BOARD MEETING MINUTES
May 13, 2013
The Board of County Commissioners for Lewis County, Washington met in regular
session on Monday, May 13, 2013 at 10:00 a.m. Commissioners Bill Schulte, F. Lee
Grose, and Edna J. Fund were in attendance. Chairman Schulte determined a
quorum, called the meeting to order and proceeded with the flag salute. Commissioner
Grose moved to approve the minutes from the 10:00 a.m. meeting held on Monday,
May 6, 2013. Commissioner Fund seconded the motion.

PUBLIC COMMENT
Commissioner Schulte presented Tim Elsea, Public Works Director, with a Certificate
of Good Practice from the County Road Administration Board.
PROCLAMATION
Commissioner Fund made a motion to approve the Proclamation Agenda item one.
Commissioner Grose seconded the motion. Commissioner Fund read the
Proclamation into the record.
1. Proclamation: Declaring the week of May 15, 2013 as “Peace Officers Day” and
observing the week of May 13-17, 2013 as “Police Week”.
Sheriff Steve Mansfield stated it is important to recognize our deputies, correction
officers, employees, and our volunteers to the Sheriff’s office that work so hard to make
Lewis County a better place to live, work, and go to school. He is honored to be here
and honored by the proclamation.

CONSENT
Commissioner Grose made a motion to approve the Consent Agenda items two
through seven. Commissioner Fund seconded the motion.
2. Resolution No. 13-258 Approval of warrants for payment.
Commissioner Grose stated this Resolved approves 222 regular warrants amounting
to $1,637,883.22 and 8 Special Purpose District warrants amounting to $754.44 for a
total payment against the County in the amount of $1,638,637.66.
3. Resolution No. 13-259 Cancellation of warrants.

Commissioner Grose stated there is one cancellation of warrants for LaFromboise
Newspapers Inc. in the amount of $102.44 which will be cancelled and reissued.
4. Resolution No. 13-260 Accepting an agreement between L. G. Steck Memorial
Clinic, and the Lewis County Sheriff’s Office for Jail Health Care Services.
Kevin Hanson, Jail Administrator, stated since 2000 we have been under contract
with Steck Clinic to provide medical services to for the inmates in the jail. The existing
contract was outdated. We have decided to renegotiate the contract and bring the
contract in front of the BOCC for resolution. The proposed contract is estimated to save
us $30,000 per year on inmate health and care cost for internal medical services. In
order to save that money they have reduced the Registered Nurse time and
supplemented it with Licensed Practical Nursing hours.
5. Resolution No. 13-261 Bid award for the Facilities Maintenance Building Roof
Project.
Michael Strozyk, Director of Central Services, stated in March of 2013 we went off of
the small works roster and requested bids to replace the membrane roof system on the
facilities building. As a request for that bid process we received three responsive bids.
This resolution will authorize and award bid to Scholten Roofing, Lynden, WA to
resurface the Facilities Building Roof.
6. Resolution No. 13-262 Amending the refund policy established in the
Department of Community Development fee schedule.
Lee Napier, Director of Community Development, stated The Board of County
Commissioners has adopted a schedule of fees for permits and approvals associated
with regulation of county codes by the department of Community Development. The
Board regularly reviews and occasionally amends the schedule of fees to reflect
administration and associated costs of providing certain county services. The county
Permit Center relies upon this schedule of fees to assess charges related to the cost of
various permit applications and work by staff. On occasion, the Board of County
Commissioners determines that it’s in the best interest of the public to refund certain
fees for services rendered. Fees for services (review of development proposals) are
adopted in the schedule of fees resolution. Daniel and Shyrl Blum have requested the
Board of County Commissioners refund certain fees associated with the staff review by
Planning, Environmental Health and Public Works Departments. This work did include
review by staff that resulted in either approval or denial, and a subsequent appeal to the
Hearing Examiner. The request by the Blums, is considered an amendment to the
schedule of fees.
7. Resolution No. 13-263 Authorizing federal funds from the WA State
Department of Transportation for the Oyler, Lincoln Creek, and Pe Ell
McDonald Bridge Scour Mitigation projects.

Tim Elsea, Director of Public Works, stated this project is listed as priority number 4
in Lewis County’s 2013-2018 Amended Six-year Transportation Improvement Program
adopted via Resolution No. 13-117 on April 8, 2013. These projects are funded through
the FHWA Bridge Program at 100%. This funding will allow for scour mitigation on
Oyler, Lincoln Creek, and Pe Ell McDonald Roads.

HEARING
Hearing: Vacation of a portion of the Fred Mohoric Road
Chairman Schulte announced the hearing and asked for a staff report.
Larry Unzelman, Public Works, stated on the 4th day of March, 2013, in regular
session, the Board of County Commissioners of said County, duly passed Resolution
13-076 entered upon their minutes declaring their intention to proceed to determine
whether or not that certain portion of road in Lewis County named and designated as
Fred Mohoric Road should be vacated and abandoned, and ordered and directed the
County Engineer to make an examination of said road. On the 3rd day of April, 2013,
the County Road Engineer filed his report in writing with the Board setting forth all things
required by law to be set forth in said report. The Board of County Commissioners by
order duly passed on the 15th day of April, 2013, fixed the 13th day of May, 2013, at or
after the hour of 10:00 A.M., on said day, in the Commissioners Hearing Room on the
2nd Floor of the Historic Courthouse, Chehalis, Lewis County, Washington, as the time
and place for the hearing on the report of said Engineer, and that said Board duly
caused notice thereof to be published and posted as required by law, and the Board
now finds there to have been compliance with all legal requirements. On the 13th day of
May, 2013, said matter came regularly on for hearing, and due proof having been made
to the satisfaction of the Board by affidavit of the publication and posting of said notices
of hearing, and the Board having considered said report and all evidence relative to
such vacation, now here finds said road not to be a public necessity.
Chairman Schulte asked if there were any other questions. There were none. He
closed the question and answer portion of the hearing and opened the formal hearing.
Larry Unzelman asked that his previous comments be adopted into the record.
Chairman Schulte asked if there was anyone who wished to speak. There were none.
He closed the formal hearing and asked for a motion.
Commissioner Fund made a motion to approve the Order of Vacation 13-003.
Commissioner Grose seconded the motion.
Order of Vacation 13-003: In the Matter of the Proposed Vacation of a Portion of
the Fred Mohoric Road No. 926.

There being no further business, the Commissioners’ public meeting adjourned at 10:25
am on May 13, 2013. The next public meeting will be held Monday, May 20, 2013, at
10:00 a.m.
