2013-06-24 Board Meeting Minutes 1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES June 24, 2013 The Board of County Commissioners for Lewis County, Washington met in regular session on Monday, June 24, 2013 at 10:00 a.m. Commissioners Schulte, F. Lee Grose, and Edna J. Fund were in attendance. Chairman Schulte determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Fund moved to approve the minutes from the 10:00 a.m. meeting held on Monday, June 17, 2013. Commissioner Grose seconded the motion. Motion Carried 3-0 PUBLIC COMMENT Rose Bowman, Treasurer, spoke regarding an incident that occurred in her office on June 18, 2013. She asked Commissioner Grose to apologize to her staff and to never enter her office again. Any questions that he may have should be directed to her only. Commissioner Grose stated he questions the yelling a screaming that is listed in the complaints. He was upset and is still upset. He will come to the office and apologize to the staff. CONSENT Commissioner Grose made a motion to approve the Consent Agenda items one through four. Commissioner Fund seconded the motion. 1. Resolution No. 13-391 Approval of warrants and payroll for payment. Commissioner Grose stated we have 3 special purpose warrants in the amount of $1,005.02 and 244 regular warrants in the amount of $663,329.23 for a total payment against the County in the amount of $664,334.25. We also have 252 payroll warrants dated June 5, 2013 for a total payment against the County in the amount of $231,279.00. 2. Resolution No. 13-392 Approving the transfer of funds for use during the Southwest Washington Fair to revolving working account. 3. Resolution No. 13-393 Approving the transfer of funds during the Southwest Washington Fair to withdraw as needed to fill outside ATM machines. 4. Resolution No. 13-394 Approving the transfer of funds to the Southwest Washington Fair revolving account to prepare change drawers for the annual Harvest Swap Meet. 2 Michael Strozyk, Director of Central Services, spoke to items 2, 3, and 4. These are considered housekeeping items in support of the Southwest Washington Fair. The SWW Fair is August 13th through the 18th. Item 2 is for transfer of fund from the Treasurer’s office to the working Fair account. There are two transfers that will take place on this. The first is for $1,000.00 for making change and needs transferred no later than July 1, 2013. The second transfer is for $25,000.00 which is the actual revenue that is used to make change at the fair gates. All of these funds will be returned to the Fair office no later than September 30, 2013. Item 3 approves the transfer of fund for the ATM Machines. We have a contract with an ATM vendor and annual we transfer up to $100,000.00 into restocking the ATM machines. We get $0.75 for each transaction that comes from that machine resulting in $1,000.00 in revenue during the fair. We will return the $100,000.00 on or before August 31, 2013. Item 4 is for transferring fund to the SWW Fair revolving account for change drawers for the harvest swap meeting. Motion Carried 3-0 There being no further business, the Commissioners’ public meeting adjourned at 10:10 a.m. on June 24, 2013.
