2011-08-29 Board Meeting Minutes 1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES August 29, 2011 The Board of County Commissioners for Lewis County, Washington met in regular session on Monday, August 29, 2011 at 10:00 a.m. Commissioners Ron Averill, P.W. “Bill” Schulte, and F. Lee Grose were in attendance. Chairman Averill determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Grose moved to approve the minutes from the 10:00 a.m. meeting held on Monday, August 22, 2011. Commissioner Schulte seconded the motion. Motion Carried 3-0 NOTICE Commissioner Schulte made a motion to approve Notice Agenda item one. Commissioner Grose seconded the motion. Proclamation: Proclaiming September as “NOAA Weather Radio Month”. Chairman Averill read the Proclamation into the record and stated this proclaims the month of September as “NOAA Weather Radio Month,” in cooperation with the Sheriff’s Office Division of Emergency Management and the Washington State Emergency Management Department. The Board of County Commissioners encourages all citizens to increase their knowledge and awareness of the benefit and use of NOAA Weather Radios before, during and after a natural or man-made disaster. Ross McDowell, Emergency Management, stated this will be a cooperative effect between Lewis County Sheriff’s Office Division of Emergency Management and the Washington State Emergency Management to push the importance of being prepared. We are pushing a change from a three day to a five day preparedness so people get a little extra. Through the Emergency Management Performance Grant (EMPG) we were able to obtain approximately 200 NOAA weather radios to give to those who live near rivers. We are doing this through our river watcher program. CONSENT Commissioner Grose made a motion to approve Consent Agenda items two through eleven. Commissioner Schulte seconded the motion. Candace Hallom read the items into the record. 1. Resolution No. 11-284 Approval of warrants for payment. Chairman Averill stated this approves 10 Special Purpose Warrants (Vader Water System) for $1,368.33; and, 191 warrants issued by the Auditor’s Office for $662,379.64, for a combined total of $663,747.97. 2 2. Resolution No. 11-285 Accepting a grant agreement with the WA State Military Department for the 2011 FEMA Management Performance Grant. Ross McDowell, Lewis County Sheriff’s Office, stated this grant comes through the Department of Homeland Security and provided emergency management with additional fund to enhancement our Emergency Management Program equipment and training. This is one of the grants that has not been cut this year. The grant is in the amount of $52,920.00. The grant will run from October 1, 2011 through June 30, 2012. We have used this funding in the past for equipment needed for the Emergency Operations Center. We are also looking at an alternate operation center so that we have a secondary site. We are also looking at incorporating additional training to include mass fatality training. 3. Resolution No. 11-286 Authorizing an application for grant funding for airport improvements at the Chehalis/Centralia Airport with the FAA. Allyn Roe, Airport Manager, stated the airport is eligible for the Federal Aviation Administration Program call the Airport Improvement Program. This entails $150,000.00 of funding annually for which the airport is eligible. Funding for this program is generated through ticket sale on commercial airlines. This funding is used for the airport infrastructure. This funding is on a reimbursement level and will be used for equipment that we have already purchased. Using a $20,000.00 carry-over the Airport will spent $170,000.00 to install perimeter fencing and to acquire snow removal equipment, including a plow truck. 4. Resolution No. 11-287 Bid award for the 2011 Snow Sand Proposal. Tim Elsea, Public Works Director, stated an invitation to Bid was issued by Public Works on July 29, 2011 for the Lewis County 2011 Snow Sand Proposal per our small works process adopted via Resolution 11-016. Project notifications were sent via email and fax to all companies on the small works roster-rock crushing category. This proposal gave each company the opportunity to bid on material supply at 8 different locations. Each location was a standalone bid and each company had a chance of being awarded one or more of the sites. As per RCW 36.32.256, haul distance for County forces shall be factored into the submitted bids to determine which vendor is truly the lowest price to the County. Public Works received 4 responsive bids for this project on August 16, 2011 with the following low bid results (after factoring in County haul cost). Resolution No. 11-288 Approving a road use permit to Lewis County from ORM Timber Operating Company II for access to a radio repeater site on Hopkins Hill. Tim Elsea, Public Works, stated the County’s Hopkins Hill radio repeater site is located on property owned by Longview Timber. The access road to reach the site crosses lands owned by ORM Timber Operating Company II, LLC. ORM has agreed to grant the County a permit to use their existing road for a five year period for $2,000.00. The previous use permit was with Rayonier Timberlands Operating Company, who was the owner at that time, and expires August 31, 2011. The repeater site is used by Lewis County for its radio communications. The site has been used by the County for many years. The lease for the radio repeater site was recently renewed with Longview Timber for an additional five years. The County has subleased the site and access to Washington State Department of Transportation and Washington State Department of Natural Resources and plans are to continue with this practice. New agreements will be entered into with these State Departments. 6. Resolution No. 11-289 Imposing a burn ban on all lands regulated by Lewis County. Robert Johnson, Director of Community Development, stated ratifies a discontinuance and restriction of outdoor burning imposed by the Building Official/Fire Marshal (as determined by fire-hazard conditions in the judgment of the Building Official/Fire Marshal), consistent with adopted guidelines and coordinated to coincide with Department of Natural Resources burn ban and closures. Fire districts in Lewis County have been notified. Currently, the conditions are approaching those that would suggest that a discontinuance and restriction on outdoor burning is appropriate. The Lewis County Fire Marshal implemented and imposed burn restrictions at 12:01 a.m. on August 24, 2011. Conditions indicate that a discontinuance and restriction on outdoor burning is necessary. Action today is to ratify the fire marshals imposition of that burn ban. It will remain in effect until such time as the moisture content of the heavy fuels goes above 19 percent at which time the Board will take action to lift the imposition of restrictions. Commissioner Averill stated people can burn recreational fires as long as they are in an authorized UL container or recreation area. 7. Resolution No. 11-290 Final approval of “Hideaway Estates-Phase I” subdivision. Lynn Deitrick, Community Development, stated this is a final plat for 18 lots of a 42 lot subdivision. The general location is south of Packwood, south on Snider Road, and east on Hideaway Estates. The BOCC approved the preliminary a subdivision through Resolution No. 09-307 on August 31, 2009. This subdivision has been reviewed by all Departments. Chairman Averill stated this particular subdivision started in 2009. One of the areas our County has been most impacted has been in construction so to approve a plat and possibly get 18 new units in Packwood is good for the economy and hopefully others will follow. 4 Commissioner Grose stated this development is going to be a high end development in Packwood. These lots are on the east side of Highway 12. There are lots that have a great view of Mt. Rainier and the lots are served by the Packwood W ater System. This has been in the works for quite a while and he thanks those involved in getting this project approved. 8. Resolution No. 11-291 Authorizing an emergency purchase of a gas boiler for the Lewis County Jail. Michael Strozyk, Director of Central Services, stated this is declaring an emergency in dispensing with the normal bidding requirement and selecting a vendor to provide a replacement of a gas boiler in the Lewis County Jail. On August 20, there was a failure to the gas boiler which provided hot water to the old jail effecting around 100 inmates. We made some temporary repairs to get them a little warm water. Normal bidding process on the small works roster would have left this out on bid for two weeks which would have left around 100 inmates without significant hot water for personal hygiene for around three weeks. A bid has been awarded in the amount of $19,754.00 to our normal boiler vendor that we use for repairs. On Monday of last week the boiler was ordered and it is being plumbed in today. 9. Resolution No. 11-292 Approving a contract with the Lewis County Shelter Program. Danette York, Director of Health and Social Services, stated this contract extends the current McKinney program for the fiscal year May 1, 2011 to April 30, 2012. Nine families will be placed in scattered site leased single-family houses and apartments. Grant funds will be used to lease properties, operate the housing, and pay the salary of one full-time equivalent position providing outreach and case management services. Budget: Billable Leasing Costs $53,011.00 Including utility costs where applicable Billable Supportive Services $40,668.00 Billable Operations costs $10,051.00 Administration $2542.00 Grand Total $106,272.00 10. Resolution No. 11-293 Establishment of a Chemical Dependency-Mental Health- Therapeutic Court Sales Tax Advisory Board and appointing members. Chairman Averill explained the tax and stated this resolution approves establishment of a Chemical Dependency – Mental Health – Therapeutic Court (CD-MH-TC) Sales Tax Advisory Board (IAW Lewis County Ordinance 1224) to make recommendations to the Lewis County Board of County Commissioners concerning the use of the proceeds of the tax and to provide advice concerning the prioritization, selection, and evaluation of programs funded by this tax.
