2011-09-06 Board Meeting Minutes 1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES September 6, 2011 The Board of County Commissioners for Lewis County, Washington met in regular session on Monday, September 6, 2011 at 10:00 a.m. Commissioners Ron Averill, P.W. “Bill” Schulte, and F. Lee Grose were in attendance. Chairman Averill determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Grose moved to approve the minutes from the 10:00 a.m. meeting held on Monday, August 29, 2011. Commissioner Schulte seconded the motion. Motion Carried 3-0 CONSENT Commissioner Schulte made a motion to approve Consent Agenda items one and two. Commissioner Grose seconded the motion. Candace Hallom read the items into the record. 1. Resolution No. 11-294 Approval of Warrants and Payroll for payment. Chairman Averill stated this approves 219 warrants issued by the Auditor’s Office for $878,784.48. Also, approves 421 automatic deposits, 270 warrants for County Net Pay, and 63 warrants for County Benefits & Employee Deductions for a total of $3,255,817.60. 2. Resolution No. 11-295 Acceptance of the Flood Authority recommendation for a contract for hydraulic modeling of the Chehalis River Robert Johnson, Community Development, stated this Resolution authorizes a personal service agreement between Lewis County, acting as the fiscal agent for the Chehalis River Basin Flood Authority, and Watershed Science & Engineering (WSE), Seattle, Washington, to update the hydraulic modeling for the Chehalis River from Grand Mound to the mouth of the River, for flood mitigation purposes. House Bill 2020 set aside $1.32 million in the state budget for the Flood Authority for the 2012/2013 biennium. One of the projects specifically funded in the budget is hydraulic modeling for the lower Chehalis River Basin. The Flood Authority published a request for qualifications in the Chronicle and in the Daily Journal of Commerce and statements of qualification were received and opened at the BOCC meeting on August 8th. The statements were reviewed by a team, including state agency representation, headed up by SBGH-Partners, and a recommendation was made to the Flood Authority Executive Committee to interview three consultants firms: West Consultants, Inc., Bellevue, Washington Northwest Hydraulic Consultants, Seattle, WA Watershed Science & Engineering, Seattle, WA The three firms were interviewed on Friday, August 26th by members of the Flood Authority Executive Committee, state agency and Flood Authority member staff and other interested parties. The interviewers scored each interviewee and SBGH-Partners tabulated the score 2 and forwarded them to the Executive Committee who reviewed the interview results and selected WSE. Following selection, SBGH-Partners facilitated negotiations on a scope of work consistent with the tentative scope of work approved by the Flood Authority, with a cost for such services not to exceed $400,000.00. The Flood Authority Executive Committee reviewed the proposed personal services agreement and the attached contract with WSE, and recommended that WSE be approved by the Lewis County Board of County Commissioners and that contract negotiations should commence immediately, not to exceed $400,000.00 total cost. This Resolution will authorize the preparation of a final contract to be signed by the Director of Community Development on behalf of Lewis County, acting as the fiscal agent for the Flood Authority. The period of performance under this contract will be from the date of signing of the contract through February 29, 2012 at which time the hydraulic model consistent with the scope of work shall be complete. Chairman Averill stated since they are using West Consulting for part of this project and West already has a contract with the CORP of Engineers he does not want to see them double dipping. Robert Johnson stated he spoke to Scott on this and it is expected that we will get something less than the $400,000.00. George Kirpatrick, Thurston County, asked if this contract will include 70 mph winds, flooding, and tide flow. Chairman Averill stated it does include the tide flow but that portion is being done by the Corps of Engineers. Motion carried 3-0 There being no further business, the Commissioners’ public meeting adjourned at 10:23 am on September 6, 2011.
