2013-07-22 Board Meeting Minutes 1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES July 22, 2013 The Board of County Commissioners for Lewis County, Washington met in regular session on Monday, July 22, 2013 at 10:00 a.m. Commissioners Schulte, F. Lee Grose, and Edna J. Fund were in attendance. Chairman Schulte determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Grose moved to approve the minutes from the 10:00 a.m. meeting held on Monday, July 15, 2013. Commissioner Fund seconded the motion. Motion Carried 3-0 Public Comment Don Idding, Vader, stated it has been a year since the $1.5 million was spent repairing the Vader Water System and the people of Vader would like to hear an update about what is going on. Employee Recognition The BOCC recognized the 2nd Quarter Employee of the Quarter and the Employee “Above and Beyond”. The employees being recognized were not present so the BOCC will present them with Certificates at a later day. 2nd Quarter Employee of the Quarter Anna Ong Chen- Facilities Employee “Above and Beyond” Mike McDonald- Juvenile Detective Jeff Humphrey and Deputy Brian Lauer- Sheriff’s Office NOTICE Commissioner Fund made a motion to approve Notice Agenda item one. Commissioner Grose seconded the motion. 1. Notice: Approving the temporary closure of Chandler Road to all through traffic from August 5, 2013 through September 6, 2013. Resolution No. 13-416 Rod Lakey, Public Works, stated Replacement of a culvert located at mile post 2.5 on Chandler Road will necessitate closing the road between Leudinghaus Road and Elk Creek Road to through traffic during the period of work. The closure will be from August 5, 2013 to September 6, 2013, starting at 7:00 A.M. on the first day of closure and ending 5:00 P.M. on the last day of the closure. The road will be open from either side up to the point of closure and there are alternate routes around the area of closure. The 2 Public Works Department will post the required advisory signs on both sides of the closure, and will notify 911 Communications and the local fire department of the closure. Motion Carried 3-0 CONSENT Commissioner Grose made a motion to approve the Consent Agenda items two through six. Commissioner Fund seconded the motion. 2. Resolution No. 13-417 Approval of warrants and payroll for payment. Commissioner Grose stated this Resolution approves 101 regular warrants in the amount of $196,903.25 and 4 special purpose warrants in the amount of $1,042.67 for a total payment again the County in the amount of $197,945.92. This Resolution also approves 253 payroll warrants dated July 19, 2013 in the amount of $232,372.00 3. Resolution No. 13-418 Approval of a Federal Aviation Administration (FAA) Grant for airport improvements at the Chehalis-Centralia Airport. Chairman Schulte stated this is an Airport grant offered by the FAA for runway work and to build a garage for their snowplow at the Chehalis Centralia Airport. 4. Resolution No. 13-419 Call for a special election on November 5, 2013, for the purpose of submitting to the affected voters the determination of whether or not the City of Toledo shall join and be annexed to the Timberland Regional Library. Commissioner Grose stated this Resolution if for a call of special election for the City of Toledo. The City of Toledo would like to become a part of the Timberland Library system so they have submitted an application as part of their steps in getting the Library to come to Toledo. It is the Commissioners obligation to approve a special election to provide for that process to take place. Rick Homchick, TRL Business Manager, stated they are submitting this request for the City of Toledo can be a part of the Timberland Regional Library. This will be in conjunction with the general election and we are very excited to get the City of Toledo an opportunity to become part of the Library. 5. Resolution No. 13-420 Restricting outdoor burning in unincorporated areas of Lewis County. Lee Napier, Director of Community Development, stated this Resolution is related to the restriction of outdoor burning in Lewis County. This restriction did take effect at 12:00 am this morning. This restriction was based on monitoring over the last few weeks and we felt it was appropriate to enact this at the end of the weekend. 3 6. Resolution No. 13-421 Approval of a Federal Aviation Administration (FAA) Grant and Washington State Department of Transportation (WSDOT) for the South County Airport’s Master Plan Update. Lee Napier, Director of Community Development, stated working with a consultant, a Planning Advisory Committee and FAA and WSDOT Aviation Division, the department will update the airport master plan for the Ed Carlson Memorial Field-South Lewis County Airport. The last master plan update was published in 2002. Furthermore, this process will update the Airport Layout Plan to show any facilities constructed more recently and not reflected on the current Airport Layout Plan and incorporate the county’s long-term development plans. The master plan update will serve at the county’s strategy for development of the airport for the planning period and beyond. This project will utilize that baseline information published in 2002 and create the strategy for development and improvement for the next 20 years. This resolution will approve acceptance of the grant offer by the Board of County Commissioners and authorize the Director to execute the grant offers and sign on behalf of the County. Motion Carried 3-0 Hearing Hearing: Open Space Chairman Schulte announced the hearing as asked for Staff Report Diane Dorey, Assessor, stated she is here this morning to talk about eight parcels and eight owners that would like to transfer from Open Space Farm and Agriculture classification into Farm and Agriculture Conservation. This is the same type of program that they are currently in without the expectation of having to prove income for up to ten year. This program allows people, who have traditionally been farming but can no longer farm, to figure what they are going to do with their property. Dan Chesley, stated, when he purchased the property it was a foreclosure piece of property in 2008 and he did not fully understand the farm classification. He needs this property to go into conservation because otherwise he would have to get out of farming. He asked how it works after ten years. Diane Dorey stated at the end of ten years you either have to go back into Open Space Farm and be able to prove your income or you have to come out of the program and pay the back penalty and taxes for the last seven year. If you sold the property the new owner would have an opportunity to decide if they want to be involved in this. If they don’t then you would have to remove it from the program at that point or they sign to continue on in the program and they accept what you have created. Ron Averill, Centralia stated in the last legislature this ten year rule came up and was predominantly meant for older people who couldn’t farm their land anymore. This would 4 allow them to stay on the land. He stated he understood that these ten years could be renewed. Diane Dorey stated that didn’t actually get enacted in the law and DOR gave an opinion through there AGO that said County through there County Ordinance can institute up to ten years. Chairman Schulte asked if there were any other questions. There were none. He closed the question and answer portion of the hearing and opened the formal hearing. Diane Dorey asked that her previous comments be adopted into the record. Chairman Schulte asked if there was anyone who wished to speak. There were none. He closed the formal hearing and asked for a motion. Commissioner Fund made a motion to approve the Resolution No. 13-422. Commissioner Grose seconded the motion. Resolution 13-422: Approval of Open Space Designation and Assessed Value Reduction for Properties and Property Owners. Motion Carried 3-0 There being no further business, the Commissioners’ public meeting adjourned at 10:31 a.m. on July 22, 2013.
