2013-10-14 Board Meeting Minutes 1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES October 14, 2013 The Board of County Commissioners for Lewis County, Washington, met in regular session on Monday, October 14, 2013 at 10:00 a.m. Commissioners Bill Schulte, Edna J. Fund, and F. Lee Grose were in attendance. Chairman Schulte determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Grose moved to approve the minutes from the 10:00 a.m. meeting held on Monday, October 7, 2013. Commissioner Fund seconded the motion. Motion Carried 3-0 Public Comment Bob Guenther, Chehalis, stated he lives across the road from the Fire Mountain Farms. Recently the BOCC received pictures from Bill Teitzel of a bio solids inundation of State Route 508. They put an application on top of the ground and Department of Ecology came down and looked at the application and said it was a good application but right after that there was an inundation of more material estimated 3 to 4 inches deep lying on top to the ground. He suggests testing the wells downstream and would ask the BOCC to warn the people on the Forest Napavine Road. This is a bio solids dump; it is not a farming operation for the beneficial use of bio solids. CONSENT Commissioner Fund made a motion approve Consent Agenda items one and two. Commissioner Grose seconded the motion. 1. Resolution No. 13-492 Approval of warrants for payment. Commissioner Grose stated this Resolution approves 2 special purpose warrants in the amount of $74.90 and 92 regular warrants in the amount of $1,071,410.16 for a total payment against the County in the amount of $1,071,485.06. This Resolution also approves 208 Payroll/Benefits warrants and 452 automatic deposits dated October 4, 2013 for a total payment against the County in the amount of $3,323,941.13. 2. Resolution No. 13-493 Approving a contract with the Lewis County Shelter Program to provide assistance to individuals who are homeless. Danette York, Director of Health and Social Services, stated this approves a contract between Lewis County and Lewis County Shelter Program to provide assistance to individuals who are homeless from July 1, 2013 through December 31, 2013. This contract provides funds for Lewis County Shelter Program to provide services to homeless and at-risk persons by assisting them with rental assistance, utility assistance, and essential needs. These are Medical Care Service recipients determined by DSHS who live in Lewis County. These funds will be used according to Department 2 of Commerce Housing and Essential Needs Grant guidelines. The Housing and Essential Needs Grant (HENG) is one of the programs created by Engrossed Senate House Bill 2082 that terminates Washington State Disability Lifeline Program. These funds are awarded to Counties to be distributed to homeless housing agencies. The total budget for the contract is $199,134.00. Motion carried 3-0 There being no further business, the Commissioners’ public meeting adjourned at 10:18 a.m. on October 14, 2013.
