BOARD MEETING MINUTES
February 1, 2010
The Board of County Commissioners for Lewis County, Washington met in regular
session on Monday, February 1, 2010, at 10:00 a.m. COMMISSIONERS P.W.
SCHULTE and RON AVERILL were in attendance. Commissioner Grose was absent.
Chairman Schulte determined a quorum, called the meeting to order and proceeded
with the flag salute. Commissioner Averill moved to approve the minutes from the
10:00 a.m. meeting held on Monday, January 25, 2010. Chairman Schulte seconded
the motion.

Notice
Commissioner Averill made a motion to approve Notice Item one. Chairman Schulte
seconded the motion. Candace Hallom, Interim Clerk of the Board read the items into
the record.
1. Proclamation: Proclaiming February 1-7, 2010 as “Toastmasters Week”.
Chairman Schulte read the proclamation into the record.
Edna Fund, Vice-President of Public Relations for the Centralia Chehalis Mighty
1290 Toastmasters Club stated this is one of the oldest clubs in the State of
Washington and she would like to invite anyone who would like to participate in this club
to come from 12:00 pm to 1:00 pm every Monday in the Centralia College Board room.

Consent
Commissioner Averill made a motion to approve Consent Items two through seven.
Chairman Schulte seconded the motion. Candace Hallom, Interim Clerk of the Board
read the items into the record.
2. Resolution No. 10-032 Appointment of members to the 2010 Distressed
Counties Committee/Rural Economic Public Facilities Advisory Committee.
Commissioner Averill noted we have Distressed County funds also known as .09
funds, for a Rural County that had been impacted economically. W e are allowed to draw
these funds. There is a committee that we appoint that is called the Lewis County
Distressed County Fund or Rural Economic Public Facilities Advisory Committee. It has

become practice to reappoint this committee every year as there is a form to share the
wealth on who sits on the Committee between the County, Cities of Centralia and
Chehalis, the two Ports, and the small towns within the County. This year’s Board will
consist of F. Lee Grose, Lewis County, Harlan Thompson, City of Centralia, Spencer
Nichols, City of PeEll, Dave Linder, East Lewis County PDA, Daryl Lund, Port of
Chehalis, and Dick Larman, Lewis County Economic Development Council.
3. Resolution No. 10-033 Appointment of Commissioners to the Timberland
Regional Support Network Governing Board.
Commissioner Averill stated Lewis County is a member of the Timberland Regional
Support Network. This particular network includes Lewis, Pacific, and Wahkiakum
Counties. Principally, the support network provides for the funding for mental health
issues and providers that provide services to mental health patients within the three
jurisdictions. The Cascade Mental Health clinic is the primary provider in Lewis County.
Over the last couple of years Donna Karvia has been representing Lewis County on this
Board and unfortunately she has requested to resign from the Board and so this
resolution appoints Commissioner Averill to the Governing Board and appoints
Commissioner Grose as the alternate.
4. Resolution No. 10-034 Appointment to the Pacific Mountain Workforce
Development Council.
Commissioner Averill stated the Pacific Mountain Workforce Council has existed for
some time although it has evolved over the years. There is a consortium of five counties
that make up the council and oversee the Workforce Development Programs. The five
Counties included are: Grays Harbor, Lewis, Mason, Thurston, and Pacific. Lewis
County currently has six appointees to this council, one of whose term recently expired.
Dr. Jim Walton, President of Centralia College, desires to be reappointed to the Work
Force Development Council. This resolution appoints Dr. Walton to another three year
term.
5. Resolution No. 10-035 Approving a MOU with Catholic Community
Services.
Danette York, Director of Public Health & Social Service stated this resolution
approves a memorandum of understanding between Lewis County and Catholic
Community Services. Lewis County transitioned Senior Services for Lewis County
including the Nutrition, Transportation, and Enrichment Senior Programs to Catholic
Community Services of Western Washington effective January 1, 2010. The County
chose to retain one individual as a sight leader for Senior Services to remain employed
with the County for a limited time period. This memorandum of understanding ratifies
that agreement between Lewis County and Catholic Community Services. This
individual will remain employed through the County through February 26, 2010. We will
pay her salary and benefits and Catholic Community Services will reimburse us.

Commissioner Averill noted that the reason we are doing this is because this
individual was within several weeks of vetting for retirement privileges and we
would have cut her off short of that and she would have been ineligible. This
allows us to keep her on the books until she receives her retirement eligibility and
then she will be turned over to Catholic Community Services.
6. Resolution No. 10-036 Approving a Local Agency Standard Consultant
Agreement with the Transpo Group, Inc.
Rod Lakey, Public Works stated this resolution is a request for qualification for
professional services to provide technical assistance in support of a Lewis County
Transportation Impact Fee ordinance. This RFQ was made on October 9, 2009. A
selection committee reviewed proposals from three firms and the Transpo Group met
the minimum qualification. This resolution is a recommendation for the Transpo Group
to provide services at a cost not to exceed $107,403.29 and to be completed by
December 31, 2010. This work will help Lewis County decided if impact fees will be
implemented.
Commissioner Averill noted there has been some pressure by a number of groups to
impose impact fees in Lewis County. In addition to this, which is looking at
Transportation impact fees, about five of the school districts have been before our City
Councils and the Lewis County Commission asking school district for impact fees. In the
recent change in the Growth Management Plan we adopted their Capital Facilities plan
part of which has impact fees. It is a decision that he believes Lewis County is going to
have to look at and make a determination whether they want to adopt those fees or not.
For some time we have been looking at a fully contained community out on Middlefork
Road called Birchfield. Under present law the only way we can collect any impact for
that development is to pose impact fees. So the County is being pushed into a position
of looking into the impact fees. There are several options of impact fees and one of the
reasons we have commissioned this study is to help us understand what options there
are for transportation. This is an issue that we need more information on, so as we
continue to receive pressure we can make decisions on what is the best way for Lewis
County to go.
7. Resolution No. 10-037 Authorizing the acquisition of additional right of
way for Meade Hill Road.
Rod Lakey, Public Works stated this is part of the Countywide Miscellaneous Safety
and Guardrail project listed as priority number 4 on the Lewis County adopted 2010-
2015 Six Year Transportation Improvement Program. An opportunity has emerged to
purchase a right of way on a significant 90 degree curve on Meade Hill Rd. and the
owner has offered to sell the property to the County. This resolution would grant Public
Works the authority to acquire the additional right of way.

There being no further business, the Commissioners’ public meeting adjourned at
10:18 am, on February 1, 2010. The next public meeting will be held Monday, February
8, 2010, at 10:00 a.m.
