BOARD MEETING MINUTES
AUGUST 6, 2012
The Board of County Commissioners for Lewis County, Washington met in regular
session on Monday, August 6, 2012 at 10:00 a.m. Commissioners F. Lee Grose, Bill
Schulte and Ron Averill were in attendance. Chairman Grose determined a quorum,
called the meeting to order and proceeded with the flag salute. Commissioner Averill
moved to approve the minutes from the 10:00 a.m. meeting held on Monday, July 30,
2012. Commissioner Schulte seconded the motion.

CONSENT
Commissioner Schulte moved to approve Consent Agenda items one through four.
Commissioner Averill seconded the motion. Candace Hallom, Administrative
Assistant, read the items into the record.
1. Resolution No. 12-254 Approval of warrants and payroll for payment.
Commissioner Averill stated this Resolution approves 270 warrants issued by the
Auditor’s Office totaling $784,211.25. Also approves 449 automatic deposit checks
totaling $1,252,849.65; and, 171 payroll warrants for net pay, and 62 payroll warrants
for benefits/deductions for a total of $3,235,620.01.
2. Resolution No. 12-255 Calling for a special election on November 6, 2012, for
the purpose of submitting to the affected voters of the determination of
whether or not the City of Morton shall join and be annexed to the Timberland
Regional Library.
Commissioner Averill stated this Resolution approves a call for a special election to
be held in the City of Morton in the November 6 General Election providing the citizens
of Morton the opportunity to vote on the annexation of the City of Morton into the
Timberland Regional Library (TRL) District, and authorizes the Lewis County Auditor to
place the measure on the November 6 ballot. Pursuant to Revised Code of Washington
(RCW) 27.12.360 the City of Morton has passed an ordinance stating the City’s intent to
join the TRL and finding that the public interest will be served thereby. The Timberland
Regional Library Board has accepted the City of Morton’s request for annexation. The
Lewis County Auditor shall provide notice of the election. No persons shall be entitled
to vote at this election unless he or she is a qualified elector within the boundaries of the
City of Morton. If a majority of persons voting on the annexation proposition vote in
favor of annexation, the City of Morton shall be annexed to and constitute a part of the
TRL effective as provided by law.
Chairman Grose stated he received a call this morning and there is some concern that
this Resolution does not include provision for a Library Building in the City of Morton.

John Braun, Timberland Regional Library, stated he thinks the concern is whether or
not we can make the promise to provide a facility in Morton. We are not allowed to
make that promise. What is being voted for is being part of the district. Any facilities or
lodging agreements in the placement of the library is a separate matter. We are
committed to a service point in Morton but there is a lot of work that is required before
that can happen, first you have to be part of the district.
Chairman Grose stated he thinks the concern is that they will be taxed for the district
but not have a library.
John Braun stated we cannot go further without being part of the district. It’s a difficult
situation because people will have to believe that we will work in good faith to provide
service to them. Once they are part of the district then we will do a re-occurring Service
Point Analysis.
Chairman Grose stated our role is putting this on the ballot, whatever the people of the
City of Morton decide to do with that ballot measure is entirely up to them.
Commissioner Averill stated one of the big things is they currently are not members of
the system which means if they want to get support from the library it is at high cost
around $84.00 per year. When and if they join the district their tax will be around
$38.00 per year and they will be able to borrow from all Timberland Library locations.
3. Resolution No. 12-256 Approving a lease with the Centralia School District for
use of a radio communication site on Crego Hill.
Larry Unzelman, Real Estate Services Manager, stated Lewis County has leased a
radio communications site from the Centralia School District since 1975. The proposed
five year lease will replace the current lease which expires on October 31, 2012. The
five year lease will run through October 31, 2017. The terms of the lease are
unchanged except the monetary compensation which has been adjusted from
$3,120.00 to $3,429.00. The adjustment is based upon the CPI change over the past
five years.
4. Resolution No. 12-257 Approving the third supplemental Personal Service
Agreement between WEST Consultants, Inc.
Robert Johnson, Director of Community Development, stated in the last number of
weeks there has been a number of Personal Service Agreements (PSA) for services to
the Flood Authority. This is the last of those contracts that the Flood Authority reviewed
and authorized. Initially, there was an attempt in the contract to provide some operation
and maintenance of the flood gages. This contract extends the contract for
development and installation of a flood early warning system in the Chehalis Basin. The
majority of that work was done and the Flood Authority reviewed a proposal for
providing some maintenance and operation money. The funding is through the Office of

Financial Management (OFM) and unfortunately the early warning system is something
the State cannot fund through the capital money. This agreement allows the
continuation of the original contract and the second supplemental, allowing them to
install two additional gages to do testing and monitoring for one year. This is funding
that is already in the fund 122 budget and is accounted for in the OFM contract with
Lewis County.
Commissioner Averill stated the State can fund this just not through the Capital
Budget. Because we are acting as fiscal agent of the Flood Authority we have chosen
to put this on the agenda.

There being no further business, the Commissioners’ public meeting adjourned at 10:20
am on August 6, 2012. The next public meeting will be held Monday, August 13, 2012,
at 10:00 a.m.
