2022-09-06 PW Position Revisions Request_Memo_08.23.22 MEMORANDUM Date: August 23, 2022 To: Erik Martin, County Manager From: Josh Metcalf, Public Works Director Subject: REQUEST TO MODIFY PUBLIC WORKS POSITIONS _________________________________________________________________________________________________ The purpose of this memorandum is to request approval of modifications to positions across several Divisions of the Public Works Department. The modifications consist of the rewriting of Job Descriptions to better align with the specific Division roles and responsibilities, re-evaluation of job classifications due to market conditions, and the addition of two new job descriptions to meet current needs and regulatory requirements. The results of the requested changes include the addition of one (1) new FTE and a budget increase of $102,502, which would be recognized in the 2023 budget. The overall impact to the budget is primarily the salary and benefits associated with the new FTE. A summary of the position revisions and budget evaluation is included in the attached spreadsheet. Public Works currently has twenty two (22) vacant positions (not including the requested position); Real Estate Services (2), Engineering/Construction (9), Administration (3), Utilities (2), and Roads Maintenance (6). As a result of position vacancies and fewer summer employees, PW will recognize a savings of approximately $2.2M in the PW Salaries and Benefits budget for 2022. The new requested FTE will be included in the 2023 budget. Position replaces previous Office Assistant position to better align with the needs of the department. New Job Descriptions These JD's were developed to replace the "Engineering Technician" positions. These new JD's are specific to the RES Division of PW and better define the roles and responsibilities of the positions. The intent was also to develop opportunity of career growth and help with recruitment and retention These JD's were developed to replace the "Engineering Technician" positions. They are specific to the environmental and permitting work being done in PW and they more clearly define the roles and responsibilities of each position. They will assist supervisors with accountability, provide career growth opportunities, and will assist with recruitment. These JD's were developed to replace the "Water Treatment Operator" position. The Utility Operator III JD keeps us in compliance with the regulatory requirements for an Operator in Charge and the Utiltiy Operator II JD keeps us in compliance with the regulatory requirements for an Operator 2. We are required by WADOH to have both a Operator in Charge and a level 2 operator for the Vader system. With Betsy's departure from LC we can no longer meet this requirement with the current organizational structure for the water utilities. Total Estimated 2022 Proposed Change in Salary & Benefits and FTEs A request was made to Human Resources to review and re-evaluate the grade classifications for the GIS positions. HR completed a review of theses Job Descriptions as well as the GIS Manager position (128). As a part of their evaluation, HR identified these as market positions and verified it is difficult to attract and retain qualified employees to these positions. Their recommendations to PW were to keep a degree requirement for the positions and request approval from the BOCC to adjust the grades as defined in this spread sheet.
