2013-07-01 Board Meeting Minutes 1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES July 1, 2013 The Board of County Commissioners for Lewis County, Washington met in regular session on Monday, July 1, 2013 at 10:00 a.m. Commissioners Schulte, F. Lee Grose, and Edna J. Fund were in attendance. Chairman Schulte determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Grose moved to approve the minutes from the 10:00 a.m. meeting held on Monday, June 24, 2013. Commissioner Fund seconded the motion. Motion Carried 3-0 Employee Recognition Commissioner Fund introduced Anita Pederson who is retiring after 34 year of service to Lewis County District Court. Commissioner Grose stated this award was meant to be handed out at the beginning of the year and we had some situations come up so we couldn’t get it passed on. This is an above and beyond award for 2012 for Cheryl McGee. NOTICE Commissioner Fund made a motion to approve the Notice Agenda items one and two. Commissioner Grose seconded the motion. 1. Notice: Lifting the weight restrictions of gross tonnage limits on Hendrickson Bridge No. 99. Resolution No. 13-396 Tim Elsea, Director of Public Works, stated the County Engineer made recommendations to post the bridge with load restrictions and this recommendation was approved by the Board of County Commissioners via Resolution No. 05-013 on January 9, 2006. In 2012, several Hendrickson Bridge truss members were supplemented with tension bars to increase load capacity. The bridge was then re-inspected by Lewis County’s Structural Engineering Consultant. The Structural Engineer conducted new load rating calculations and determined that legal load restrictions were no longer necessary. It is now recommended that the restrictions placed on Hendrickson Bridge No. 99 be lifted for legal load vehicles. 2. Notice of Hearing: To consider granting tax relief under the Open Space Program for various properties located in Lewis County. Hearing will be held on or after 10:00 am, on Monday, July 22, 2013. Resolution No. 13-397 Diane Dorey, Assessor, stated these are application that taxpayer bring in to either transfer from one program or another into open space timber. This program is for land between 5 and 20 acres. 2 Motion Carried 3-0 CONSENT Commissioner Grose made a motion to approve the Consent Agenda items three through six. Commissioner Fund seconded the motion. 3. Resolution No. 13-398 Approval of warrants for payment. Commissioner Grose stated this Resolution approves 126 warrants in the amount of $1,012,751.25 and 10 special purpose warrant in the amount of $3,854.24 be approved for a total payment against the County in the amount of $1,016,605.49. 4. Resolution No. 13-399 Approving a memorandum of understanding for the City of Centralia’s use of Video Arraignment. Kevin Hanson, Jail Administrator stated we have installed the video arraignment system and have been using it for about two month. Homewav invoices the Sheriff's Office for Centralia's use. The Sheriff's Office will pay the invoice and submit a voucher to Centralia for reimbursement of services at the contract rate of .25 cents per minute, plus a 5% service fee for billing. 5. Resolution No. 13-400 Bid award for the Airport Levee Improvement Project, Phase IA. Tim Elsea, Director of Public Works, stated Lewis County advertised, received and opened six (6) bids for the Airport Levee Improvement Project, Phase IA on May 7, 2013. All bids exceeded the engineer’s estimate by an unreasonable amount and all bids were subsequently rejected by Resolution 13-380 on June 3, 2013. Project re- advertisement was initiated on June 10, 2013 with a less restrictive material specification for levee fill material, improved construction access and additional working days to provide Contractors more flexibility during construction and lower overall costs. Public Works received three responsive bids for this project on June 25, 2013. Sterling Breen Crushing, Inc. of Chehalis, WA provided the lowest responsive bid of $910,042.50. The Engineer's Estimate for this project was $903,365.00. The lowest responsive bid is less than 1% above the Engineer's Estimate. 6. Resolution No. 13-401 Ratification of SWCA, Inc, contract and supplement for Archaeological Permitting and monitoring for the Centralia-Chehalis Airport Levee Improvement Project, Phase IA. Tim Elsea, Director of Public Works, stated a contract was negotiated and executed with SWCA, Inc. in the amount of $14,285.26 on February 6, 2013 through our on-call consultant process. The original contract provided for permitting and developing a work plan for the Airport Levee Improvement Project and included two tasks that could not be determined until the work plan was developed by the consultant. During the 3 development of the work plan it was determined that Archaeological monitoring would be required by the Department of Archaeology and Historic Preservation during project construction. The original contract was supplemented in the amount of $84,870.18, for a total not to exceed contract price of $99,155.44, in order to provide for the archaeological monitoring with a completion date of December 31, 2014. Ratification is now requested to fulfill Resolution 11-437 requirements. Motion Carried 3-0 There being no further business, the Commissioners’ public meeting adjourned at 10:16 a.m. on July 1, 2013.
