BOARD MEETING MINUTES
September 17, 2012
The Board of County Commissioners for Lewis County, Washington met in regular session
on Monday, September 17, 2012 at 10:00 a.m. Commissioners F. Lee Grose, Bill
Schulte, and Ron Averill were in attendance. Chairman Grose determined a quorum,
called the meeting to order and proceeded with the flag salute. Commissioner Schulte
moved to approve the minutes from the 10:00 a.m. meeting held on Monday, September
10, 2012. Commissioner Averill seconded the motion.

PUBLIC COMMENT
Chairman Grose asked for public comment and there was no comment.
NOTICE
Commissioner Averill moved to approve Notice Agenda item one. Commissioner
Schulte seconded the motion. Candace Hallom, Administrative Assistant, read the item into
the record.
1. Notice of Hearing: Regarding the adoption of the Lewis County Preliminary
Budget for 2013. Hearing will be held on or after 10:00 am on Monday, October 1,
2012. Resolution No. 12-293
Dawna Truman, Budget Director, stated this is a notice of a public hearing on the
preliminary budget for 2013. The Notice of Hearing will be published in The East County
Journal on September 19th & 26th and will be published in The Chronicle on September 20th
& 27th. Copies of the 2013 Preliminary Budget will be available after September 26th at the
East County Campus of the Centralia College in Morton, Centralia College in Centralia,
Packwood, Salkum, and Chehalis Timberland Libraries, and in the Historical Courthouse
Budget Office. The BOCC will meet on October 1, 2012 on or after 10:00 am for the
purpose of taking public comment on and adopting the Preliminary Budget for 2013.
Commissioner Averill stated this is a preliminary budget and is the starting point. This
allows the public an opportunity to comment on the budget as we work through the process
of establishing what will be the final budget.

CONSENT
Commissioner Schulte moved to approve Consent Agenda items two through six.
Commissioner Averill seconded the motion. Candace Hallom, Administrative Assistant,
read the items into the record.
2. Resolution No. 12-294 Approval of warrants for payment.

Commissioner Averill stated this Resolution approves 11 Special Purpose warrants
(Vader Water System) for $12,960.69 and 207 warrants issued by the Auditor’s Office for
$1,155,320.21, totaling $1,168,280.90.
3. Resolution No. 12-295 Consenting to the termination of the Washington Counties
Insurance Pool (WCIP).
Commissioner Schulte stated this Resolution comes after a year where claims greatly
exceeded premiums and reserves. In discussion with the State Director of Insurance, the
determination and decision was made to terminate the pool. This program was voted to
discontinue at the end of last year but there were still funds out that exceeded assets so
those funds had to be paid off. That process will be completed by December. If 75% of the
members of the pool concur and vote to terminate the pool then it will be officially dissolved.
4. Resolution No. 12-296 Approving an easement to the Qwest Corporation for
telecommunication facilities.
Tim Elsea, Director of Public Works, stated the County’s current Koontz Road
reconstruction project requires Qwest Corporation to move their existing
telecommunications facilities along the road to make room for the widened roadway. The
County owns a small triangular shaped parcel at the corner of Koontz Road and Woodard
Road. Qwest is requesting that the County grant them a 5 foot wide easement on this parcel
along Koontz Road for relocation of their telecommunications facilities. The County would
retain the right to use the property for uses that do not interfere with the telecommunications
facilities. Qwest has offered to pay $380.00 for the easement. The County recently granted
an easement to Lewis County PUD over this same area for the same price.
5. Resolution No. 12-297 Approving an inter-agency agreement with the Seattle
Department of Transportation.
Tim Elsea, Director of Public Works, stated RCW 39.34 and RCW 47.28.140 permits
governmental entities to contract between each other for bridge inspection duties. Lewis
County has an occasional need of inspection services of various bridge sites throughout
Lewis County for the purpose of safety and maintenance. Seattle Department of
Transportation (Seattle DOT) has the capability of providing the staff and equipment for
these inspection services. Seattle DOT will provide one Under Bridge Inspection Truck
(UBIT), one qualified driver, one qualified operator for the UBIT and a Sr. Civil Engineer for
fracture critical inspection. Lewis County will provide the bridge co-inspector, as well as
provide for traffic control flagging or allow the temporary closing to traffic if necessary. The
bridge inspections are expected to begin in October, 2012 and be completed by November,
2012. Lewis County has identified bridge #93 Ferrier Bridge MP 3.49 and bridge #117
Thompson Bridge MP 0.55 to be inspected and estimates the inspections to cost
approximately $5,952.00. It appears to be in the best public interest to authorize the
execution of the Interagency Agreement in order to allow Lewis County to request Seattle
DOT personnel to inspect bridges on Lewis County roads for the purpose of safety and
maintenance. Seattle DOT shall be reimbursed for all actual costs incurred for this project,
including all engineering, clerical, administrative, inspection services, materials, and annual
administrative overhead costs.

6. Resolution No. 12-298 Approving and inter-agency agreement with the
Washington State Office of Financial Management.
Tim Elsea, Director of Public Works, stated the Washington State Office of Financial
Management (OFM) has funding available through the Jobs Now Program for regionally
significant projects that offer broad based community benefits. The Chehalis River Basin
Flood Authority (Flood Authority), of which Lewis County is a founding member,
unanimously supported the Chehalis-Centralia Airport Levee Improvement Project (Airport
Levee) for this OFM funding opportunity at their special teleconference meeting on July 13,
2012. The OFM approved this request and obligated $1,239,829.00 with 0% match for the
Chehalis-Centralia Airport Levee Improvement Project. Lewis County proposes to be the
Lead Agency for the Airport Levee Project. The proposed Resolution will allow Lewis
County and the Washington State Office of Financial Management to enter into an
Interagency Agreement. This Agreement will become effective upon OFM Deputy Director
signature and will expire on June 30, 2013. The County shall provide services and staff,
and otherwise do all things necessary for or incidental to the performance of work,
described as expanding the inside width of the existing levee without increasing levee
elevation or causing any measurable adverse impact or effect.

There being no further business, the Commissioners’ public meeting adjourned at 10:15 am
on September 17, 2012. The next public meeting will be held Monday, September 17, 2012,
at 10:00 a.m.
