2013-03-25 Board Meeting Minutes 1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES March 25, 2013 The Board of County Commissioners for Lewis County, Washington met in regular session on Monday, March 25, 2013 at 10:00 a.m. Commissioners Bill Schulte, F. Lee Grose, and Edna J. Fund were in attendance. Chairman Schulte determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Grose moved to approve the minutes from the 10:00 a.m. meeting held on Monday, March 18, 2013. Commissioner Fund seconded the motion. Motion Carried 3-0 NOTICE Commissioner Fund moved to approve Notice Agenda items one through three. Commissioner Grose seconded the motion. 1. Call for Bids: For the 2013 Gravel Proposals. Bids are due to the Clerk of the Board by 11:00 am, on Tuesday April 9, 2013. Resolution No. 13-094 Tim Elsea, Public Works Director, stated this resolution will give notice that a Call for Bids has been issued for the 2013 Gravel Proposal. This contract allows for the production, delivery and stockpiling of crushed surfacing top course gravel for the 2013 3R Program. This material purchase will allow Lewis County to complete the following work this year: Approximately 5 miles of cement treated base (CTB) on the following County Roads - Damron: mile post 0.010 - 0.502 (0.492 mile) - Kruger: mile post 0.000 - 1.419 (1.419 miles) - Middle Fork: mile post 5.780 - 6.780 (1 mile) - Cline: mile post 3.500 - 4.780 (1.280 miles) - Peters: mile post 1.150 - 1.960 (0.810 mile) Reimbursable Work for the City of Mossyrock - Court Street mile post 0.052 - 0.159 (0.107 miles) Sealed bids for the 2013 Gravel Proposal shall be submitted to the Clerk of the Board of Lewis County Commissioners (351 N.W. North Street, Room 210, CMS-01, Chehalis, Washington 98532), by or before 11:00 A.M. on Tuesday, April 9, 2013 and will be opened on or after 11:30 on April 9, 2013. Bids submitted after 11:00 AM will not be considered for this project. 2. Call for Bids: For the 2013 Countywide Base Stabilization Project. Bids are due to the Clerk of the Board by 11:00 am, on Tuesday April 9, 2013. Resolution No. 13-095 2 Tim Elsea, Public Works Director, stated this resolution will give notice that a Call for Bids has been issued for the 2013 Countywide Base Stabilization Project. This contract allows for the improvement of various County roads by pulverization and cement stabilization and other work in accordance with the Contract Provisions and Standard Specifications for the 2013 3R Program. Notice of Hearing: Regarding the revised Six-ye ar Transportation Improvement Program for 2013-2018 and the 2013 Annual Construction Program. Hearing will be held on or after 10:00 am on Monday, April 8, 2013. Resolution No. 13- 096 Tim Elsea, Public Works Director, stated RCW 36.81.121 requires all cities and counties are required to prepare, adopt and submit a six-year transportation improvement program. It further states that the program may at any time be revised by a majority of the legislative authority but only after a public hearing. A hearing for the revisions to the 2013-2018 Six-Year Transportation Improvement Program and Annual Construction Program must be held prior to amending the documents. The public hearing will be held April 8, 2013. The notice of public hearing will be published in the East County Journal-March 27th and April 3rd, 2013 and The Chronicle-March 28th and April 4th, 2013. Motion Carried 3-0 CONSENT Commissioner Grose moved to approve Consent Agenda items two through seven. Commissioner Fund seconded the motion. 4. Resolution No. 13-097 Approval of warrants and payroll for payment. 3 Commissioner Grose stated this Resolution approves a total of 13 special purpose warrants in the amount of $6,089.70 and 66 regular warrants for a total payment against the County in the amount of $258,557.77. There are 257 Payroll/Benefits warrants for a total payment against the County in the amount of $235,356.00. 5. Resolution No. 13-098 Bid award for the 2013 Snow and Sand Proposal Project. Tim Elsea, Public Works Director, stated A Call for Bids was made on February 25, 2013 and was sent to all companies on the Small Works Roster in the rock crushing category. The project was also listed on Lewis County’s website. Public Works received 2 responsive bids for this project on March 12, 2013. Sterling Breen Crushing, Chehalis, WA, provided the lowest responsive bid of $172,191.10. The Engineer’s Estimate for this material proposal was $145,530.00. The lowest responsive bid is 15.5% over the Engineer's Estimate. Due to the current bidding climate, limited availability and production time needed, Public Works staff recommends acceptance of the low bid provided by Sterling Breen Crushing. Resolution approval will award this contract to Sterling Breen Crushing. 6. Resolution No. 13-099 Bid award for the Culvert Material Purchase for the Wildwood Road Culvert Replacement Project. Tim Elsea, Public Works Director, stated Wildwood Road is in need of a replacement culvert at mile post 2.99 near Vader. This contract will allow Lewis County to purchase a 28-foot span by 7-foot high, 45-foot long precast concrete 3-sided culvert with precast footings and wingwalls. Public Works anticipates using County crews for the culvert replacement scheduled to be installed in August, 2013. A Call for Bids was made on February 25, 2013 and was sent to all companies on the Small Works Roster in the Underground Utilities, Box Culverts and Culverts category. The project was also listed on Lewis County’s website. Public Works received 2 responsive bids for this project on March 12, 2013. Oldcastle Precast, Inc. provided the lowest responsive bid of $83,006.00. The Engineer’s Estimate for this material proposal was $90,013.00. Public Works staff recommends acceptance of the low bid provided by Oldcastle Precast, Inc. Resolution approval will award this contract to Oldcastle Precast, Inc.. 7. Resolution No. 13-100 Bid award for the Culvert Material Purchase for the Chandler Road Culvert Replacement Project. Tim Elsea, Director of Public Works, stated Chandler Road is in need of a replacement culvert at mile post 2.48 near Pe Ell. This contract will allow Lewis County to purchase a 14' wide by 7'3" high steel structural plate pipe arch, 50-foot long with precast concrete footings. Public Works anticipates using County crews for the culvert replacement scheduled to be installed in August, 2013. A Call for Bids was made on February 25, 2013 and was sent to all companies on the Small Works Roster in the Underground Utilities, Box Culverts and Culverts category. The project was also listed 4 on Lewis County’s website. Public Works received 2 responsive bids for this project on March 12, 2013. Contech Engineered Solutions provided the lowest responsive bid of $28,999.28. The Engineer’s Estimate for this material proposal was $59,829.00. The lowest responsive bid is under the Engineer's Estimate. Public Works staff recommends acceptance of the low bid provided by Contech Engineered Solutions. 8. Resolution No. 13-101 Bid award for the Culvert Material Purchase for the Godfrey Road Culvert Replacement Project. Tim Elsea, Director of Public Works, stated Godfrey Road is in need of a replacement culvert at mile post 0.287 near Mossyrock. This contract will allow Lewis County to purchase a 19-foot span by 10-foot high, 35-foot long precast concrete 3- sided culvert with precast footings. Public Works anticipates using County crews for the culvert replacement scheduled to be installed in August, 2013. A Call for Bids was made on February 25, 2013 and was sent to all companies on the Small Works Roster in the Underground Utilities, Box Culverts and Culverts category. The project was also listed on Lewis County’s website. Public Works received 2 responsive bids for this project on March 12, 2013. Granite Precasting and Concrete provided the lowest responsive bid of $54,978.00. The Engineer’s Estimate for this material proposal was $60,368.00. The lowest responsive bid is under the Engineer's Estimate. Public Works staff recommends acceptance of the low bid provided by Granite Precasting and Concrete. 9. Resolution No. 13-102 Approving the purchase of four (4) police interceptor vehicles. Tim Elsea, Director of Public Works, stated the Maintenance & Operations division of the Lewis County Public Works Department and the Lewis County Sheriff Department has determined that four patrol vehicles in the fleet are in need of replacement and were scheduled, budgeted, and approved for replacement in the year 2013. Columbia Ford offers Ford AWD Police Interceptors through the Washington State contract (03611). Lewis County has a Cooperative Governmental Purchasing Agreement with Washington State (Resolution 11-410), and all four Interceptors will be purchased with ER&R funds. Recommendation Authorize the Lewis County Director of Public Works to execute the purchase of four 2013 Ford AWD Police Interceptors in the amount of $126,832.04. Motion Carried 3-0 There being no further business, the Commissioners’ public meeting adjourned at 10:13 am on March 25, 2013.
