2022-12-19 BOCC Wrap-Up CM UpdateBOCC Wrap-Up / County Manager Update December 19, 2022 9:01 a.m. Present: Commissioner Pollock, Commissioner Swope, Commissioner Brummer, County Manager Erik Martin, Steve Wohld, Lee Napier, Becky Butler, Nic Scott, Lara McRea, Kate Chatterton, Eric Eisenberg, Matt Jaeger, Meja Handlen, Mindy Brooks, Mike Kroll, Tom Stanton, Kevin McDowell, Amber Smith Guest(s): Marian Kloster Recorder: Rieva Lester Public comment: None. >> BOCC WRAP-UP ITEMS Business Meeting: Commissioner Swope made a motion to add to the agenda for the Dec. 20, 2022, BOCC Business Meeting Resolution 22-429: Approve Addendum A to Resolution 22-392 to capture levy information submitted by junior taxing districts after the Nov. 30, 2022, deadline established by RCW 84.52.020. Commissioner Brummer seconded. Motion passed 3-0. D.C. et al v. Lewis County: At 9:02 a.m., Commissioner Pollock announced that the Board would be going into executive session under RCW 42.30.110(1)(i) for 5 minutes to discuss D.C. et al v. Lewis County. Executive session started at 9:04 a.m. • At 9:09 a.m., the Board extended executive session for 5 minutes. • At 9:14 a.m., the Board extended executive session for 3 minutes. • At 9:17 a.m., the Board extended executive session for 3 minutes. • At 9:20 a.m., the Board extended executive session for 2 minutes. • At 9:22 a.m., the Board extended executive session for 2 minutes. Executive session ended at 9:24 a.m. Commissioner Pollock noted that no decisions had been made. The commissioners said they’d further discuss the matter Dec. 20. Winlock annexation: Not discussed. Public comment: Marian Kloster discussed a letter she had written regarding a request to rename a portion of Buckley Road. Civil Service committee position with expiring term: The commissioners said they would like to keep Candi Faupell in the position. Committees / boards for 2023: Commissioner Brummer said Twin Transit has asked that he remain on twin Transit. Outstanding Resource Waters (ORW) rulemaking: Commissioner Pollock said she would spearhead the county’s response. >> COUNTY MANAGER ITEMS American Rescue Plan Act (ARPA) funding: No update. Budget: No update. Communications Strategic Plan: Nic Scott discussed the Communications Strategic Plan. He discussed creating podcasts and e-newsletters in the future. Public Works / DEM update County road name changes: Erik Martin outlined steps residents would have to take if the name of the road were changed. The commissioners said they would further discuss the Buckley Road request in the future. Internal Services update: Erik said he had provided another copy of the inclement weather policy. Department of Commerce recording fee bill: Meja Handlen and Commissioner Swope said legislation has been proposed that would further restrict the use of document recording fees. Announcements / new business: Becky Butler said the House and Senate are working on legislation that will require additional transparency regarding budgeting. The group discussed developments at Toledo City Council, where several key office staff members promptly resigned. Meeting adjourned at 10:30 a.m.
