerABAM Consultant Contract for Leudinghaus Bridge No. 87
Replacement.
Tim Elsea, Director of Public Works, stated a contract was negotiated with
BergerABAM to provide the structural design and construction support for the
Leudinghaus Bridge No. 87 replacement structure near Hatchery Road and was
approved by the Board of County Commissioners (BOCC) on December 17, 2012.
Leudinghaus Bridge is now under construction and it has been determined additional
effort and time are needed to complete additional contract work. Lewis County has
requested additional truss construction inspection, steel fabrication inspection, and
geotechnical inspection. Supplement No. 2 was negotiated with Public Works and it was
agreed that additional funds in the amount of $208,604.00 were needed in order to
complete the additional work required and the work will be completed by December 31,
2015. Supplement No. 1 was approved by Public Works on November 20, 2013 for a
time extension only. There has been no other change in funding or scope of work.
7. Resolution No. 14-256 Approving a funding agreement with the U.S.
Department of the Interior, U.S. Geological Survey for the operation and
maintenance of stream gaging stations in the Chehalis and Cowlitz River
Basins.
Tim Elsea, Director of Public Works, stated approval is needed for maintenance and
operation of stream gaging stations in the Chehalis and Cowlitz River basins for the
upcoming water year 2015. This agreement is for eight stations in the Chehalis River
basin and three in the Cowlitz River basin for a total cost of $102,360. The USGS share
is $57,930 which is 57%, and the County share is $44,430 which is 43%. Lewis
County's share of the 2014 program cost was $61,516.

There being no further business, the Commissioners’ public meeting adjourned
at 10:27 a.m. on September 22, 2014. The next public meeting will be held
Monday, September 29, 2014.
