BOARD MEETING MINUTES
October 13, 2014
The Board of County Commissioners for Lewis County, Washington, met in regular
session on Monday, October 13, 2014, at 10:00 a.m. Commissioners F. Lee Grose,
Edna J. Fund, and P.W. “Bill” Schulte were in attendance. Chairman Grose
determined a quorum, called the meeting to order and proceeded with the flag salute.
Commissioner Schulte moved to approve the minutes from the 10:00 a.m. meeting
held on Monday, October 6, 2014. Commissioner Fund seconded the motion.
Motion Carried 3-0
PUBLIC COMMENT
Ron Averill, Centralia, shared information from the Timberland Regional Support
Network Governing Board meeting that was held last week.
EMPLOYEE RECOGNITION
Chairman Grose stated the county encourages employees to improve themselves
through various forms of training. One of those employees, Erik Martin, has done so
and we recognize and appreciate his efforts to get this certificate as a Professional
Traffic Operations Engineer on August 1, 2014.
CONSENT
Commissioner Fund made a motion to approve the Consent Agenda items one
through four. Commissioner Schulte seconded the motion.
1. Resolution No. 14-269 Approval of warrants for payment.
Chairman Grose stated this Resolution approves 403 regular warrants for a total
payment against the County in the amount of $1,312,120.47.
2. Resolution No. 14-270 Approving a grant agreement with the City of Chehalis
to accept funding under RCW 82.14.370 “Distressed Counties Fund” for
Economic Development.
Commissioner Schulte stated the Economic Development Advisory Council has made
recommendations for approval of $10,000 for the steam train boiler repair project.
3. Resolution No. 14-271 Approving a grant agreement with Twin Transit to
accept funding under RCW 82.14.370 “Distressed Counties Fund” for
Economic Development.

Commissioner Schulte stated this is a grant of $50,000 and is for a bus pull out at
Vintage Apartments. This is a project that everyone chips in to solve a problem that we
have in the community.
4. Resolution No. 14-272 Designating the proper authorities and order of
succession in event of absence, concerning road closures, in accordance with
RCW 47.48.020.
Tim Elsea, Director of Public Works, stated the resolution designates the proper
authorities and order of succession in event of absence, concerning road closures, in
accordance with RCW 47.48.020. This allows closure of Lewis County roads with
proper notice in a publication of general circulation in the county or city or town in which
such closure is located and a posting in a conspicuous place at each end of the portion
to be closed. RCW 47.48.020 also allows closure of roads in cases of emergency or
conditions in which the maximum time the closure will be in effect is twelve hours or less
without such publications. In such cases the orders of the proper authorities shall be
immediately effective. This Resolution names the proper authorities and order of
succession in the event of absence.
Motion Carried 3-0
There being no further business, the Commissioners’ public meeting adjourned
at 10:15 a.m. on October 13, 2014. The next public meeting will be held Monday,
October 20, 2014.
