BOARD MEETING MINUTES
November 17, 2014
The Board of County Commissioners for Lewis County, Washington, met in regular
session on Monday, November 17, 2014, at 10:00 a.m. Commissioners F. Lee Grose,
P. W. “Bill” Schulte, and Edna J. Fund were in attendance. Chairman Grose determined
a quorum, called the meeting to order and proceeded with the flag salute.
Commissioner Fund moved to approve the minutes from the 10:00 a.m. meeting held
on Monday, November 10, 2014. Commissioner Schulte seconded the motion.
Motion Carried 3-0
EMPLOYEE RECOGNITION
United Way of Lewis County was presented a check from Lewis County for the
Employee Auction held earlier in the month. Debbie Campbell and Angela French of
United Way of Lewis County were present. They thanked Lewis County for supporting
the 2015 campaign.
PROCLAMATION
Commissioner Schulte made a motion to approve the Proclamation Commissioner
Fund seconded the motion. Commissioner Fund read the proclamation into the
record.
1. Proclamation: Proclaiming November 21, 2014 as “National Adoption Day”
in Lewis County
Motion carried 3-0
NOTICE
Commissioner Fund made a motion to approve the Notice Agenda items two
through three. Commissioner Schulte seconded the motion.
2. Call for Bids: For the Solid Waste Tipping Floor Scale Project. Bids are due
to the Clerk of the Board by 11:00 am on December 16, 2014. Resolution
No. 14-300
Tim Elsea, Public Works Director, stated this contract will provide for the removal of
existing scales, indicators, reader boards and load cells. The contractor will also furnish
and install four steel deck platform scales and associated electronic controls. This call
for bids also sets a mandatory on-site pre-bid conference on 11:00 a.m. on November
20, 2014, at the Solid Waste Tipping Floor Facility, 1411 South Tower Avenue,
Centralia, Washington, to allow prospective bidders to take measurements and gather

additional information necessary to bid the contract. Any bidder not attending the pre-
bid conference shall be considered non-responsible and their proposal shall be rejected.
3. Notice of Hearing: Considering the approval of the existing Lewis County,
Countywide Planning Policies. Hearing will be held on or after 10:00 am on
Monday, December 8, 2014. Resolution No. 14-301
Patrick B, Senior, Long Range Planner, stated the Lewis County Planned Growth
Committee met to discuss the existing Countywide Planning Policies. They decided
there was no need this year to change the policies and recommended to the Planning
Commission to make no amendments to the existing Countywide Planning Policies.
The Planning Commission held a workshop and a public hearing to allow the public a
chance to comment on the Countywide Planning Policies. At this public hearing, the
Planning Commission decided, based on their deliberation and what they heard from
the public, to recommend the existing Countywide Planning Policies not be amended.
The Planning Commission, on October 14, 2014, recommended no new changes to the
current Countywide Planning Policies and recommends the Board of County
Commissioners pass a resolution to approve the existing Countywide Planning Policies

CONSENT
Commissioner Schulte made a motion to approve the Consent Agenda items four
through seven. Commissioner Fund seconded the motion.
4. Resolution No. 14-302 Approval of warrants for payment.
Commissioner Grose stated there are of 354 regular warrants to be approved
for a total payment against the County in the amount of $1,309,207.68.
5. Resolution No. 14-303 Closing the Special Revenue Gambling and Fraud
Enforcement Fund No. 165.
Suzette Smith, Auditor’s Office stated the Gambling and Fraud Enforcement Fund No.
165 was established pursuant to Resolution No. 10-100 for the purposes of paying
reimbursement requests consistent with RCW 9.46.231 and the Prosecuting Attorney’s
Application for the Release of Forfeited Property in Case No. 2008-00532.
Pursuant to Resolution 10-100 any funds remaining in the Gambling and Fraud
Enforcement Fund No. 165 as of January 01, 2014 shall be remitted to the Washington
State Gambling Commission and the account closed by the County Auditor unless
additional proceeds due to subsequent seizures were received.

No additional proceeds subsequent to seizures were received, all proceeds were
disbursed, and the residual remitted to the Washington State Gambling Commission
pursuant to RCW 9.46.231.
Fund 165 is no longer needed and should be closed by Resolution.
6. Resolution No. 14-304 Approving a modification to the participating
agreement, with the USDA Forest Service, Pacific Northwest Region-Gifford
Pinchot National Forest for noxious weed treatments.
Commissioner Grose stated this extends the period for agreement.
7. Resolution No. 14-305 Approving a contract for Public Defender Indigent
Defense Services for Defender of the Day.
Archie Smith, Human Resources Administrator, stated the district and superior court
judges contacted the BOCC for assistance in recruiting and appointing a Public
Defender for the Day. This appointment meets contract requirements by providing those
making their preliminary appearance in court, representation. Lewis County does not
have a Public Defender office to provide such coverage for those requiring preliminary
service. The current Public Defender for the Day has given notice according to contract.
Negotiations have been finalized between a candidate and the County. This resolution
will appoint a new Public Defender, Joely O’Rourke.

BID OPENING
Confiscated, forfeited and unclaimed firearms
Belle Williams, Sheriff’s Office stated they received one bid for the firearms from
Surplus Ammo and Arms which did include appropriate paperwork. She went over the
bid for the Commissioners. She will be meeting with the Range Master to go over this
bid.
HEARING
Annual TIP and Construction Program
Commissioner Grose announced the hearing and went over the process for the
hearing.
Tim Elsea, Public Works Director, was present and went over the proposed TIP and
Annual construction Program. He stated Pursuant to RCW 36.81.121, all counties are
required to prepare, adopt, and submit a TIP for proposed road and bridge construction
work for the ensuing six calendar years prior to the County's budget adoption each year,
and after a hearing thereon. Copies of this program will be furnished to the Washington

State Department of Transportation (WSDOT), County Road Administration Board
(CRAB), and the Transportation Improvement Board (TIB) not more than thirty days
after its adoption by the legislative authority.
Pursuant to WAC 136-16, all counties are required to prepare, adopt, and submit an
ACP for proposed road and bridge construction prior to the County's budget adoption
each year. A copy of the adopted annual program and appropriate resolution shall be
forwarded to CRAB within thirty days of its adoption but not later than December 31st of
each year.
Commissioner Grose asked if there any questions from the Board and the audience.
Commissioner Grose stated he would like to see more projects on the East End of the
County.
Mr. Elsea went over the projects that will happen in the east end of the County.
Commissioner Fund stated she appreciates that Borst Avenue is still on the TIP.
Commissioner Grose closed this portion of the hearing and opened the question and
answer portion.
Mr. Elsea asked that his comments be adopted into the record.
Commissioner Grose asked if there was anyone who would like to speak for or against
the TIP. There was no one. He closed the hearing and asked for a motion to approve
Resolution No. 14-306.
Commissioner Fund moved to approve resolution 14-306. Commissioner Schulte
seconded the motion.
Motion carried 3-0
Commissioner Schulte moved to recess until 5:30 p.m. for the 2015 Budget
Presentation. Commissioner Fund seconded motion.
Motion carried 3-0
The Board recessed at 10:30 a.m. until 5:30 pm when the 2015 Budget will be
presented to the public
The Board came out of recess at 5:30 p.m.
Steve Walton, Budget Administrator, went over the 2015 Preliminary Budget. While the
economy is trending in a more positive way, expenditures still outweigh revenues. The
estimated use of reserves is $3.3 million for 2015, and that estimate is normally high,
and the revenues forecast low.
Joann Porter, Winlock, asked where the senior budgets fit into the 2015 Budget.

There being no further business, the Commissioners’ public meeting adjourned at 5:54
p.m. on November 17, 2014. The next public meeting will be held Monday, November
24, 2014.
