Wrap-Up items
Mossyrock overlook: Erik Martin said staff has prepared draft resolutions and letters of support for the
BOCC and area entities to help support the renaming of the Riffe Lake overlook in honor of former
Commissioner Gary Stamper. He said staff is working on a press release and video requesting public
input and that the BOCC will plan a resolution for mid-December.
Legislative agenda discussion: Erik said he will route a draft agenda for the December Legislative
Roundtable. The commissioners agreed to add EFSEC / local control to the “watchdog” list.
Committees / boards for remainder of the year and those effective Jan. 1, 2023: The commissioners
said Commissioner-elect Brummer will succeed Commissioner Grose on Twin Transit, .09 and the Lower
Columbia Fish Recovery Board for the remainder of the year.
Minutes: Commissioner Swope made a motion to approval minutes for the weeks of:

• Nov. 14
Commissioner Grose seconded. Motion passed 3-0.
Fire Commissioners’ meetings: Commissioner Swope said sales tax has been brought up at recent Fire
Commissioners’ meetings. He said area fire departments are struggling financially and are looking for
funding options. The group noted the positive impact a sales tax could have on special purpose districts.
Erik discussed creating a workgroup to help outline a plan for a potential ballot proposal.

Property taxes: Commissioner Swope suggested having Assessor Dianne Dorey or Assessor-elect Ross
Nielson give a presentation that outlines the assessment and property tax process.
Mosses Colley et al v. Lewis County et al: At 9:32 a.m., Commissioner Pollock announced that the Board
would be going into executive session under RCW 42.30.110(1)(i) for 5 minutes to discuss Mosses Colley
et al v. Lewis County et al.
Executive session started at 9:33 a.m.
• At 9:38 a.m., the Board extended executive session for 5 minutes.
• At 9:43 a.m., the Board extended executive session for 2 minutes.
• At 9:45 a.m., the Board extended executive session for 2 minutes.
Executive session ended at 9:47 a.m. Commissioner Pollock noted that no decisions had been made.
Commissioner Swope made a motion to adopt counsel for the county in the Colley vs. Lewis County et al
as discussed during executive session. Commissioner Grose seconded. Motion passed 3-0.
Erik Martin noted that Commissioner-elect Scott Brummer will be sworn in Nov. 30.
Calendars: The group discussed the commissioners’ calendars.
County Manager items
Budget: Becky Butler said staff is working to finalize budget numbers and budget amendment numbers.
Becky said staff is looking at what investment interest can be swept into the general fund, as requested
by the commissioners.
