BOARD MEETING MINUTES
August 30, 2010
The Board of County Commissioners for Lewis County, Washington met in regular
session on Monday, August 30, 2010, at 10:00 a.m. COMMISSIONERS P.W.
SCHULTE, RON AVERILL and F. LEE GROSE were in attendance. Chairman
Schulte determined a quorum, called the meeting to order and proceeded with the
flag salute. Commissioner Averill moved to approve the minutes from the 10:00
a.m. meeting held on Monday, August 23, 2010. Commissioner Grose seconded
the motion.
Motion carried 3-0
NOTICE
Commissioner Grose made a motion to approve Notice Item one. Commissioner
Averill seconded the motion. Commissioner Averill read the Proclamation into the
record.
1. Proclamation: Proclaiming September as “NOAA Weather Radio Month”
Commissioner Grose stated he uses his NOAA Radio during weather related events
because it is more accurate than the news on the radio or on TV. These radios are
available in many different retail stores.
Commissioner Averill noted that Stacey Brown was in the audience for the Sheriff’s
Office.
Motion carried 3-0
CONSENT
Commissioner Averill made a motion to approve Consent Agenda items two
through six. Commissioner Grose seconded the motion. Karri Muir, Clerk of the
Board read the items into the record.
2. Resolution No. 10-214 Approval of warrants for payment.
Commissioner Averill stated this resolution approves 237 warrants issued by the
Auditor’s Office for a total of $1,807,538.12.
3. Resolution No. 10-215 Approving a contract with Reliable
Enterprises.

Michaelle Sorlie, Social Services, stated this contract between Lewis County and
Reliable Enterprises is to provide funding for a project outlined in the ten year plan to
reduce homelessness. This will be used for an employment program for homeless
persons. Lewis County has been collecting money for the local homeless reduction
plan since 2005. Lewis County has an active plan in place, as well as policies and
procedures to distribute these funds. Local money must be expended in order to
apply for state funds. A RFP was released and applications were received. The
Affordable Housing Network has reviewed the request and suggests funding of this
project. This contract is now submitted for approval. Funding will come from monies
already collected in accordance with RCW 43.185C, recording fees collected by the
Auditor’s Office. This is a competitive grant and any further requests for funding will
be made available annually.
Commissioner Averill asked if this money comes from recording fees in the
Auditor’s Office.
Ms. Sorlie stated it is for recordings for predominately real estate transactions.
Commissioner Averill stated that money goes into this fund which is designated
specifically for this funding. The money collected is around $150,000.00 to
200,000.00 per year.
Ms. Sorlie stated it was per RCW 43.185C and the amount is per year.
4. Resolution No. 10-216 Approving the Employee Safety and Health
Committee Policy.
Harry Green, Risk Manager, stated WA State Law requires that we have a Safety
Committee. The prior policy had provisions when an Elected Official Office failed to
attend a certain number of meetings throughout the year to put that responsibility
back on their office. This policy will add two written notification steps that will go to
the Elected Offices/Departments before they will have to form their own Safety
Committee for the following year.
Commissioner Averill stated the Board reviewed the law and it is clear that we
have to have a Safety Committee. The importance of the committee is documented
in the law. The problem the Board foresaw was that we might have a public official
that is not aware that there were certain responsibilities if they didn’t hold these
meetings. Now they will receive two written notices before we implement the penalty,
which is they have to conduct their own Safety Meeting and report separately to the
State Agency.
Commissioner Grose asked what State Agency administers this law.
Mr. Green stated Labor and Industries is responsible for administering this WAC.
5. Resolution No. 10-217 Approving a Local Agency Agreement and
Federal Aid Prospectus with WSDOT for the Davis Lake Road Emergency
Repair Project.

Tim Elsea, Public Works, stated this road was damaged in the January, 2009 flood
event and is part of the FHWA road system. The contract will provide for
reimbursement funding for the repairs made by county forces between January 1,
2009, and February 2, 2009. Davis Lake Road emergency repairs will be 100%
reimbursed through FHWA’s Emergency Relief (ER) program. The funding amount
is for $22,000.00
Commissioner Averill asked if we have reviewed this to make sure that we aren’t
over committing our County Forces.
Mr. Elsea stated they have reviewed this.
6. Resolution No. 10-218 Appointment of members to the Chehalis River
Basin Sub Zone Advisory Committee.
Commissioner Averill stated this resolution ratifies the appointment of five
members to the Chehalis River Basin Sub-Zone Advisory Committee. In
accordance with RCW 86.15.070 Lewis County may appoint up to five members to
advisory committees for established Flood Control Zone District Sub-Areas. The
County has a Sub-Area for the Chehalis River Basin which has recently been
reconstituted and by this resolution is appointing members to the Advisory
Committee. Centralia and Chehalis nominated two members each to represent the
incorporated areas and Lewis County has appointed a member to represent the
unincorporated area of the County. Appointees are:
• Susan Rosbach Lewis County through August 31, 2014
• Jason Humphrey Centralia through August 31. 2014
• Steve Koreis Centralia through August 31, 2012
• Julie Balmelli-Powe Chehalis through August 31, 2012
• Daniel Maughan Chehalis through August 31, 2014
Motion carried 3-0
There being no further business, the Commissioners’ public meeting adjourned at
10:15 a.m. on August 30, 2010. The next public meeting will be held Monday,
September 13, 2010, at 10:00 a.m.
